About this file

This document is a Competition Impracticable Procurement Authorization form from the Arizona State Procurement Office, specifically involving the Arizona Department of Health Services (ADHS), Bureau of Women's and Children's Health (BWCH). The procurement request is submitted by Lucas Terry, a Procurement Specialist, on behalf of BWCH, and was ultimately approved by Gina Corwin, Chief Procurement Officer.

The contract authorizes the provision of risk-appropriate medical services for critically ill newborns through the Human Research Protection Program (HRPP), including Level III, Level II EQ, and Level II services, as well as transportation services certified through the Commission Accreditation of Medical Transport System (CAMTS). The contract is non-exclusive and covers multiple suppliers specializing in perinatal and neonatal care in Arizona, including inpatient physician services, consultation and case management, hospital programs, and transport services. The contract has a total estimated cost of $5,000,000, is valid through 6/30/2028, and operates as a payer of last resort, with fees based on Arizona Health Care Cost Containment System (HCCCS) rates to ensure fair and reasonable pricing while protecting families from financial devastation.

Arizona Dept. of Health Services (ADHS), Bureau of Women's and Children's Health (BWCH)

Lucas Terry on Behalf of BWCH lucas.terry@azdhs.gov

Procurement Specialist 480.521.2825

Provision of risk appropriate services of Level Ill, Level 11 EQ, and Level II for critically ill newborns for the Human Research Protection Program (HRPP), and Transportation suppliers certified through the Commission Accreditation of Medical Transport System (CAMTS).

Multiple - Reference attached document for contract number and supplier.

Multiple - Reference attached document for contract number, supplier and their Contract Total NTE Estimates.

- Authorization Request for a new CI

Through 6/30/2028 $5,000,000.00

- Compliance with A.R.S. §§ 41-2533, 41-2534, 41-2538, or 41-2578 is impracticable

HRPP has been previously contracted as Classification Competition Impracticable with suppliers since ADHS began receiving funding in 1972. HRPP requires that the hospitals, perinatologist, and neonatologist suppliers shall meet Level II, Level II EQs, and Level Ill.

Transportation suppliers shall be certified through the Commission Accreditation of Medical Transport Systems (CAMTS), specializing in perinatal and neonatal care in Arizona.

The HRPP requires maximum participation from each group throughout Arizona which makes these Contracts non-exclusive. This Program is inclusive of the following providers/services:

• Inpatient Physician Services Program

• Consultation and Case Management

• Hospital Program

• Transport Services

BWCH is requesting to continue these services with the current and any upcoming suppliers that meet all Level II, Level II EQs and Level Ill, and companies are certified through the Commission Accreditation of Medical Transport Systems (CAMTS), specializing in perinatal and neonatal care in Arizona, during the term of this CI.

It is in the best interest of the State to grant the continuation of this inclusive program designed to recognize and include current Physicians, Transport Providers, and Hospitals as well as recognize any new suppliers that may enter this area of service expertise to insure ADHS's ability to maintain an efficient perinatal care system that services high-risk perinatal mothers and critical ill neonates.

The Contractors are paid only after all other sources of reimbursement are exhausted; the HRPP serves as payer of last resort and sets fees based on Arizona Health Care Cost Containment System (HCCCS) fees. The physicians and hospital collect from all insurance companies or AHCCCS, and agree to honor the family liability limitations set by the HRPP. This financial liability to the families is based on income and family size. The physicians and hospitals write off outstanding debt if the Program funds are depleted. This safety net has been established to prevent financial devastation to the family. As the costs for these services are limited to established AHCCCS rates and available funding, pricing is determined to be fair and reasonable.
