A: See FAR 52.209-7 and FAR 52.212-3(h).

11. Q: What are Offer Format requirements for the RFP? (page count per volume, font size etc)?

A: The intent is not to restrict the offerors in the manner in which they will perform their work but rather to ensure a certain degree of uniformity in the format of the response for evaluation purposes. The cover shall indicate the following: Title of the proposal, proposal category (technical or price), volume number, RFP number, name and address of the offeror, and identification of copies bearing original signatures. The table of contents shall provide sufficient detail as to allow the important elements to be easily located. The use of tabs and dividers is encouraged. Unnecessarily elaborate or other presentations beyond that sufficient to present a complete and effective proposal are not desired and may be construed as an indication of the offeror’s lack of understanding of price consciousness. Elaborate artwork, expensive paper or binding, and expensive visual or other presentation aids are neither necessary nor desired. The technical portion of the proposal shall be limited to 30 pages, exclusive of past performance references and resumes for all non-administrative personnel (no resume shall exceed three pages). Each “page” is one sheet, 8 ½” x 11”, with at least one inch margins on all sides, using Time New Roman font with 12-point size type or larger. Pages shall be consecutively numbered. Multiple pages or foldouts count as an equivalent of 8 ½” x 11” pages. Each page of each copy should affix with the legend “Source Selection Information See FAR 3.104”. Pricing data should be separate from the technical portion of the proposal.

12. Q: Are resumes required for all positions listed in paragraph 3.0 or for key personnel only?

A: Resumes are required for all positions. The offeror shall provide sufficient information within resumes to detail each employee’s education and experience.

13. Q: What formatting (page count, font size etc) will you require for the RFP submission?

A: See questions 7 & 11.

14. Q: Page 2, 3, and 4 of Section B identifies CLIN 0010-0100, 0110-0200 and 0210-0300 as RESERVED. Will the Government identify what the purpose of these CLIN are and if these are items that the Offeror should be estimating a price for in their response?

A: The Offeror does not need to consider these. They are for possible administrative purposes only.

15. Q: Page 5, Estimated Hours regarding “As the acquisition and modification of these aircraft are completed/nearly completed, the expected contractor support workload is expected to decrease.” Please provide the current planned completion schedule (in terms of quantity/quarter/year for aircraft acquisition and modification) and the Government’s anticipated amount of decreased hours and identify the labor categories affected.

A: It is not possible to forecast this information.

16. Q: FAR 52.222-42 identifies rates for a Graphics Specialist and a Senior Graphics Specialist. These labor categories are different than the ones identified in Section B. In Section B, the closest positions identified are Graphics Specialist/Tech Analyst and Senior Graphics Specialist/Tech Analyst. Will the Government confirm that the positions are equivalent with regard to compensation levels?

A: yes

17. Q: Are all of the positions funded/authorized upon contract award, or will positions be ordered and phased in over the base period? If all positions are not funded upon contract award, will the Government identify which positions are planned to be phased in by future task order awards?

A: All positions will be funded by task order upon contract award depending on USCG budget approval or if there is a continuing resolution in place.

18. Q: Page 23, Evaluation – Commercial Items – In due respect for the evaluation team, will the Government consider providing proposal format instructions and submission guidelines?

A: See question 11.
