HSBP1016R0031 - Firearm Sighting Systems Responses to Questions
Proposal
1. The provided Past Performance Questionnaire (Attachment 2b) references “training ammunition” in the instructions. We believe this should be replaced with “firearms mounted sighting systems” to better characterize the solicitation.
Answer: A corrected Attachment 2B is attached to amendment 1. Previous version will be accepted as well.
2. Can the Past Performance Questionnaire (Attachment 2b) be returned to you via email as well as fax or mail?
Answer: Yes. Send to john.t.crockett@cbp.dhs.gov
3. Page 2 of the Past Performance Contract Reference Data (Attachment 2a) asks for the “Task Order Technical Point of Contact.” Are we supposed to list the offeror’s POC here since page 1 already requests the contract’s POC?
Answer: Can list “Same as above” if the same person, otherwise list separate contact names for the Contract and Delivery/Task Orders.
4. Is there any specific “data” required to be submitted as part of our response to each of the SOW requirements in the Technical Proposal?
Answer: Any specifications other than extraneous narratives, elaborate brochures, or uninformative “PR” material that shows how item(s) proposed meet the SOW requirements. This can be manufactures technical specification sheet.
Technical
5. We would like clarification on the serial numbers, as some of the optics (i.e., Aimpoint) do not have serial numbers engraved on each mount. In other words, if existing commercial off the shelf products listed in the SOW do not currently mark/engrave serial numbers on each optic, would the contract still require individualized serial number markings?
Answer: The SOW only specified serial numbers for the optics. There is no requirement for serial numbers on mounts or magnifiers. CBP believes that the items listed that require serial numbers are all currently manufactured with a serial number.
Delivery
6. Will individual delivery orders always be administered by the same office with various ship-to locations? Or will various ship-to locations have their own ability to process orders?
Answer: Delivery orders can be from various locations and or other DHS Agencies and will be administered by whomever creates the delivery order. A single delivery order could have multiple ship-to locations.
7. Will there be different procedures for orders exceeding certain dollar thresholds (i.e., $3500, $10,000, etc.)?
Answer: There would be no difference due to dollar value. There will be some differences between DHS agencies, and Purchase Card (credit card) orders.
