ATTACHMENT ONE
STATEMENT OF WORK: SOW AMO-2
Intrusion Detection System Replacement
1.0 Background
The Air and Marine Operation (AMO) Albuquerque National Air Security Operations Center (NASOC) is located at Building 290 on Kirtland Air Force Base (KAFB), New Mexico. The AMO facilities on the site are owned by CBP. The intent of this Statement of Work (SOW) is the planning and installation of a new Intrusion Detection System (IDS) that meets the requirements for the security level of the facility.
Currently, the existing intrusion detection system (IDS) has been non-operational for an extended period of time. This system is beyond its useful life, and it is in the best interest of the Government to replace this system with a new compliant and manufacturer-supported system.
2.0 Scope
2.1 The Contractor shall provide all labor, supervision, tools, materials, parts, equipment, transportation, licenses, permits, certifications and management necessary to carry out and complete, in every detail, the work included in this SOW. Work shall include incidental and ancillary components, materials, or equipment accessories customarily required by code, guideline, or industry standard practice to make a building feature complete, a system complete and operational, or an item of equipment serviceable and functional – whether or not such incidental or ancillary components are identified, named, or shown in or on any document provided to the Contractor.
2.2 The general nature of the work included in this SOW is to remove and replace the existing intrusion detection system in its entirety and install a new system that protects all facility entrance doors and (building) perimeter windows (28 windows in bldg. 290 and 10 windows in bldg. 291), and specialized zones within the building. This new system shall be installed for building 290 (administrative office) and building 291 (hangar).
2.3 The facility shall remain open and in full operation during the time of this work.
3.0 Applicable Documents

4.0 Specific Tasks
4.1 Install New Intrusion Detection System
OBJECTIVE: Remove and replace the existing intrusion detection system inclusive of the head-end equipment, intermediate hardware and controls, software, signaling/actuating devices, and arming/disarming keypads.
General Requirements:
• The new IDS system must interface with the Site’s existing access control system to such extent that the access control system is not degraded in any fashion from its existing operating capabilities.
• This project requires the furnishing and installation of a new server/controller and software for two (2) systems: the existing video surveillance system (CCTV) and the new intrusion detection system (IDS). This new server/controller shall include capacity for a twenty-five (25) percent increase of each system without the need for anything more than additional programming. Software programming shall be such that the CCTV system works in exactly the same manner and capacity as it presently does.
The IDS system shall be integrated with the video surveillance system to the extent that should there be an IDS alarm or breach signal, the closest camera to that alarm or breach will capture any activity in that area.
• Software upgrades must be easily available through Internet down loads that are capable of being saved on thumb drives or computer disk and installed on the user interface workstation.
• User interface software must be intuitive and easily understood by an average user with no special computer training or expertise. The average user shall be able to master all critical aspects of the system including arming, disarming, and trouble code diagnostics. The Contractor must minimize the number of independent programs required to run and manage the system.
• The new installed Intrusion Detection System shall be compatible with the Kirtland Air Force Base Installation Resource Protection Office and the General Services Administration (GSA) Denver Mega Center.
• The Intrusion Detection System installer shall hold a current Underwriter’s
Laboratory 2050 (UL2050) Certification.
• The Contractor’s installers shall be aware of, and consent to, either being under constant physical escort or video surveillance by closed circuit cameras – at all times when working within the buildings and adjacent site areas.
• The Contractor is responsible for all temporary services and/or other accommodations as well as all indirect management effort and expenses required to purchase, deliver, install, and program the components in this technical package.
• The Contractor shall develop submittal documents for review and approval by
Contracting Officer (CO) through field verification and in compliance with this SOW.
• Contractor shall be responsible for coordinating any and all necessary security requirements with the CBP Office of Professional Responsibility and base security personnel prior to commencing work.
• Contractor shall be responsible for coordinating any and all necessary security requirements with the CBP Office of Professional Responsibility (OPR) and Kirtland Air Force Base Installation Resource Protection Office prior to commencing work.
• The Contractor shall obtain approval from the CO prior to commencing any on-site work.
• The installed and finished work shall comply with the US Customs and Border Protection Security Policy and Procedures Handbook HB 1400-02B, dated August 13, 2009 and be capable of twenty-five percent (25%) expansion without the need for modification to any part of the intrusion detection system’s software, hardware, or infrastructure.
Demolition/Removal – the Contractor shall:
4.1.1 Remove the existing intrusion detection “head-end equipment” from the existing command console. Remove all balanced magnetic switches or other intrusion detection intermediate controls, and devices/keypads.
4.1.2 The Contractor shall saw cut existing concrete or asphalt as necessary to create new circuitry pathway (if necessary) for the installation of new intrusion detection circuit at the emergency generator access door.
4.2 Intrusion Detection System (IDS) - Installation – The Contractor shall furnish and install:
The IDS System design shall include a programmable cellular link, so that if a telephone line is cut or otherwise interrupted, an alarm is activated at a Kirtland Air Force Base Installation Resource Protection Office. The Contractor shall coordinate with the Kirtland Air Force Base Resource Protection Office to ensure that the replacement IDS system is compatible with the Base’s existing security monitoring system.
