Yvette, Here are my answers to the questions
See Walt Wujek's answers with my clarifications as follows:
B.0.1 - See Walt's comment - Concur B.0.9 - Concur. Please correct part number as identified by responder.
B.0.11 - Concur. The number of those items mentioned by the responder should be doubled. Requirement stands as written. No clarification required.
B.0.13 & 15 - See Walt's comment below - Concur.
Addendum to Block 15
4. Inspection - NO CHANGE to SOLICITATION
Yes. Keep requirement as stated.
6. FAR Delivery Schedule - NO CHANGE TO SOLICITATION
The dates are provided in the solicitation. Contractor also has the preference to put in their own delivery dates. Actual dates cannot be determined at this time because the issuance of an order to buy the equipment is based on available funding.
NO CHANGE to statement for items supplied for the steering system to be either ABS or USCG approved.
Steering components have been verified. Numbers requested are based on requirements. NO NEED TO RESPOND TO THIS QUESTION.

Andy, My limited input is as follows:
B.0.1 - I'm OK with Chrome Plated as previously supplied - but I don't know how you can finesse this requirement in the spec.
B.0.9 - If JASTRAM says the part number is wrong, I believe them.
B.0.11 - Paul Weller is looking at this and will call with his input.
B.0.13 & 15 - Same as B.0.9
All the rest is boilerplate BS that I will leave to the COTR to decipher.
Walt

Yvette, Per our conversation, we have several clarifications and questions pertaining the steering system:
Contract item B.0.1 – cylinders. Specification requires piston rod to be 17-4ph. This is a grade of stainless.
*The standard Jastram piston rod used in the cylinders supplied previously (part no Ja-201000-1) are Chrome plated ASTM A311 or A108. Please have the requirement clarified.
Contract item B.0.9 – Steering control system. The single full follow-up part no JA-701008-2 is incorrect it should be JA-701008-1.
*Both the non follow-up and full follow-up take over switches have an extra 9 in the part number.
Contract item B.0.11 – MSA System. The quantities for the motor starter (part number JQ-041096-51), alarm panel (JA-701037-11) and starter panel (JA-701039-11) need to be doubled.
*The system is not in accordance to CFR 113.43. Nether were the previously supplied systems. I am not sure if this is a USCG preferred specification for this class of vessel, but if this were a commercial vessel this requirements is only needed on vessels 1600 gross tons and over. Please confirm this requirement.
Contract item B.0.13 – and B-0.015. The tiller description is incorrect and should be listed as S-300-11-35-2.
Addendum to block 15:
4. inspection – the requirement for all internal inspection reports to submitted.
*This has not been done in the past. Do we need to do it for this contract?
6. FAR – delivery schedule. Please confirm the delivery schedule for all ship sets.
Contract requires that “ALL COMPONENTS THAT ARE OFFERED AND SUPPLIED FOR THE STEERING SYSTEM SHALL EITHER BE ABS APPROVED OR USCG APPROVED”.
*This is a pretty broad requirement. All the components quoted have been used in many systems approved by ABS and the USCG but not all carry component type approval. Including the most recent USCG shipments. This came up in the first negotiations and if memory serves we heard from a contact at the USCG “we will approve the equipment used for our own steering”. Please let me know if we need to be concerned about this or if we can carry on as we have with previous shipments.
Please have the steering gear confirmed.
Is it is the same or a little less than the previous project, HSCG40-05-D-50061?
USCG may want to confirm that their selection of components and operating parameters is adequate for the steering in these vessels.
Thank you for your assistance in clarifying these questions for us.
