PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT (PWS)
DMEA 16-6B9
24 February 2016
1.0 SCOPE:
1.1 TITLE: High Security Revolving Door Replacements and Room 115 Entrance
1.2 APPLICABILITY: DMEA Revolving Doors and Room 115 Door, Components, and Controls
1.3 BACKGROUND: The Defense Microelectronics Activity (DMEA) is a Department of Defense Laboratory located at McClellan, California. High Security revolving doors are used for access control to the DMEA facilities.
a. Building 1: In 2001 two SafeSec S2000 Series high security, four wings, revolving doors were installed in the DMEA Building 1 lobby. SafeSec went through several sales and eventually the technology became part of Boom Edam. Boon Edam developed a retrofit of the SafeSec doors and this retrofit was completed on the two doors in 2010 by the local Boon Edam Distributer. Building 2 has two Boon Edam Tourlock 180+90 high security revolving doors installed in 2013.
b. Controls: All four DMEA revolving doors use the DMEA access control system for card read entry/exit and have manual control panels in each of the buildings’ security centers for authorized manual operation from two separate physical locations.
1.4 PURPOSE: The purpose of this PWS is to replace both of the existing, high security, powered revolving doors in the DMEA Main Lobby and reconfigure the double door entrance in Room 115 to a single door entrance. The outer security door must be replaced first and fully operational prior to beginning work on the inner lobby high security revolving door. When the outer door is operational, the inner door can be replaced. The existing access control system and the multiple remote operation control capabilities of the doors must be maintained.

The Contractor must securely install the new doors within the existing framed openings. The contractor must include any additional bronze anodized aluminum framing members or canopies, so the doors can be moved forward as necessary to fit within the existing openings. The contractor is responsible for the field measurement(s) of the openings and any modification(s) of the doors. The door finishes must match the existing lobby and window frames for both lobby high security revolving doors. Finish on remaining door to Room 115 will remain as is; if any damage is incurred to the door; contractor will be responsible to repair finish match exactly.
The contractor must remove the double door entrance into Room 115 and re-install a single door entrance using one of the existing doors. The new single door entrance must have access control and a powered assist technology device to aid in the opening and closing of the door. d. Provide conduit, box and wire for a wall mounted telephone. The wall mounted phone will be provided by DMEA.
e. Reposition Exit sign to the middle of the new door way.
3.2.8 Aesthetics: The Contractor must accomplish the work so that the installations look original, i.e. no gaps in the housing, finishes match, etc. Should the floor tiles need to be replaced due to the demolition of the existing doors, and repairs are not possible, the Government may elect to supply replacement tile and grout for the contractor to properly install and finish.

The contractor shall not block entry or exit to and from the DMEA lobby during installation.
3.2.16 Security: The Contractor shall leave the door/door opening secure at the end of their workday. This can be accomplished with contractor provided and installed ¾” plywood and carriage bolts that cannot be unscrewed from the outside or similar.
EVALUATION CRITERIA
EVALUATION
The Contracting Officer will award a firm fixed-price contract to the responsible Offeror who has been determined to conform to the solicitation, is fair and reasonable, and offers the best overall value to the Government, considering all non-price factors described herein, and price.
All evaluation factors other than price, when combined, are significantly more important than price. The Government is concerned with striking the most advantageous balance between technical merit (“quality”) and cost to the Government (i.e., the price). The degree of importance of price could become greater depending upon the equality of the technical proposals. If competing technical proposals are determined to be essentially equal, price could become the controlling factor.
Evaluation of offers will be conducted in accordance with FAR Part 15, Contracting by Negotiation.
The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, technical and other factors considered.
Any change to the subcontractor performing the certification required “door installation” from your proposal/award will not be allowed post award.
The following factors shall be used to evaluate offers:
Factor 1: RFP Requirements Subfactor 1: SF 1449, Solicitation / Contract
Factor 2: Certification/Citizenship Requirements (Pass/Fail) Subfactor 1: California Class B Contractor License Subfactor 2: California State Contractors License Board C-28 Subfactor 3: US Citizenship
Factor 3: Technical Capability
Subfactor 1: Proposed revolving door’s ability to meet the requirements of the PWS Subfactor 2: Narrative outlining the project plan of work Subfactor 3: Narrative outlining safety plan and plan for securing the space during construction Subfactor 4: Past Performance
Factor 4: Price Subfactor 1: Breakdown of labor, materials, overhead, insurance, and profit
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
EVALUATION CRITERIA
The Government intends to make award without discussions. Proposals should be submitted initially on the most accurate and favorable terms from a price and technical standpoint. Offerors should not assume they will be contacted or afforded an opportunity to clarify, discuss, or revise their proposals.
