Amendment Five to HSCG23-16-R-PXC002
In addition to the questions and answers below, the following FAR provision and clause are incorporated by amendment into solicitation HSCG23-16-R-PXC002. All references to the United States Coast Guard have been revised to USCG and references to the USCG Academy have been revised to USCGA.
FAR Provision 52.203-98, Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements—Representation (DEVIATION)
FAR Clause 52.203-99, Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements (DEVIATION) (JULY 2016)
1) Section 5.9 (Instructor Control Stations (ICS)) indicates that five (5) instructor control stations will be supplied, one for each bridge. We therefore assume that each bridge CLIN includes its associated ICS. So, to clarify, the number of delivered ICS will always match the number of delivered bridges, regardless of when the CLINS for bridges 2-5 are exercised. Is this the intention of the USCGA?
5.3, 5.4, 5.5, 5.6 & 5.7 all call for installation of an associated ICS in Task 1 of each section. These PWS sections (5.3-5.7) are associated with individual CLINS for bridges 1-5. The ICS installation is tied to the installation of each bridge individually.
2) Does the USCGA anticipate using bow and stern thruster controls?
Yes, some models listed on page 17 have bow and/or stern thruster control.
3) In addition to the cabling already specified for the VEGA system, will the USCGA also supply a KVM over TCI-IP switch for the VEGA and Radars?
Yes, for the AN/SPS-78 radars all equipment downstream to the radar console from the centrally located processors is provided as GFE.
For VEGA the downstream GFE provided from the processors includes cabling and KVM switches. It does not include a cabinet, monitor or mouse/keyboard input devices.
The AN/SPS-50 radars are a packaged unit (processor, input/output devices) provided as GFE locally on each bridge.
4) Can the USCG specify any particular requirements for monitor (screen) resolution and available video outputs for both the VEGA and AN/SPS 50-78 radars?
For the AN/SPS 50&78, see answer 3.
For VEGA, the PWS does not specify a requirement for VEGA monitor resolution. Section 5.2 requires VEGA be integrated to match other bridge equipment and further requires proposals to present a bridge-like feel in arrangement of equipment and enclosures. As with other areas, this should be accomplished with a COTS solution.
5) Can the USCGA clearly specify their minimum, and ideal out the window (OTW) Vertical Field of View (VFOV) requirement and specify the desired design eye point position from where it will be measured?
The required VFOV is not explicitly specified. Section 5.2 only requires that the “visual scene shall be configured to maximize vertical field of view given each space’s available overhead clearance.” Therefore, offerors shall propose their COTS solution that maximizes the available VFOV on each bridge within the constraints of the PWS.
6) Has the USCG purchased a SCANTS type simulator for its Yorktown facility within the past 5 years? If so:
a. What is the Contract Number?
b. What company was the contractor?
c. Can a copy of this contract be provided to all offerors?
d. Were the Exercise Areas, Ownship Models, Targetship Models and Objects common to the requirements set forth in PWS page 17?
e. If all or any part of these areas, models and objects are in the USCG inventory (from Yorktown or any other USCG facility) can they be made available to the successful offeror as GFI?
Unknown and not relevant to this acquisition.
7) Has the USCG purchased a SCANTS type simulator for its Pataluma facility within the past 12 years? If so:
a. What is the Contract Number?
b. What company was the contractor?
c. Can a copy of this contract be provided to all offerors?
d. Were the Exercise Areas, Ownship Models, Targetship Models and Objects common to the requirements set forth in PWS page 17?
Unknown and not relevant to this acquisition.
8) Government provided question: Where will new HVAC equipment be located when we start the simulator performance period.
See Q&A attachment for planned layout of HVAC equipment.
Ceiling mounted units will not extend below the lower (controlling) structural beams in areas with unfinished ceilings.
9) PWS 2.4 – Ready to Train: We understand OpenFlt models will not be provided. Can the USCG provide any models in any 3D Digital commercial format for existing ships and databases, instead, at contract award to the awardee? If yes, can the USCG provide the list of the models or harbor areas that will be made available, and what format(s) they will be provided in.
No, models designed for offeror’s COTS systems are required to be provided.
10) What is the height from the floor to the drop ceiling in Bridge 1?
91”
11) What is the height from the floor to the enclosed ceiling outside of Bridge 1 in the projector area (behind the curved screen) ?
103”
12) Can the ceiling in the Bridge 1 projection area be removed by the contractor is needed?
No. See question 4 from previous Q&A responses. Removal of the ceiling as a whole is beyond the scope of the PWS. Individual interferences may be proposed/resolved with respect to the ceiling.
13) Due to the limited access to the area above bridge 1 drop ceiling and enclosed ceiling, can someone with maintenance access take measurements to the lowest points in the area above the proposed bridge 1 new layout? Can someone take pictures of the space above existing bridge 1?
See question 12 above. The area above the ceiling is beyond the scope of the PWS.
14) Please provide the geographic scope required for the “Great Lakes Port, Rivers, Locks” Domestic Port Exercise Area required by PWS page 17. Which specific ports, waterways, locks, etc are required to be included in this Exercise Area?
Any COTS exercise area that includes any Great Lakes port, and river/locks.
