PERFORMANCE WORK STATEMENT (PWS)
DMEA 18-8E9
25 April 2018
1.0 SCOPE: The purpose of this Work Statement is to provide a comprehensive electrical study and develop a time-phased approach to plan for a multiple year electrical infrastructure upgrade.
1.1 TITLE: DMEA Building 1 Electrical Study and Time-Phased Plan
1.2 APPLICABILITY: DMEA Building 1 Electrical System
1.3 INTRODUCTION: The Defense Microelectronics Activity (DMEA), located at 4234 54th Street, McClellan, CA. DMEA is a microelectronics laboratory that relies heavily on extremely sophisticated and sensitive electronics equipment. Any power interruption from the utility causes significant damage to equipment and a loss of product.
The aging electrical system needs to be upgraded into a robust system that will provide continuous, uninterruptible power to the critical facility infrastructure and is impervious to any utility interruptions.
1.4 PURPOSE: To provide a comprehensive electrical study which will be the basis for the development of a multiple year electrical system infrastructure upgrade plan. This plan will include a conceptual design, a conceptual multi-year schedule and a budget for each phase of the plan.
2.0 REFERENCED GOVERNMENT PROVIDED RESOURCES:
2.1 GOVERNMENT DOCUMENTS:
Document No. Date Title
Technical Exhibit 1 2014 2014 TTG Report Final Report with Appendix
2.2 Other DOCUMENTS:
Document No. Date Title
NFPA 70 Most Current National Electrical Code (NEC)
NFPA 70E Most Current National Fire Protection Association (NFPA) Standard for Electrical Safety in the Workplace
2.3 GOVERNMENT FURNISHED FACILITIES/ACCESS:
Facility/Access Date Available
DMEA Complex, 4234 54th Street, McClellan, CA: Building 1 ARO
3.0 GENERAL REQUIREMENTS: The contractor shall perform a comprehensive electrical study and develop a multiple year upgrade plan.
3.1 TASK REQUIREMENTS: The contractor shall provide all, equipment, tools, materials, supervision, and all other items and services necessary to perform tasking as specified in 3.1.1-3.1.7.
3.1.1 ELECTRICAL SYSTEM STUDY: The contractor shall perform a comprehensive study of the existing
DMEA electrical system. This study shall include, but is not limited to Electrical Load Monitoring, a Load Flow and Power Factor Study, a Protective Device Coordination Study, Harmonic Analysis, a Motor Starting Study, a
Grounding Analysis and a Diagnostic Study. The contractor shall monitor the DMEA electrical system, collect data and conduct data analysis to develop a complete study. The contractor shall recommend a data collection and system-monitoring schedule to be agreed upon by the contractor and the government. [Note: The government will provide the contractor a copy of Technical Exhibit 1, “2014 TTG Final Report with Appendix” for reference.] The contractor shall include all the data, findings and a summarized analysis of that data in the final report. (CDRL:
A148)
3.1.2 CONCEPTUAL DESIGN STUDY: The contractor shall develop a conceptual design based on the information obtained in the Electrical System Study, see paragraph 3.1.1. The new design must provide a robust system that will provide continuous, uninterruptible power to the critical facility infrastructure and is impervious to any utility interruptions. The new design must include adequate capacity for current loads plus an increased capacity of 20% for future loads, distribution equipment, emergency power and monitoring capabilities. This design must also consider that a new system must be developed in parallel to the current system and cannot effect the facility for prolonged periods of time due to a shutdown. The contractor shall provide drawings approved by a
Professional Engineer (PE) which includes, but is not limited to a single-line drawing in the final report. (CDRL:
A042)
3.1.3 TIME-PHASED IMPLENTATION PLAN: The contractor shall provide a multiple year implementation plan for the design provided, see paragraph 3.1.2. This plan must take into consideration a time-phased approach and minimization of down-time for the facility. The contractor shall provide a multiple year implementation schedule
(Gantt chart) and documentation in a narrative to support the details of the implementation plan. (CDRL: A131)
3.1.4 BUDGET/ESTIMATE: The contractor shall provide a time phased estimated budget based on the
Implementation Plan, see paragraph 3.1.3. This budget shall provide detail to allow flexibility to move tasks forward or back in time depending on funding for a particular year. (CDRL: A071)
3.1.5 WORK RESTRICTIONS: As a Department of Defense (DoD) facility, all contractor personnel on-site must be US citizens. The DMEA facility is access controlled and all personnel are required to have a background check in advance of working at the site. The contractor shall, at least two weeks prior to contract start, submit the names for all personnel expected to work on this project and have each individual come in for fingerprinting, and pass a background check prior to the work start date. The on-site contractor personnel will be issued a badge each day while on site and shall return their badge to DMEA security personnel at the end of the day or when leaving the site.
Any contractor personnel showing up at DMEA without a pre-arranged badge request and background check shall not be allowed to access the DMEA facility. All contractor personnel are subject to security screening upon entry to the DMEA complex and vehicles/materials subject to search.
All on-site work under this PWS shall be coordinated with the DMEA Contracting Officer Representative (COR).
The contractor shall coordinate any power interruptions to the DMEA COR at least fourteen (14) days in advance of the shutdown.
3.1.6 QUALIFICATIONS: The contractor shall conduct the study under the supervision and approval of a
Registered Professional Electrical Engineer skilled in the performing and interpreting power system studies. The contractor shall provide a valid Professional Engineer’s (PE) seal on all drawings. Any personnel working on the electrical system, even for monitoring purposes, must be from a firm with a valid C10 “Electrical Contractor” license from the State of California Contractors State License Board.
3.1.7 SAFETY: The Contractor shall follow NFPA 70/70E and provide all safety equipment and methods required to work safely with the electrical system.
3.1.8 SUSTAINABILITY: All engineering services required for this scope shall be performed by licensed engineers registered in the State of California. Engineering services shall specify, in the renovation design specifications, use of the maximum practicable amount of recovered materials consistent with the performance requirements, availability, price reasonableness, and cost-effectiveness and consider energy conservation, pollution prevention, and waste reduction to the maximum extent practicable in developing the electrical design specifications.
