4.0 PROJECT MANAGEMENT
4.1 Overhaul and Repair Scope
The USCG, ALC requires the overhaul and repair of the Alternating Generators for the HC-130H aircraft shown in the Schedule of Supplies/Services.
• The USCG currently does not remove the Alternating Generators at a set hourly overhaul interval and routinely operates the components until failure. Contractors should consider this information when formulating pricing.
• Overhauls shall include all necessary repairs in accordance with the AFTOs listed in the
Schedule of Supplies/Services. The Contractor should include in the overhaul and repair, any rewinding or replacements required to the rotors and/or stators and repair efforts necessary to return the Alternating Generators to RFI condition. The Government will not approve increases in contract pricing for rotor, stator, and exciter repair.
• The Contractor shall provide firm-fixed prices for the items listed in the Schedule of Supplies/Services; firm-fixed pricing shall be inclusive of all necessary parts (stators, rotors, exciters, etc), labor, tooling, test equipment, materials and facilities to effect the overhaul and repairs of the Alternating Generators. Replacement of missing terminal covers, if required, shall be accomplished within the firm-fixed price established in the Schedule of Supplies/Services.
• The Contractor shall also perform any required repairs and replace conditional parts that fail inspection in accordance with the applicable AFTO. This will require the rewinding of failed components as specified by the applicable AFTO. If the AFTO does not provide rewinding instructions, the failed component must be replaced with a new component within the firm-fixed prices accepted for award.
• The Contractor shall ensure the Alternating Generators listed in the Schedule of Supplies/Services are returned to zero time overhaul condition.
• The Schedule of Supplies/Services represents the estimated quantities of components anticipated for overhaul and repair as set forth by the Government.
5.0 CONFIGURATION MANAGEMENT
5.1 Asset Computerized Maintenance System (ACMS)
ACMS (Asset Computerized Maintenance System) is the management information system used to schedule and record all USCG aircraft maintenance. The Alternating Generators are Flight Critical and ACMS tracked items. All Alternating Generators are serial number tracked and shipped to the Contractor’s facility with a Significant Component History Record (SCHR) and a Component Repair Record (CRR). Contractor’s responsibility within ACMS shall include submission of the CRR within five (5) working days of completion of work. Tracked components will be shipped to the Contractor with a SCHR and a blank CRR for each tracked component. The USCG will provide the appropriate forms with each component as follows:
Significant Component History Report (SCHR): the document which contains the maintenance history of the serial numbered tracked component. It remains with its corresponding part until reinstalled on an aircraft or annotated “scrapped”, or returned to ALC.
Component Repair Record (CRR): records the maintenance performed on a serial number tracked component by the Contractor.
5.2 Component Repair Record (CRR)
The Contractor must complete the CRR (Attachment 2) for each tracked component overhauled and repaired to ensure the maintenance performed on the component is documented. The Contractor shall comply with the following completed CRR disposition instructions:
1) The Original CRR shall be packed with the component at completion of overhaul and/or repair for return to the USCG.
2) Mail one (1) completed copy of the CRR within five (5) working days of acceptance by the Government inspector/authorized representative to the following address:
Commanding Officer USCG, Aviation Logistics Center Bldg. 78 / ACMS Elizabeth City, NC 27909-5001
3) The Contractor shall maintain a copy of each completed CRR for a period of ninety (90) days.
5.3 Traceability of Parts
The Alternating Generators are flight critical; therefore, replacement parts used during overhaul and repair shall be in new condition. There are multiple Original Equipment Manufacturers (OEMs) associated with the Alternating Generators listed in the Schedule of Supplies/Services, therefore all replacement part(s) used in the overhaul and repair must have traceability to the OEMs; GE Aviation, Honeywell, and Goodrich Corporation. Parts replaced during overhaul and repair shall be disposed of as scrap, which means to render those items unusable for their intended purpose.
6.0 TECHNICAL REQUIREMENTS
6.1 Overhaul and Repair Requirements
6.1.1 Overhaul and Repair Procedures
The components identified in the Schedule of Supplies/Services shall be overhauled and repaired IAW applicable AFTOs.
