STATEMENT OF WORK

TENSION CLOTH CANOPY INSTALLATION

FOR U.S. CUSTOMS AND BORDER PROTECTION

HIGHWAY 85 MILE POST 58

TUCSON SECTOR

AJO SOUTH TRAFFIC CHECKPOINT

AJO STATION LLF TRAINING

1. INTRODUCTION

The purpose of this statement of work (SOW) is to procure technical subject matter expertise (SME), construction and engineering services for installation of a tension cloth canopy for the United States Border Patrol Tucson Sector and Facilities Management and

Engineering Office (FM&E) of the U.S. Customs and Border Protection (CBP), a component of the Department of Homeland Security (DHS).

2. BACKGROUND

Office of Border Patrol, Tucson Sector has discontinued operations of the I-8 Traffic

Checkpoint and is re-purposing the tension cloth canopy (already removed) from the I-8 checkpoint to enhance the Ajo Station’s Highway 85 Traffic Checkpoint located south of

Why, Arizona. This SOW will include disassembly and installation of the existing Ajo checkpoint canopy at the Ajo Station and transportation/installation of the re-purposed

(stored) canopy from the Ajo Station to the Ajo Highway 85 Checkpoint.

3. SCOPE OF WORK

a. General.

The Contractor, as an independent contractor and not as an agent of the

Government, shall, in accordance with the terms and conditions more particularly set forth below, furnish all services, materials, supplies, labor, equipment, transportation, and travel as necessary for the performance of the work specified herein.

b. Project Description.

The project involves removal of the existing canopy at the Ajo South Traffic

Checkpoint, transporting it to the Ajo Station, and erecting the canopy in the Ajo

Station compound to the original manufacturer’s specifications. Pressure washing, or similar, may be appropriate for the canopy fabric at re-install.

The contractor will conduct grading, stabilization, and backfill work at the Ajo

Highway 85 Checkpoint meeting Arizona Department of Transportation (ADOT)

PR 20088288-Canopy Relocation requirements and the original specific manufacturer specifications for load and wind shear requirements, footings and anchors for the stored canopy.

The contractor will be responsible to transport the canopy from the Ajo Station to the checkpoint site for assembly.

The contractor will purchase and install a new full-coverage canopy cloth on the stored canopy frame in accordance with manufacturer’s specifications.

The contractor will assemble the tension cloth canopy to the original manufacturer’s specifications meeting all regulations set forth by ADOT and stated in this document.

The contractor will replace all light fixtures (16) with modern high efficiency lights that meet or exceed light output of the original equipment and replace electrical outlets (4) with new receptacles. Power is currently provided via a

Government-provided generator.

A suitable main electrical power connection panel will be provided by the

Contractor. This panel will be placed on the eastside-center of the installed

Canopy. Final electrical connections will be made by the Government.

The contractor will purchase and install all vehicle/personnel barriers and semi-permanent/permanent speed control devices and signs as per approved ADOT traffic control plans and directions obtained by the Contractor.

The contractor will take into consideration the remote location of the construction site and limited resources available locally. This factor may require additional planning/costs to meet deadlines and requirements.

4. DELIVERABLES

All deliverables for the Stored Canopy not originally stored at the Ajo Border

Patrol Station prior to construction will be stored at the Highway 85 Checkpoint construction site.

All deliverables for the Ajo Station Canopy will be stored at the Ajo Station compound.

5. GENERAL REQUIREMENTS

a. All work shall be done in accordance with current ADOT standards, specifications, approved plans, and inspected by the Ajo Station Project Manager.

b. It is the contractor’s responsibility to research and obtain all licenses, permits, pay all charges, fees, taxes and give notices necessary and incidental to the lawful prosecution of the work.

c. The contractor will be responsible to ensure traffic is protected in accordance with

ADOT guidance and regulations.

d. Prior to final inspection by ADOT, all surplus material shall be removed from the right-of-way and the area shall be in a neat and natural state. Any existing equipment or structures damaged during permit work shall be repaired by the contractor.

e. The contractor shall be responsible to comply with all state law for underground or overhead facilities to include Blue Stake inspections prior to breaking ground.

The contractor assumes full responsibility for damage to any utilities to include fiber optic.

f. All work shall be conducted during daylight hours unless approved by ADOT.

g. The contractor will utilize appropriate engineering controls (e.g. water misting) to reduce dust and dust migration during construction as required by ADOT.

h. The contractor will ensure the use of appropriate personal protective equipment by all employees and subcontractors of the Contractor, for the job function being performed.

i. The contractor will maintain a clean and safe workplace. Daily cleanup is required. Contractor is responsible for providing and maintaining separate refuse collection for general trash and waste materials.

j. All contractor and subcontractors employed for this project must meet requirements set forth under applicable labor laws regarding wages/salaries.

7. WORK SCHEDULE

a. Site preparation work will be performed from 7:00 a.m. to 4:00 p.m., Monday through Friday, with Federal holidays excluded. Work affecting traffic will be done in accordance with ADOT guidance.

b. The contractor shall notify the project manager, or authorized representative, in writing at least 48 hours in advance to request a deviation to the established work schedule. Requests to work weekends require a minimum one week notice.

c. A minimum of three rain days will be allowed with possible extensions dependent upon severity of weather.

8. WORK RESTRICTIONS

a. The Contractor shall use only designated areas for parking or storage of materials and/or equipment.

b. The Contractor will coordinate their work schedule in order to minimize impacts on Government personnel.

c. For safety and security purposes, all visitor or contracting personnel must submit the following information to David R. Allen (See SOW paragraph #6) at least 10 days prior to accessing the Sites:

9. SITE VISIT

The contractor shall perform a site visit to determine actual conditions and details of the requirements prior to developing a work plan. The contractor will coordinate with the project manager to schedule the site visits.
