FAR 52.212-2 Evaluation-Commercial items (Oct 2014)

Evaluation Criteria The provision at Federal Acquisition Regulation (FAR) 52.212-2 Evaluation of Commercial Items is not applicable to this solicitation. In lieu of this provision, quotes will be evaluated in accordance with FAR 13.106-2 based on the criteria listed below. Award will be made to the lowest priced, technically acceptable offer with acceptable or neutral past performance.

Price: The Offeror shall provide firm fixed pricing for each Contract Line Item Number (CLIN) specified in the “Schedule of Supplies/Services”, including prices for evaluation fees and composite hourly labor rate, in the attached spreadsheet titled “Schedule of Supplies/Services - HSCG38-15-Q-301002” (Attachment 4). Any quantity price discounts and discounts for prompt payment should be included in mailto:Theresa.L.Alkeus@uscg.mil this section. Total price evaluation will be for the base period and four 12-month option periods. Failure to quote pricing for the base period and the four 12-month option periods on individual line items may result in a quotation being excluded from further consideration.

Options - The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

Technical Acceptability: Technical Acceptability will be evaluated to determine an overall rating of “acceptable” or “unacceptable”. This will be determined by evaluating the ability of the Offeror to provide a sound, compliant approach that meets all requirements listed in the Statement of Work (SOW) and demonstrates a thorough knowledge and understanding of the requirements. It is the Contractor’s responsibility to ensure that their quotation clearly demonstrates their ability to perform these requirements.

All Offerors must provide the following minimum information and documentation with their quotations:

• Detailed explanation of exceptions taken with the SOW or any other requirement listed in the solicitation. Offerors are advised that the USCG intends to award without discussions, so any exceptions may cause the quotation to be found technically unacceptable.

• Certification: A copy of a current FAA Overhaul and Repair Facility Certificate for the same or similar category of components specified in the “Schedule of Supplies/Services”, OR a copy of a current Original Equipment Manufacturer (OEM) Certification, OR a copy of a current U.S. Air Force Certification for the category of overhaul and repair services required by this solicitation. Expired certificates or the absence of a certificate will render a quotation as technically unacceptable, and will result in the removal of the quotation from further consideration. Current certifications are required for the prime Contractor (Offeror) and any intended subcontractors.

• Current applicable Air Force Technical Orders (AFTO(s): A copy of the cover sheet for each applicable AFTO showing the Offeror has the latest version necessary to perform the overhaul and repair work. The Offeror must have the latest applicable AFTO that will be used to overhaul and repair the Alternating Generators. Statements that the Offeror is in the process of obtaining the current version of the applicable AFTO is not acceptable and will result in the removal of the quotation from further consideration.

• Defense Logistics Support Center (DLSC): Offerors must be registered as a certified U.S. Contractor with the DLSC. Offerors shall provide a copy of a current DLSC Registration.

Past Performance: The Offeror’s Past Performance will be evaluated to determine if it is acceptable, unacceptable, or neutral. The Offeror shall provide a completed Past Performance Questionnaire (PPQ) (Attachment 3) for each of the three (3) most recent contracts completed in the last three (3) years demonstrating same or similar to the overhaul and repair worked described in the SOW. Contracts (references) listed may include those with the Federal Government, State and Local Governments, or their agencies, and Commercial Customers. If an Offeror has no past performance history, the Offeror must affirmatively state that it possesses no past performance history. This PPQ must be completed by the person most familiar with the Contractor’s performance on a present or previous contract and then submitted directly to the USCG by the person completing the PPQ. PPQs submitted by the Offeror will NOT be accepted.

The Government may utilize the references provided by the Contractor, along with information available from past contracts/purchase orders with the USCG, delivery information found in the USCG’s AMMIS system, and any information found using sources such as Federal Government sources, Past Performance Information Retrieval System (PPIRS)/Contractor Performance Assessment Reporting System (CPARS), to determine if the Contractor has acceptable, unacceptable, or neutral past performance. The Government reserves the right to limit or expand the number of references it decides to contact and to contact references other than those provided by the Offeror.

Evaluation Method:

Only the lowest priced offer will be evaluated for Technical Acceptability. Should the lowest priced offer not receive an acceptable technical or past performance rating, the process will continue in order of lowest priced offer only until the lowest priced, technically acceptable offer with acceptable or neutral past performance is identified.

The Government intends to award a single contract for the overhaul and repair of the Alternating Generators listed in the “Schedule of Supplies/Services” but reserves the right to break out CLINs and award more than one contract if determined to be in the best interest of the Government. Quotes shall price ALL CLINs to be considered complete.

The Government reserves the right to conduct an on-site survey of the Contractor’s facility prior to contract award.