6.1.2 Inspection
The Contractor shall perform a visual inspection and correct deficiencies found for all components. This shall include replacement of missing or broken parts, and the removal of any foreign matter or corrosion.
6.1.3 Evaluation Fee
Evaluation fee will include teardown, test and inspection. Should the component be determined to be non-repairable, the Contractor shall immediately notify the Contracting Officer and await disposition instructions for the Alternating Generator(s). A modification will be provided to the vendor for disposition of the property. In this instance, the Contractor will be entitled to the Evaluation Fee only;
ALC will dispose of the property.
6.1.4 Composite Hourly Labor Rate
The hourly labor rate provided in the Schedule of Supplies/Services is for the base period and each option period, and shall be the rate used to establish pricing for components determined to be exclusions IAW paragraph 6.4. The hourly labor rate shall be fully burdened with all overhead, general and administrative (G&A) expenses, and profit for the overhaul and repair of the Alternating Generators.
6.2 Corrosion
6.2.1 Inspection
USCG aircraft operate primarily around salt water and at low altitudes: and are therefore subject to corrosion. During inspection and functional testing, the presence of corrosion in any item or part thereof shall constitute reason for a more thorough disassembly and inspection. Should corrosion be found, disassembly shall be made to the extent necessary to remove all corrosion, or replace the part or parts affected. Corroded parts will be replaced except in those cases where removal of corrosion from a part will not impair efficiency or safe operation of the part.
6.2.2 Removal and Treatment
Corrosion removal and treatment of affected areas shall be accomplished in accordance with the AFTO specifications or drawings, or shall meet the Contracting Officer’s approval when specifications do not exist, or are not clear.
6.2.3 Serviceable Parts
Overhaul and repair pricing shall include all replacement parts. Parts that are considered “high cost” by the Contractor may need to be replaced and firm-fixed prices for overhaul and repair should take into consideration this possibility. High cost replacement parts will NOT be considered as “Over & Above” and will not necessitate re-negotiation of the overhaul and repair price. Parts of a component found to be in a serviceable condition as a result of inspection and functional testing shall be reused, except if the specific part being used is required to make the Alternating Generator considered to have zero hours.
Issuing parts or parts found to be defective shall be replaced with new parts that meet the OEM or AFTO specifications and drawings. Only new replacement parts, traceable to the OEM’s, are acceptable for use for this requirement.
6.3 Scrap Procedures
6.3.1 Non-repairable items
All non-repairable parts replaced during overhaul and repair shall be disposed of as scrap and rendered unusable for its intended purpose.
6.4 Exclusions – Unusual Damage
6.4.1 General
Occasionally, components may be received in a condition outside the confines of the applicable technical directives; those components may be determined a candidate for Exclusion - Unusual
Damage. In order to be determined an exclusion candidate, a component must be received for routine overhaul or repair, and upon evaluation any one of the following conditions are discovered, the vendor shall provide pictures displaying the condition of the asset:
Crash damage Cannibalization Acts of God
Only components meeting one or more of the above criteria may be considered as an exclusion candidate.
6.4.2 Pricing Exclusions – Unusual Damage
Prices established in the Schedule of Supplies/Services for overhaul and repair does not include components that have been cannibalized of repairable parts or that are severely damaged due to crash damage or Acts of God. The Government will reject any proposed determination of unusual damage for Alternating Generators requiring repair, overhaul, rewinding or replacement of stators or exciters.
Because the Long Range Surveillance HC-130H aircraft operates primarily around salt water and at low altitudes, corrosion is to be anticipated and is considered normal for the aircraft. Corrosion does not constitute unusual damage.
If the Contractor considers a component to be a candidate for exclusion, the Contracting Officer shall be given written notification within fifteen (15) days of receipt of the component. This notification shall include:
- Identification of the reason for a pricing exclusion.
- A price proposal that includes the number of labor hours, total labor costs using the labor rate established under CLIN 0005 and subsequent option CLINs, and all materials needed to return the component to satisfactory condition that meets all applicable AFTO specifications. The proposal shall not include the work involved in the teardown and inspection, which will have already occurred, as this is covered by the firm-fixed price specified in the Schedule of Supplies/Services.