4.2.1 All perimeter doors at building 290 shall include a balanced magnetic switch
(BMS) or similar approved device. Existing circuitry shall be used where connectivity tests confirm that there is no defect in the circuit.
4.2.3 All private offices and interior areas exposed to windows shall include glass break devices and circuitry back to the control section of the console.
4.2.4 New Devices
4.2.4.1 A BMS shall also be installed on the interior side of the HSDN room, the
LAN room, the weapons/ammunitions storage room, the evidence storage room, and the Communications Security (COMSEC) Office. These rooms shall also include ceiling mounted dual technology volumetric motion sensors and disarming key pads. These devices shall include new circuitry back to the control section of the console. Each intrusion detection addition shall be a separate zone of the complete system.
4.2.4.2 The weapons storage/ammunitions room shall also include a wall mounted duress/panic button, with circuitry, back to the control section of the console.
4.2.4.3 The following perimeter doors (including aircraft entry doors in the hangar) shall include a balanced magnetic switch (BMS) or similar approved device along with circuitry back to the control section of the console:
• Building 291 – two primary doors. One of the entry doors shall include a keypad.
• Building 291 – three entry doors on the East side of the hangar. The entry door into room M-100 (supply area) shall include a keypad.
• Building 291 – the perimeter entry door into the ground support equipment shop (GSE) shall include a BMS or other approved device.
• Building 291 – the emergency generator room shall include a BMS or other approved device.
• Buildings 290 and 291 – the electrical and mechanical rooms in both building 290 and 291 shall include a BMS or other approved device, along with circuitry, back to control section console.
4.3 Incidental required work - Installation – IDS:
4.3.1 Field investigation is required to confirm space availability for all components within the control station console and the operating characteristics of the existing CCTV system.
4.3.2 Installation of new system control equipment may require modified or new filler panels or cover plates at the control console. The Contractor shall furnish and install any such modified or new panel as part of this work in a like fashion and color matching the console to give a consistent and professional appearance.
4.3.3 At a minimum, the Contractor shall provide for a one (1) year parts and labor warranty on the new work. Warranty work under this provision (inclusive of all direct and indirect costs) shall be at no cost to the Government. Service response, under this provision, shall be within two (2) hours for emergency service calls, and within twenty-four (24) hours for other service calls.
4.3.4 Warranty work shall only be completed by technicians certified by the equipment manufacturer or supplier and approved by the Government and the product/system manufacturer.
4.3.5 The Contractor shall coordinate all connections, terminations, modifications, and any other necessary actions relating to the facility’s new or existing equipment with a designated authorized representative of the facility being physically present during specified work. The Contractor shall provide 24 hour written notice to the authorized representative for them to be present to witness necessary work as described above.
4.3.6 The Contractor shall be responsible to provide a copy (in electronic Portable Document Format (PDF format), of any required test results relating to the installed work – as may be called for in the security handbook.
4.3.7 All work shall be coordinated through a representative of the Site in an effort to minimize interruption to the daily routine of personnel. Contractor personnel shall not enter the HSDN room, the LAN room, the weapons/ammunition storage room, the evidence storage room, or the COMSEC Office without a CBP escort or as may be approved by the Site’s Director or designated representative.
4.3.8 The new IDS system shall be a stand-alone system operation but, through programming efforts could be part of an integrated security system.
4.4 Training
Training shall be provided no less than four (4) hours training each day on two different days and two different shifts as selected by the Site’s Director. The trainer shall have documented experience in leading the different sessions. Training shall be preceded by an itinerary (approved by the Government) of topics to be covered during the sessions.
4.4.1 Training shall include at a minimum instructions for:
• Arming and disarming the system.
• Bypassing sensors.
• Monitoring system status.
• Acknowledging and silencing alarms.
• Running reports.
• System log in.
• Administering and changing system permissions.
• Updating the software?
• Adding the up to 25% expansion capability?
4.4.2 Documentation required at each training session (for no less than four people) shall include at a minimum:
• Checklist of operator allowed functions with clear and concise instructions on how to complete each allowed function.
• This documentation shall be in a “User Manual” specifically edited to fit the requirements of the system and training.
5.0 Deliverables and Delivery Schedule
5.1 Design Submittals shall be provided as follows:
5.1.1 The Contractor shall provide 50% and 100% design drawings for review by the Contracting Officer’s Representative (COR) and Project Manager (PM) and approval by the CO. The design drawings shall be prepared and certified by an individual certified by the product manufacturer approved for inclusion into the work of this project. Submittal due dates will be established at the Post Award Installation Conference.
5.1.2 The Contractor shall provide as-built drawings at the completion of work in AutoCAD and PDF format for all tasks detailed in Section 4.0 of this SOW.
5.1.3 The Contractor shall submit a list of all materials to be utilized and installed under this SOW to the COR for review and approval by the CO prior to purchasing and installation.
