About this file

This document is a Competition Impracticable Procurement Authorization form (SPO 101) from the Arizona Department of Administration's State Procurement Office. The requesting agency is the Arizona Department of Health Services (ADHS), Bureau of Women's and Children's Health (BWCH), with the requestor being Mackenzie Hix, a Senior Procurement Specialist. The document involves Flagstaff Medical Center as the supplier, with a contract modification for Emergency Transportation Services.

The contract covers 24/7 critical care air, ground, and team transport services for Arizona High-Risk Maternal and Neonatal patients through the High-Risk Perinatal (HRPP) Program. The estimated cost is $2,273.97 for an 83-day gap period from July 1, 2021. The services are part of a statewide system of coordinated care aimed at reducing mortality and morbidity for high-risk pregnant women and infants, including consultation, case management, transport, hospital care, and other related services. The contract modification was necessitated by delays in contract completion, with the approval intended to allow the HRPP to continue providing essential services. The pricing is based on current ADHS ambulance EMS service rates, and the contract is authorized until June 30, 2026.

ServicesaMaterials: To provide coordinated twenty-four hours a day, seven days a week (24/7) critical care air, ground and team transport services for Arizona High-Risk Maternal and Neonatal patients. The ADHS, Bureau of Women's and Children's Health (BWCH) High Risk Perinatal Program/Newborn Intensive Care Program (HRPP/NICP) or Program mission is to reduce the mortality and morbidity of high-risk pregnant women and infants who are critically ill at birth through regionalized statewide system of coordinated care that includes consultation and case management, transport, hospital care, inpatient neonatology services, newborn emergency medical services, and community health nursing and developmental follow-up.
Justification: [Compliance with A.R.S. § 41‐2533, 41‐2534, 41‐2538, or 41‐2578 is unnecessary]
DetailsOFProcurementNeed: The HRPP program currently contracts with air and ground transport companies to provide vendor and team services for High-Risk pregnant women, sick and recuperating neonates. These transports are coordinated through an ADHS contracted Neonatologists or Maternal Fetal Medicine Specialist. Medical information, consultations and referral services are provided through the use of an ADHS contracted 1-800 Information and Referral Line Service which ensures risk appropriate transport for any High-Risk Maternal or Neonatal emergency regardless of geographic location and ability to pay. The Program has contracted with Hospitals since ADHS began receiving funding in 1972. In order for the HRPP/NICP to work, it must contract with all Level II, Level II Enhanced Qualifications and Level III hospitals, all perinatologist and neonatologist, and all transportation companies that are certified through the Commission Accreditation of Medical Transport Systems (CAMTS) specializing in perinatal and neonatal care in Arizona. The HRPP/NICP needs maximum participation from each group throughout Arizona, which makes these Contracts non-exclusive. The Contractors are paid only after all other sources of reimbursement are exhausted; the HRPP/NICP serves as payor of last resort and sets fees based on Arizona Health Care Cost Containment System (AHCCCS) fees. The physicians and hospital collect from all insurance companies or AHCCCS, and agree to honor the family liability limitations set by the HRPP/NICP
ProcurementProcess: A request was a new contract was submitted January 01, of 2021. The expected completion date and award was listed as July 1, 2021. The Contract was sent to Flagstaff Medical Center (Contractor) on April 15, 2021. For a variety of reasons at the Contractor the signed Contract was not received back at ADHS for signature until September 21st. This Competition Impracticable (CI) is to cover the gap in services from July 1, 2021 until September 22, 2021. The approval of this CI determination would be in the best interest of the State to move forward with finalizing this Contract and allowing the HRPP to continue providing its necessary services.

The High Risk Perinatal Contracts, which include transportation, are covered by a classification Competition Impracticable Determination. Any Supplier that can meet the Scope of services required is given a contract to ensure sufficient HRPP coverage across Arizona.

The price is the current rates set by ADHS for ambulance EMS services so the price is considered fair and reasonable.