- Within thirty (30) calendar days, the Contracting Officer will either initiate negotiations for a firm-fixed price with the Contractor or deny authorization for the repair based on information in the report and any other information which may be available. Upon mutual agreement as to price and delivery, a contract modification will be issued to authorize and fund the additional work at the agreed upon terms.
If the additional work is not desired, the Contracting Officer will provide the Contractor with disposition instructions for the un-repaired item. In the event an item is returned to the USCG, the Contractor shall be entitled only to compensation for the Evaluation Fee.
The delivery obligation will be specified in the contract modification and will apply only to those items specifically addressed by the modification. The Contractor is obligated to deliver all other components not individually addressed by the modification under the original delivery date specified on the contract.
The Government will not be liable for any amount expended by the Contractor in excess of the applicable firm-fixed price reflected in the Schedule of Supplies/Services unless prior written authorization has been given by the Contracting Officer.
7.0 TURN-AROUND-TIME
7.1 Turn-Around-Time/Delivery Schedule
The required delivery for overhauled and repaired material is ninety (90) calendar days after receipt of material (ARM) at the Contractor’s facility. Early deliveries are acceptable provided there are no extra charges to the Government.
7.2 Aircraft on the Ground (AOG) Requirements
An Aircraft on the Ground (AOG) situation may necessitate a special schedule, and require accelerated overhaul and repair completion and expedited delivery to the applicable USCG Air Station. In the event an AOG status occurs, the Contractor will be notified by the Government in writing of the AOG situation. The Contractor’s response shall provide 1) status of the component(s) needed to satisfy the AOG condition that includes what USCG items in-house for overhaul or repair are closest to completion under normal working conditions, and 2) an estimate of the labor hours needed to accelerate overhaul and repair completion. The accelerated overhaul and repair work will be authorized via a task order modification in conjunction with mutually agreed upon prices, delivery, and shipping cost reimbursement for next day delivery to the applicable USCG Air Station.
In the event of an AOG situation, the task order and applicable task order line item number will be modified to reflect the USCG Air Stations delivery address and the applicable USCG requisition number. The Contractor shall ensure the requisition number is included on shipping documents/delivery tickets so that the material receipt can be processed by the applicable USCG Air Station receiving personnel.
8.0 GOVERNMENT FURNISHED MATERIAL (GFM)
8.1 Requests for Government Furnished Material
The USCG reserves the right to provide to the Contractor, Government Furnished Material (GFM) should it be determined to be in the best interest of the Government. The Contractor shall provide all parts, labor, tooling, test equipment, and facilities necessary to overhaul and repair the Alternating Generators. The Contractor may receive equipment with components having a different part number than what is shown in the illustrated parts breakdown portion of an AFTO. This does not necessarily mean the component(s) are incorrect parts. Suitable alternate/interchangeable part numbers are normally identified in an AFTO (i.e., such as the Glossary). Prior to submitting a request for GFM, due to equipment having an “incorrect” part, the Contractor shall first review the applicable AFTO(s) to ensure it is in fact an incorrect part and not a suitable alternate and/or interchangeable part authorized in the AFTO. Requests for GFM will be reviewed by the Government, and a determination will be made to either furnish the requested material and adjust the monetary value of the task order as applicable, or advise of its interchangeability/suitable alternate applicability. Requests for GFM shall be submitted in writing to the Contracting Officer with a brief narrative that supports the request.
8.2 Property Furnished for Overhaul and Repair
Failure of the Government to furnish such items in the amounts or quantities described in the Schedule of Supplies/Services as “estimated” or “maximum” shall not entitle the Contractor to any equitable adjustment in price under the Government property clause of the contract. The Government reserves the right to perform depot level repair of the components described in the Schedule of Supplies/Services.
The Contractor shall return all USCG furnished equipment in Ready for Issue (RFI) condition to the USCG at the Contractor’s expense no later than thirty (30) calendar days following the conclusion of the contract.