5.2 Pre-Installation Submittals
5.2.1 Project Schedule – The Contractor shall provide sufficient detail to understand method of approach and milestone completion dates relating to the Project Schedule. The Project Schedule shall be in electronic format, preferably using established software such as Microsoft Project (Microsoft Project is used by CBP) or other recognized industry standard scheduling software. The Contractor shall submit an updated Project Schedule with each monthly progress payment request.
5.2.2 The Contractor shall provide one (1) electronic copy in PDF format of manufacturer’s catalog cut sheets, product data, to the COR, prior to starting work for review and approval by the CO.
5.2.3 The Contractor shall prepare and submit a task specific Accident Prevention Plan
(APP) and task specific Safety Plan to the COR/CO for review and approval by the CO.
5.3 In-Progress Report Requirements
5.3.1 Daily Reports – The Contractor shall prepare Daily Reports and shall transmit the reports to the Project Manager (PM) and COR via email by 4:00 PM (Eastern Time) each Friday.
5.3.2 Two Week Look-ahead Schedule – The Contractor shall provide a two week look-ahead schedule to the PM and COR via email by 4:00 PM (Eastern Time) each Friday.
5.3.3 Weekly Progress Photos – The Contractor shall provide weekly progress photos. Photos shall be in digital format and be of size and quality that when printed on 8 ½” x 11” stock can show the detail of the work. Photos shall be of a quantity and quality to adequately show progress of the work being executed and related activities. Provide a minimum of twelve (12) progress photos per week via email by 4:00 PM (Eastern Time) each Friday.
5.4 Post–Installation Submittals
5.4.1 The Contractor shall furnish all manufacturers’ warranties associated with the tasks of this SOW.
5.4.2 The Contractor shall furnish all Operations and Maintenance documentation (as may be offered by the equipment manufacturer) associated with the tasks of this
SOW.
5.4.3 The Contractor shall provide an electronic disk containing as-built drawings and product specifications associated with the tasks of this SOW.
5.4.4 All post-installation submittals shall be provided by the Contractor and approved by the Government before final Government acceptance of completion of this project.
6.0 Government Furnished Equipment and Property
Government furnished equipment or property will not be provided.
7.0 Place of Performance
All work associated with this SOW shall be performed at the following location:

8.0 Period of Performance
The performance period for the drafting and submittal of layout drawing(s) showing the location of devices and new wiring runs for this work is ninety (90) calendar days from issuance of the Notice to Proceed (NTP) – layout drawing(s).
The performance period for the installation of this work is ninety (90) calendar days after approval of the layout drawing(s).
Normal workdays and hours are Monday through Friday – 7:00 am through 3:30 pm. These workdays and hours excludes published federal holidays.
9.0 Security
The work to be performed under this SOW is categorized as unclassified. The Contractor and its subcontractor personnel shall be required to clear Department of Defense (DOD) and Department of Homeland Security (DHS) background investigations before access is granted to the facility. The Contractor shall provide the individual’s name, social security number, date of birth, driver’s license number, state of license issuance, license expiration date, and declaration of citizenship a minimum of ten (10) calendar days prior to the individual’s access to the facility.
10.0 Other / Meetings
10.1 Other
10.1.1 The Contractor shall provide and maintain safety and environmental protection measures as necessary to prevent personal injury or pollution of the environment or become a nuisance to operations or personnel in close proximity to the work.
10.1.2 Any Contractor required site office and security measures for that office or any material or equipment storage area as may be permitted for their use shall be coordinated and approved in writing by the COR. Utilities and other associated cost thereof, for the Contractor’s facilities shall be the sole responsibility the Contractor.
10.1.3 Before requesting the Government’s acceptance of the work, the Contractor shall complete final cleaning of all areas affected by new work or repair activities. Cleaning shall be to the extent that there is no remaining evidence that installation or repair took place and all affected areas shall be returned to original condition.
10.1.4 Should specific means and methods of completing the elements of work not be defined in this SOW, the Contractor shall utilize commercial/industrial installation standards when performing work under this SOW.
10.1.5 The Contractor shall prepare and furnish all required architectural and engineering drawings for the completion of the project.
10.2 Meetings – The Contractor shall be required to attend the following meetings.
10.2.1 The Contractor shall attend a Pre-Installation Conference prior to commencement of any installation activities. This meeting will consist of a one-half (1/2 day) meeting at the project site. The designated Contractor Project Superintendent/Manager, as well as key subcontractors and trades, are required to attend this meeting
10.2.2 Prior to project completion, the Contractor shall conduct a preliminary punch list walk-through on the works and forward the punch list to the COR for review (pre-final inspection). The Contractor shall conduct a final punch list walk-through at the completion of the project (final inspection). The final walk-through shall be attended by the Contractor key personnel, site staff and
COR.
11.0 Safety and Environmental
11.1 The Contractor shall conduct all work and clean-up efforts in such a way as to maintain a safe and healthy work environment for the operations and personnel.
