1) Do you have a one‐line drawing of the system you can provide us?
A: Due to security concerns, we cannot release any drawings until award of the contract.
2) Do you have an approximate system loading, current facility KVA?
A: Two utility 1500 kVA transformers feed two 2000A double‐ended breakers with a tiebreaker in‐ between the two feeds.
3) Are the systems under this study limited to a single DMEA building or are there other sites and building to be included?
A: This specific project is limited to a single building.
4) Do you have an idea of the size of this project in Engineering Fee and funds available for improvements?
A: Yes, a budgetary figure has been considered as part of a Capital Improvement Plan. However, the detailed costs associated with this project should part of the deliverables submitted in the
Final Report.
5) Do you have a preferred electrical contractor knowledgeable of the systems that could support us for meter installation and data collection? If so, please provide their contact information?
A: Yes, this information will be provided upon award, as to not overburden the contractor during the RFP process.
6) Is the pre‐proposal conference mandatory?
A: The conference is not mandatory, but is highly encouraged to ensure that a greater sense of the scope of the task is gained.
7) In regards to the DMEA Electrical Study opportunity – is the final submission due on 8 August 2018 at 9:30 AM PST, or “not later than 4:00 PM” PST on 8 August 2018?
A: The response date for submission of SF330 Parts I and II and technical volumes 1 and 2 is 8
August 2018 at 0930 AM (Pacific)
8) Are the requested “Technical Approach” and “Past Performance” sections to be included within the SF330 (If yes, Part I or Part II?), or should they be included as attachments following the SF330 Part II?
A: They should be included as attachments to the SF330.
9) Do the “Technical Approach” and “Past Performance” contribute to the overall 10 page max limit?
A: No they do not.
10) Is this a small business set aside?
A: This is set‐aside 100% for small businesses
11) Please provide clarification for the NAICS size standard indicated on the Synopsis/Solicitation?
A: The $15Mil dollars indicated denotes the average max revenue over the previous three years for a business to remain a small business under the listed NAICS.
12) What items are due at the time of bid submittal?
A: The SF330 parts 1 and 2, and the technical volume 1 and budget/price estimate volume 2.
13) How should bids be submitted?
A: Bids should be submitted via electronic mail in PDF or Microsoft Word format
14) Will a breakdown be given for weighting of the evaluation factors?
A: You will not receive a breakdown, you are being evaluated as indicated in the solicitation;
technical is more important than price.
15) Will the testing requirements be defined?
A: No, however testing requirement/methods should be discussed in the technical narrative.
16) Will the company that is awarded the study be excluded from the design bid?
A: No
17) Will alternative forms of energy supply be entertained?
A: Yes, they will be considered, however be advised that many state and local rebate programs are not available to the federal government.
18) Is the intention of this solicitation to have the whole facility on a robust electrical system?
A: Yes, the entire facility is considered critical.
19) Has a short circuit or other study been conducted recently?
A: No
20) What is the size of the current generator and type of fuel used for the generator?
A: There is a single 1250 kVA (1MW) natural gas generator
21) Has preventative maintenance been performed on the system?
A: Only annual IR scanning of the panels have been performed.
22) Are there multiple electrical contractors that will be referenced at the time of award?
A: More than one electrical contractor will be provided upon award of the contract.
23) Will we be required to utilize the recommend/current contractors?
A: You are not required to use the recommended contractors. However, all contractors must possess proper licensing and insurance to perform such work.
24) Who will issue the work permits for hot work?
A: DMEA has our own Hot Work Permit process, but most electrical contractors DMEA works with provide their own and we approve the process prior to the start of work.
25) Is there a preference for a specific number of days for load monitoring?
A: There is a preference, but that topic should be discussed in the technical narrative and why the length that length of time was chosen.
26) Will access be provided to the building profile from SMUD?
A: Currently, DMEA does not have access to much data besides meter reading and usage. There is no modeling data available, but DMEA is willing to obtain this information if it is available through
SMUD.
27) Is DMEA aware of any future improvements to be made by SMUD?
A: DMEA is aware of some smaller improvements SMUD has planned for the area, but most at long‐range plans are subject to funding. We can enter a discussion with SMUD upon award, if specific details are required for the study.
28) Does DMEA consider the access control system a critical system?
A: Yes, access control is considered a critical system.
29) Are the ARMS rooms similar to an Intel Plant?
A: Yes, the both facilities produce integrated circuits, but DMEA is a much smaller R&D sized clean room.
30) Please describe what site access will be like after award?
A: Once the background checks are complete and the contractor has been vetted, they will be given unescorted access to the entire electrical system. Should access be needed to a panel in a classified/restricted area, the contractor will be escorted in those areas.
31) How long is the daily screening process?
A: I would estimate 15 minutes for personnel screening and another 15 minutes for vehicle screening. Vehicles will not be allowed on‐site for convenience, only for material deliveries and work trucks where tools are needed. Parking is available in other off‐site lots.
32) Will a space be provided to store equipment in the facility?
A: Yes, this will need to be clarified, but at least the size of a “Knaack” Box will be allowed.

A: Yes, the last revision of the single line included all panels.
35) How many panels serve the lab area and clean rooms?
A: Approximately 39
36) How many of those panels are supported by the one UPS?
A: Approximately 32
37) How many panels support the offices and lighting?
A: Approximately 14
38) What is the source of power for the motor starters in the motor control center? How much of this equipment should be on emergency power including HVAC for laboratories, lobby, corridors, and cleanrooms?
A: 480V from the main distribution panel. All equipment should be on emergency power.