The evaluation process will be conducted as follows:
FACTOR 1: RFP REQUIREMENTS
Factor 1, Subfactor 1: SF 1449, Solicitation / Contract
The Government will review all proposals submitted to ensure Offerors have completed and signed the SF 1449, Solicitation / Contract, including solicitation Page 1 and Representations and Certifications.
RFP Requirements will be reviewed and evaluated based on the DoD Source Selection Procedures.
FACTOR 2: CERTIFICATION/CITIZENSHIP REQUIREMENTS (PASS/FAIL)
Factor 2, Subfactor 1: California Class B Contractor License, in accordance with (IAW) paragraph 3.2.11 of the performance work statement (PWS), the contractor will be required to provide proof of possessing a current and valid California State Contractors License Board Class B - “General Building Contractor” license.
Factor 2, Subfactor 2: California State Contractors License Board C-28, IAW paragraph 3.2.11 of the PWS, the revolving door installer’s firm (Subcontractor) will be required to provide proof of possessing a current and valid California State Contractors License Board C-28.
Factor 2, Subfactor 3: US Citizenship: In order to work at DMEA campus, all workers must be United States Citizens and pass a background check. The DMEA security team will require proof of citizenship via a United States Passport (Expired OK), Notarized Copy of a Birth Certificate, or a Certificate of Naturalization.
FACTOR 3: TECHNICAL FACTORS
Technical subfactors will be evaluated by how well the proposal meets the Government requirement and what level of quality is evaluated by the Offeror’s proposal and technical approach.
Technical Subfactors 1 – 3 will be evaluated based on the DoD Source Selection Procedures standards for combined technical acceptability and risk ratings, as follows:
Color Rating Description
Blue Outstanding Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Purple Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
Green Acceptable
Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
Yellow Marginal
Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
Red Unacceptable Proposal does not meet requirements and contains one or more deficiencies. Proposal is unawardable.
All technical subfactors will be evaluated in order of Subfactor, per the criteria identified below.
Factor 3, Subfactor 1: Proposed revolving door’s ability to meet the requirements of the PWS
Should the contractor quote the brand name revolving door, this shall be deemed technically outstanding. If an “or equal” revolving door is proposed, manufacturer specifications will be required in order to evaluate the technical capabilities against the performance requirements and salient characteristics outlined in the paragraph(s) 3.2.1 to
3.2.5 of the PWS.
Proposals that are Unacceptable for Subfactor 1 will be determined technically unacceptable for award and will not be further considered or evaluated.
Factor 3, Subfactor 2: Narrative outlining the project plan of work
The narrative should include a detailed work plan on work to be accomplished, including mobilization of resource(s), alteration(s), repair(s), installation(s), modification(s) and demobilization/clean-up of construction and staging areas. Narrative should also include a project timeline including milestones for project completion for both the high security revolving doors and the entrance door to Room 115 per the PWS.
Factor 3, Subfactor 3: Narrative outlining safety plan and plan for securing the space during construction
The area in which the offeror will be performing the required task is in a high traffic location on DMEA campus.
The safety portion of this narrative will be evaluted based on the requirements outlined in paragraph 3.2.15 to 3.2.16 of the PWS.
Factor 3, Subfactor 4: Past Performance
Past Performance will consider both Relevancy of the projects provided and a Confidence Assessment. the level of Confidence. The past performance evaluation factor assesses the degree of confidence the Government has in an offeror’s ability to supply products and services that meet the Govenrment’s requirements, based on a demonstrated record of performance.
The Government will evaluate the past performance information provided by the offeror to assess the level of performance confidence assessment associated with the offeror’s probability of success in performing the requirements stated in the solicitation. The currency and relevance of the information (as determined by the Government), the source of the information, context of the data, and general trends in the contractor’s performance may be considered.
