HOURLY RATES
Hourly rates (unit prices) are fully burdened and include all costs to perform the required work.
ESTIMATED HOURS
Hours listed are estimated hours and are for planning purposes only. Estimated hours are based on a standard 40-hour workweek with one (1) person filling each position with the exception of the Aviation Technical Writing and Technical Analyst position and the Graphics Specialist/Tech Analyst position which are expected to hold more than one person. As the acquisition and modification of these aircraft are completed/nearly completed, the expected contractor support workload is expected to decrease.
1.0 GENERAL
1.1 Purpose
The U.S. Coast Guard (USCG) Aviation Logistics Center (ALC) Long Range Surveillance (LRS) Product Line (PL) incorporates two separate engineering cells to support C130H and C130J aircraft independently. Technical support and technical publications acquisition and sustainment requirements are a critical part in providing seamless engineering support to both the fleet and the programmed depot maintenance (PDM) lines at ALC and offsite PDM/modification lines. The C130J Engineering Cell does not have active duty or civil service billets to manage routine technical support requirements. The ALC Engineering Services Division (ESD) technical publications branch supports some technical publications needs for the LRS PL but does not have the capacity to provide all technical publications support required to meet LRS PL needs.
The C130J Engineering Cell requires a technical support staff to conduct routine technical support functions such as drafting Time Compliance Technical Orders (TCTO), incorporating publication change requests (CG-22), collaborating on prototype projects, supporting aircraft configuration control changes, keeping technical pubs and references up to date for fleet and depot maintenance use, etc. The C130J Engineering Cell also requires technical support expertise to administer depot-level ground maintenance support administrator (GMSA) functions and respond to field-level GMSA technical assist requests. The C130J baseline aircraft technical publications currently rely on the U.S. Air Force (USAF) technical publications office at Warner Robbins Air Force Base (AFB) for standard sustainment initiatives and Wright Patterson AFB for Block Upgrade (BU) sustainment initiatives. As the USAF migrates to a paperless technical publications system the workload placed on USCG technical publications specialists will grow considerably. Furthermore, while acquisition of new systems will provide a baseline technical data package as a system deliverable item, acquisition technical data packages require verification / validation before being published for use as an approved USCG maintenance procedure or reference. This requires collaboration between ALC PL technical publications personnel, USCG Prime Unit, and ALC ESD.
The C130H aircraft relies on Warner Robbins AFB for sustainment of technical publications through the current paper based system. As the USAF transitions to a paperless technical publication systems, the C130H technical publications requirements for continued sustainment will also grow. With the upcoming avionics upgrade to the C130H all technical publications delivered from this acquisition program will require verification and validation prior to being approved for use via the ALC technical publications web link.
The USCG has traditionally relied on contract maintenance facilities to complete Programmed Depot Maintenance (PDM) inspections and repairs from a work specification. With reference to the USCG work specification package provided, the PDM contractor develops a deck of commercial routine inspection cards that meet the requirements identified in the USCG work specification package. As the LRS PL continues to develop organic PDM capabilities through increased process ownership, a critical milestone will be creation of USCG PDM / Progressive Structural Inspection (PSI) work packages for both the C130H and C130J that have discrete Asset Computer Maintenance System (ACMS) codes for executing and tracking PDM inspections and repairs. Creation of the LRS depot level ACMS cards will align the LRS PL depot inspection process with all other ALC Product Lines. Validation of the current PDM work specification package for the respective C130 models is currently underway. Once the validation is complete, the routine inspection cards will be assigned ACMS codes and must then be converted to meet USCG ACMS format and standards.
USCG ALC does not have sufficient Government civilian and military personnel to meet LRS/C130 technical publications sustainment requirements. Therefore USCG ALC LRS must use contractor services to meet technical publication sustainment requirements.
The incumbent for this procurement action is Vector CSP, LLC of Elizabeth City, NC; Cage code 3CWE7.
