Solicitation HSCG38-12-R-H00007 Amendment A001
The Statement of Work, Section 8.2.2 Required Certificates is modified as follows to make this requirement clearer:
There are two (2) separate Certificate requirements; 1) An Airworthiness Certificate using either the FAA 8130 Certificate or an Equivalent using the same or similar format and language used for commercial/civil aviation industry, and 2) Certificate of Conformance (CoC) in accordance with Federal Acquisition Regulation (FAR) Clause FAR 52.246-15. The FAR 52.246-15 CoC shall not be used as an Airworthiness Certification because it does not demonstrate the overhauled equipment is airworthy and suitable for installation on an aircraft.
1) Airworthiness Certification is required for all items that are overhauled. The contractor MAY use the FAA 8130 Certification Form, however, use of this form is not required. The contractor may choose to use an “equivalent” Airworthiness Certificate to certify the airworthiness of an overhauled component. “Equivalents” may be the same the contractor uses for other Government agencies such as an Air Force Airworthiness Certification or a contractor developed Airworthiness Certificate that is similar to the FAA 8130 Certificate format and language.
Proposals shall state the form that will be used to provide Airworthiness Certification and, if other than an FAA 8130 Certificate, shall provide a Copy of the “equivalent Certificate” and describe the qualifications of the individual(s) that will perform the inspection and sign the Certificate.
FAR 52.212-2 Evaluation-Commercial Items (Jan 1999) is amended as follows:
Evaluation Criteria
Factor I – Technical Acceptability;
Subfactor 2
b) Airworthiness Certification/Certificate (Ref SOW Sec 8.2.2): Proposals shall state the Airworthiness Certificate/Form the contractor intends to use, the FAA 8130 Form or an Equivalent Certificate/Form. If an Equivalent Certificate/Form is proposed, offerors shall include a copy of the Equivalent certificate/Form in their proposal and describe the qualifications of the individual(s) that will perform the inspection and sign the Certificate. Failure to include this information will render a proposal as Technically Unacceptable and will result in the removal of the proposal from further consideration.
Solicitation HSCG38-12-R-H00007 Amendment A001
In the solicitation, under Factor II - Past Performance risk assessment, the statement “Proposals will be scored with an overall rating using the following methodology and color/adjective scheme” is deleted and replaced with the following:
Technical Acceptability and Past Performance when combined are more important than price. Proposals will be given an adjective rating that considers both factors. As proposals become equal price may become the determining factor for contract award.
Offerors may submit a Modified Proposal in response to this Amendment. Modified Proposals may be emailed to Denise.P.Hall@uscg.mil and shall be clearly identified as a Modified Proposal. All other proposal submissions must follow the instructions set forth in the solicitation under FAR 52.212-1 Instructions to Offerors-Commercial Items (Feb 2012).
The closing date/time is extended to May 11, 2012 by 3:30pm Eastern Time.