The past performance evaluation results in an assessment of the offeror’s probability of meeting the solicitation requirements. The past performance evaluation considers each offeror's demonstrated recent and relevant record of performance in supplying products and services that meet the contract’s requirements. The more similarities an example project has with the prospective contract, the greater the degree of relevancy. Evaluation will include Schedule/Timeliness of Performance, Customer Satisfaction, Management/Personnel/Labor, Cost/Financial Management and Safety/Security.
In the case of an offeror without a record of recent, relevant past performance (and for which there is also no recent, relevant past performance information for its predecessor companies), or for whom information on past performance is not available or cannot be verified, the offeror will not be evaluated favorably or unfavorably on past performance. For the purpose of this procurement, an “Unknown Confidence” rating is considered to be a neutral rating that is neither favorable nor unfavorable. Notwithstanding the above, the Government is not precluded from making award to a higher-priced offeror with a favorable past performance record over a lower-priced offeror with a neutral past performance rating.
The Government will also consider past performance information obtained from other than the sources provided, such as, but not limited to, the Past Performance Information Retrieval System (PPIRS), the Federal Awardee Performance & Integrity Information System (FAPIIS), the Contractor Performance Assessment Rating System (CPARS), and/or other DOD contracts available in the Electronic Document Access (EDA) Library.
Projects completed from the beginning of 2011 will be determined recent.
Past Performance will be reviewed and evaluated based on the DoD Source Selection Procedure ratings, as follows:
Past Performance Relevancy Ratings
Rating Definition
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
Performance Confidence Assessments
Rating Description
Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Unknown Confidence (Neutral) No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
FACTOR 4: PRICE
Before making award, the Contracting Officer (CO) must determine that the Offeror’s prices are fair and reasonable.
It is anticipated that adequate price competition will support a determination that prices are fair and reasonable, however Offerors are required to submit a complete breakdown of labor, materials, profit, overhead, etc for the CO to adequately determine price reasonableness.
Evaluation of Price includes consideration of whether the Offeror’s prices are complete, reasonable, and realistic, defined as follows:
Completeness – The Government will evaluate the thoroughness of the proposed pricing to determine that all price data have been submitted in compliance with the solicitation and PWS. Pricing data provided should be consistent with the elements of the Offeror’s technical proposal. The Offeror must provide all price data that is necessary to support the offer.
Reasonableness – The Government will evaluate the proposed pricing to determine whether the Offeror’s estimated price is reasonable to the scope of the solicitation and PWS. The Offeror will be evaluated on the reasonableness of all proposed prices for labor, materials, profit, etc.
Realism – The Government will evaluate the compatibility of the proposed pricing with the Offeror’s technical approach to ensure that pricing is realistic to the scope of the requirement. The Government will assess each proposal to ensure that appropriate labor categories and overhead costs are proposed to ensure the Offeror can successfully perform all contractual requirements. An Offeror who submits unrealistically low pricing may be excluded from award as this indicates that the Offeror does not understand the requirement or that the Offeror has purposefully submitted an unrealistically low proposal to “buy in” to the contract.

52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (JULY 2013)
(a) Definitions. As used in this clause--
Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.
Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.
(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:
(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.
(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.
(3) For long-term contracts--
(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and
(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.
(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code assigned to this contract. The small business size standard corresponding to this NAICS code can be found at http://www.sba.gov/content/table-small-business-size-standards.
(d) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.
(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the representation required by paragraph (b) of this clause by validating or updating all its representations in the Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status. The Contractor shall notify the contracting office in writing within the timeframes specified in paragraph (b) of this clause that the data have been validated or updated, and provide the date of the validation or update.
(f) If the Contractor represented that it was other than a small business concern prior to award of this contract, the Contractor may, but is not required to, take the actions required by paragraphs (e) or (g) of this clause.
(g) If the Contractor does not have representations and certifications in SAM, or does not have a representation in SAM for the NAICS code applicable to this contract, the Contractor is required to complete the following rerepresentation and submit it to the contracting office, along with the contract number and the date on which the rerepresentation was completed:
The Contractor represents that it ( ) is, ( ) is not a small business concern under NAICS Code - assigned to contract number .
