To provide a prototype requires development and testing to ensure this first article meets the specification, this type of development work should be done on a Cost Plus contract type. Additionally, under this proposal, the Government is requiring the Contractor to lock in Firm Fixed Unit Prices for future MEAs that may be ordered. Given the Contractor has not had the prototype tested and accepted this creates uncertainties in developing the MEA Unit price which can be more costly to the Government. We request the Government change the contract type for the Prototype from Firm Fixed Price to Cost Plus Fixed Fee to allow for the development of the prototype, then, after acceptance allow the Contractor to propose the Firm Fixed price Unit types.
