FAR 9.601
“Contractor team arrangement,” as used in this subpart, means an arrangement in which – (1) Two or more companies form a partnership or joint venture to act as a potential prime contractor; or (2) A potential prime contractor agrees with one or more other companies to have them act as its subcontractors under a specified Government contract or acquisition program.
FAR 9.602
Contractor team arrangements may be desirable from both a Government and industry standpoint in order to enable the companies involved to – (1) Complement each other’s unique capabilities; and (2) Offer the Government the best combination of performance, cost, and delivery for the system or product being acquired.

Review of Draft Solicitation – Section B Part 1

Administrative Management and General Management Consulting Services Size Standard - $7.0M Applicable to entire acquisition
Labor Rates and ODC Rates Contract rates are ceiling rates – lower rates can be proposed in response to a Task Order (TO) solicitation If necessary for a given TO, additional labor categories may be proposed
Review of Draft Solicitation – Section B Part 2 Contract Type Awarded contracts will incorporate both Firm Fixed Price (FFP) and Time and Material (T&M) contract line item numbers (CLINs) Appropriate CLINs will be determined at the TO level
Review of Draft Solicitation – Sections F and H – Part 1 Period of Performance Contract – 5 years from date of award Individual TOs – will vary, may not exceed one year past expiration of contract
H-9 – Rolling Admission Provides the Government the option to conduct additional competitions for new contract awardees after initial award Would only be used if awarded contractors are not providing a satisfactory level of quality or competition
H-10 – Savings Clause Provides Government a credit (to be proposed by Contractor) if a Contract accumulates a high value of orders in a calendar year ($10M - $25M; $25M - $50M; $>$50M).
For repetitive, recurring requirements, the Government seeks business process improvements to yield year-over-year price reductions. Such requirements will be identified at the TO level.
Review of Draft Solicitation – Sections F and H – Part 2
H-12 – Addition or Substitution of Personnel Key personnel must remain constant for the first 6 months of any TO unless extenuating circumstances exist.
Key personnel replacements must meet or exceed qualifications of original key personnel and must be approved by the TO Contracting Officer.
All personnel must meet or exceed the qualifications for the labor category for which they are proposed. These qualifications will be incorporated into each contract based on the offeror’s proposal.

Review of Draft Solicitation – Sections I and L, Part 1 Contract Clauses Certain clauses are applicable only to certain tracks or CLINs and have been so noted Service Contract Act – Wage determination for the National Capital Region (NCR) will be attached to each contract. For services performed outside the NCR, the appropriate wage determination will be included with the TO, if applicable.
Review of Draft Solicitation – Sections I and L, Part 2a Proposal Submission One prime proposal per domain; SB/8(a)/SDV could submit in corresponding track or unrestricted track 2 CDs – one for each volume Separate files for each section and subsection of each volume Page numbering format and page limits Information not in correct volume or in excess pages will not be considered
Review of Draft Solicitation – Sections I and L, Part 2b Proposal Contents Sufficient resumes to cover all hours (excluding junior-level labor categories) contained in applicable pricing spreadsheet (Attachments 3A – 3C) Non-compliance matrix (Attachment 1) For Past Performance, describe 3-5 contracts in the format at Attachment 4. Request references for each of those contracts to send a questionnaire/evaluation (Attachment 5) to TABSS@USCG.MIL.
Review of Draft Solicitation – Sections I and L, Part 2c Proposal Contents (cont) Pricing spreadsheets (Attachments 3A – 3C) – fill in on-site and off-site labor rates, ODC and travel markups and H-10 discounts. Crosswalk between Government’s required labor categories and standard Contractor nomenclature/ qualifications.

Evaluation will occur at the domain level The totality of the awardees under each domain must ensure (1) the Government has a sufficient number of awardees with the depth and breadth to perform all of its potential requirements and (2) adequate competition occurs at the task order level
Review of Draft Solicitation – Section M, Part 2 Non-compliant, unrealistic or cursory responses are ground for elimination from consideration

Weight of Evaluation Factors Each factor is equally important.
Price may increase in importance depending on the equality of the non-price factors
