This Q&A amendment is issued to:

(a) Answer an additional question received after issuance of Q&A Amendment 0004 and

Amendment 0002 to the solicitation.

(b) The due date and time for receipt of proposals remains unchanged.

Note: The due date for receipt of proposals remains unchanged. No further extension to the due date for receipt of proposals as a result of the changes in the synopsis/solicitation as amended herein is anticipated.

Question: Reference RFP Section I The Offeror shall provide the following in its Volume Two in order to be considered complete: (1) In addition to the requirements listed in FAR Part 52.212-1 (b) (10), Offerors shall submit a total of three references utilizing the Past Performance Evaluation Document attached. Offerors shall complete SECTION A of the Past Performance Evaluation Document. SECTION B shall be completed by the Government during offer evaluations.

Can the Government please clarify – Should Volume Two contain three Past Performance Evaluation Documents with Section A completed? Are we to submit Past Performance Evaluation Documents to our references and request that they complete Section B and submit the completed forms directly to the Government? If so by what date and to whom should they be submitted? Or is USCG going to submit to clients for completion?

RESPONSE: Past Performance Evaluation Documents should be submitted with Section A only completed as stated in RFP. See Amendment 0001 to the synopsis/solicitation which makes various changes to the evaluation criteria and proposal submission requirements.

RFP Change: See RFP HSCG23-17-17-R-PIC101/Amendment 0001 as amended. Question: Reference: FAR 52.212-2 - Evaluation -- Commercial Items (Jan 1999) (Addendum)

In reference to RFP HSCG23-17-R-PIC101 - the Evaluation Criteria (pg 26 of the RFP), we noticed that Amendment 001 removed reference to "development of training courses and curriculum revisions and updates" from the deliverable table (PWS 7.0) and in Section 5.2.4.2 of the PWS. However, the Evaluation Criteria (pg 26 of the RFP) states:

FACTOR 1: TECHNICAL, AND MANAGEMENT AND STAFFING

APPROACH: The Government will evaluate each Offeror’s Technical and Management Approach to determine their capacity to perform all the requirements outlined in the PWS, which will include, but will not be limited to, an evaluation of the following: the Offeror’s proposed technical mix of labor categories and level of effort proposed for the solicited services; the Offeror’s approach to providing the instructional and educations requirements as described in the PWS; approach to contract management and; instructional personnel staffing (Offeror’s ability to attract, retain, supervise and motivate top quality personnel with the critical skills and abilities IAW the PWS); the Offeror’s approach to providing the required courses; and the Offeror’s approach to curriculum development. Additionally, the Government will evaluate the proposed instructor’s qualifications as to whether they meet or exceed the experience requirements outlined in the PWS.

Please clarify whether we are to include our technical approach to curriculum development in volume 1.(?)

RESPONSE: The requirement to address the offerors proposed technical approach to curriculum development in Volume 1, Technical Approach has been removed.

RFP Change: Reference: FAR 52.212-2 - Evaluation -- Commercial Items (Jan 1999) (Addendum) , FACTOR 1: TECHNICAL, MANAGEMENT AND STAFFING APPROACH. See RFP HSCG23-17-17-R-PIC101/Amendment 0002 as amended therein.

Question: Reference: FAR 52.212-3 Offeror Representations and Certifications Commercial Items

On page 24, the second paragraph, the “FAR 52.212-3 Offeror Representations and

Certifications-Commercial Items” are itemized as part of the excluded page count, but they are not mentioned as an item in the details for the contents for Volume 1 in the following paragraph.

“…The page limits in Volume One exclude resumes and FAR 52.212‐3 Offeror Representations and Certifications‐Commercial Items….”

However, they are included in the description of the contents for volume 3 on page 25.

“…and (4) any completed solicitation clauses that require the Offeror’s input (FAR 52.212‐3 Offeror Representations and Certifications‐Commercial Items).

Offerors shall provide their proposed pricing using the Attached Excel spreadsheet (Attachment A ‐ Schedule of Pricing).”

Is it your intent for offerors to include the “FAR 52.212-3 Offeror Representations and Certifications-Commercial Items” response in volume 3 and disregard the reference to volume 1?

RESPONSE: Yes. Offeror Representations and Certifications shall be included in Volume 3.
