STATEMENT OF WORK (SOW)
U. S. DEPARTMENT OF HOMELAND SECURITY, U.S. IMMIGRATION AND
CUSTOMS ENFORCEMENT
OFFICE OF PUBLIC AFFAIRS
Daily Media Monitoring Service
1. BACKGROUND
U.S. Immigration and Customs Enforcement (ICE) is the principal investigative arm of the Department of Homeland Security and the second largest investigative agency in the federal government. Created in 2003, ICE has more than 20,000 employees located in offices in all 50 states and 46 foreign countries.
ICE’s primary mission is to promote homeland security and public safety through the criminal and civil enforcement of federal laws governing border control, customs, trade, and immigration. The agency has an annual budget of more than $5.7 billion, primarily devoted to two of its principal operating components – Homeland Security Investigations (HSI) and Enforcement and Removal Operations (ERO). The third ICE directorate is Management and Administration (M&A). HSI investigates immigration crime, human rights violations, human trafficking, smuggling of narcotics, weapons and contrabands, financial crimes, cyber-crime and export enforcement issues. HSI special agents conduct investigations aimed at protecting critical infrastructure and industries that are vulnerable to sabotage, attack or exploitation. ERO deportation officers enforce the nation’s immigration laws in a fair and effective manner. Officers identify and apprehend removable aliens, detain individuals when necessary, and remove illegal aliens from the U.S. ERO also prioritizes the apprehension, arrest and removal of convicted criminals, those who pose a threat to national security, fugitives and recent border entrants.
ICE’s Office of Public Affairs (OPA) is responsible for the effective dissemination of accurate information to the public concerning ICE programs and its mission. OPA provides primary support to the agency’s Director, with lead responsibility for the communication of agency goals, objectives and accomplishments. In addition, OPA is responsible for the preparation and distribution of information to state and local officials, agency stakeholders, and the general public.
Due to the high profile nature of its mission, ICE-related stories are prominently featured by media outlets. Senior ICE officials and program managers must be kept informed of news coverage relating directly or indirectly to the mission and operations of ICE as it relates to major important news, legislative activity and operations involving the agency. ICE leadership must remain current on emerging issues and trends that could impact ICE in the future as well as issues raised in media stories reported on a daily basis. To meet this need, OPA requires services for clipping and media monitoring support.

4. SCOPE
ICE intends to procure media monitoring support, also known as news clipping subscription services, in support of ICE’s mission. Agency officials must start each day fully informed about important published news and broadcasts nationwide. ICE has determined that this will be best accomplished via preparation of a daily briefing that weaves together the important elements of printed news stories and broadcasts nationwide. The items to be included shall be accumulated from many different outlets and will be based on topics and events deemed important by ICE officials. Relevant stories from radio and television news should be included.
5. DESCRIPTION OF SERVICES
1) Daily Report - Media-Monitoring
The vendor shall produce a report which includes daily clips and news briefings in English as well as provide an English summary of stories from domestic Spanish outlets. The vendor must find and review articles and broadcasts from all major daily newspapers, national and local television, news-weeklies, magazines, journals, and the internet. The briefing materials must include a table of contents organized by subject matter.
At a minimum the vendor must include a “Top News” section in the report for ICE officials who must be kept aware of important developments affecting ICE. The report should also provide a top-level view of the day’s news specific to ICE’s interests, designed to inform staff about key print and broadcast news in local, regional and national media markets. All references should embed hyperlinks to source material. The vendor should also provide a link to all audio and video clips that stream to the reader’s desktop. A full text backup document shall be included with complete versions of the articles referenced in the briefing. This backup document shall include its own table of contents and story sequence that matches the briefing.
All documents must be provided in Microsoft Word and Adobe PDF formats. The contractor shall avoid and edit out any information that is redundant and/or irrelevant. These reports shall be provided every weekday, except for Federal holidays. The vendor will provide a summary of the weekend and/or holiday’s events on the next business day.
This report will be disseminated via a daily email notification to a list of Government assigned points of contact upon award. Distributions to non-employees are prohibited.
ICE requires an analyst with English and Spanish language skills, who will be available to OPA on a 24/7 basis. OPA needs to be able to communicate with the editors of the report at any time, so that its service can be customized quickly when necessary.
Services shall be in compliance with Section 508 Accessibility Standards (www.section508.gov).
