JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Office – Defense Commissary Agency, IT Contracting Branch, Ft. Lee, VA

2. Type of Contract Action – This is a new, firm-fixed-price purchase order. The type of funds that will be used are FY16 Defense Working Capital Funds (DWCF).

3. Description of Supplies/Services: Uninterruptable Power Supply (UPS) Maintenance and OPTIONAL Replacement Batteries for HQ in Fort Lee, VA and Data Center West in Sacramento, CA. Maintenance is required for a base year plus four 1-year option periods at each location. The known base year cost (maintenance) is , but could reach in the event all batteries were replaced. The total estimated cost which includes maintenance for five years and one-time replacement of all batteries is .

5. Reason for Authority Cited - The current UPS devices are brand specific and, in order to provide continuity of operations, the batteries must also be of the same brand. This is due to the pluggable operation and hot swap battery capabilities. In order for the performance of the devices to operate efficiently these batteries have intelligent battery management built in. These batteries provide the best operational capabilities available.

Without these specific brand batteries, the UPS units can cause the batteries to operate for a less amount of time. The UPS will drain other brand batteries, due to the Intelligent Battery Management (IBM) used on the device itself. The IBM is specific to the Schneider Electric (APC) devices. The Powerware UPS provides Intelligent Power Software Suite, which offers free monitoring, management and shutdown software ideal for protecting physical and virtual machines. The Eaton batteries are a high rate discharge battery specifically designed up for Eaton Powerware UPS systems. This battery can be used for more than 260 cycles at 100% discharge in cycle service, up to 10 years in standby service.

These batteries are small volume, light weight and high discharge efficiency. Other batteries on the market will not provide the same amount of confidence and assurance in meeting 24X7 operational capabilities required by the Agency’s Data Centers.

The requirement is to provide “continuity of maintenance support” for existing UPS units installed and running at both locations. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform maintenance support services as defined in the Maintenance Support Plan except for those items specified as government furnished property and services.

The contractor shall provide a comprehensive maintenance plan that maximizes UPS efficiency and uptime while preventing load loss accomplishing the calibration of all metering and protective features, the functional testing of all transfer conditions and the inspection of online performance of equipment with load. It also ensures the installation of system upgrades where applicable and the review of alarm states, history and upgrade status. Other accessible functions are the examination of interfaces to other Powerware (Eaton) and Schneider Electric (APC) equipment and the visual check on batteries and battery environment.

6. Efforts to Obtain Competition - Solicitation will be posted to FBO where all authorized vendors may submit an offer.

7. Fair and Reasonable Cost Determination - Price will be determined fair and reasonable prior to award.

8. Market Research and Interested Sources - DeCA’s Infrastructure Lead, Dave Hitchcock, and LEIMG Representative, Wendy Hundley, conducted market research to acquire maintenance support. The market research included reviewing previous contracts.

Market research also included reviewing government-wide acquisition contracts and manufacturer’s websites where multiple resellers were listed. Compu-Dynamics (CAGE 3BEC4) and CWPS (CAGE 0CS79) are interested sources.

9. Actions to Increase/Foster Competition - DeCA will continue to perform the necessary market research in accordance with the DoD’s and DeCA’s established market research guidebooks for information technology UPS maintenance and replacement battery requirements; however, DoD policy has established that for this type of commodity, competition is limited at best due to compatibility with existing UPS devices capability and/or products. While this requirement is limited to companies that are able to provide Brand-Name maintenance support and replacement batteries for each brand solicited, market research analysis supports that numerous resellers to include small businesses are available and have the capability to fulfill this requirement; therefore, there is a high expectation that the Agency will receive adequate competition for this procurement.

10. Other Factors – Previous procurements include:

a. HQC007-12-F-0012 to Eaton Corporation (CAGE 31795) performance ends 30JUN2016.

b. HQC007-14-F-0011 to Compu-Dynamics (CAGE 3BEC4) performance ends

30JUN2016.
