COST
The Government shall not be obligated to reimburse the contractor for costs in excess of the current allotment, nor will the contractor be obligated to continue performance and incur costs in excess of the amount allotted.
The contractor shall be reimbursed for actual allowable, allocable, and reasonable travel costs incurred during performance of this effort in accordance with the Federal Travel Regulations currently in effective on the date of travel
The Contractor should obtain the COTR’s written approval prior to making travel arrangements. The Government is not liable for any travel arrangements made on the Governments behalf in advance of COTR approval. All travel expenses must be in accordance with FAR 31.205-46 Travel Costs.

1.0 Background
The mission of the Joint Improvised Explosive Device Defeat Organization (JIEDDO) is to lead DoD actions to rapidly provide counter-Improvised Explosive Device capabilities in support of the Combatant Commanders and to enable the defeat of the IED as a weapon of strategic influence. JIEDDO approaches this message via three lines of operation. Attack the Network line of operation enables offensive operations against complex networks of financiers, IED makers, trainers and their supporting infrastructure by providing intelligence surveillance, reconnaissance, information operations, counter-bomber targeting, biometrics and weapons technical intelligence capabilities. Defeat the Device line of operation enhances freedom of maneuver and safe operations for coalition forces: Detection systems seek to identify IEDs and/or the people operating them before they detonate; Neutralize systems use technological solutions to deny the enemy the ability to trigger IEDs; Mitigate systems seek to minimize effects of IED blasts on people, equipment and facilities by pre-detonation and providing standoff distances. Train the Force line of operation is responsible for development of training capabilities that enable the services' and combatant commanders' mission of preparing U.S.
forces to defeat this threat.
The JIEDDO counters the threat imposed by improvised explosive devices by rapidly acquiring and providing counter-IED equipment, technologies, and systems to the warfighter. JIEDDO develops and delivers counter-IED capabilities within three-to-24 months through the three lines of operation. This results in the need to perform nearly continuous developmental test and evaluation over the life of proposed material solutions. The Developmental Evaluation Division (DED) is responsible for all aspects of the developmental test and evaluation of all JIEDDO material solutions. Evaluation authority was established through 2000.19E to coordinate and synchronize all Joint IED Defeat Developmental Test and Evaluation (DT&E) events within the DoD and assist the Military Departments to maximize utility and decrease redundancy in testing of Joint IED Defeat initiatives. DED owns the DT&E mission for JIEDDO. JIEDDO DED enables the execution of Joint IED Capability Approval and Acquisition Management Process (JCAAMP) so that JIEDDO can rapidly acquire counter-IED capabilities in support of combatant commanders within acceptable parameters of Schedule, Performance, and Cost. JIEDDO DED coordinates and synchronizes all Developmental Test & Evaluation (DT&E) activities and resources to ensure all Counter-IED (C-IED) equipment and systems are sufficiently tested and evaluated; aiding informed decision-making by the Government in fielding the equipment to the warfighter in Overseas Contingency Operations (OCO). JIEDDO DED manages all test support for JIEDDO's counter-IED programs and initiatives.
2.0 SCOPE & OBJECTIVES
To obtain support services in planning, coordinating, preparing, managing, executing, and reporting for the following areas: Program Manager, Theater & Coalition Test Support, Continuous Evaluation Support, Integrated Product Team (IPT), Test Protocol, Threat Device
Support, Computer Scientist for Knowledge Integration and JIEDDO DED Portals; Electronic Attack Clearance Modeling Support; and Technical Writer for DED DT&E support.
3.0 TASKS & DELIVERABLES
Key goals for the JIEDDO DED is as follows:
• Aid the Government in informed decision making on Whether or not to deploy C-IED systems to the battlefield
• Provide information to the warfighter about the characteristics and functionality of the deployed systems, and maximizing their utility
• Decrease redundancy in testing of C-IED initiatives throughout the Department of Defense.
3.1 PROGRAM MANAGER (Perf. Objective #1)
The contractor shall provide the following services: track all JIEDDO DT&E funded activities;
ensure that DT&E cost estimates are reviewed for sufficiency in accordance with sound cost analysis principles and practices and provide recommendations; ensure that DT&E events are subject to sound systems engineering principles and the approved DT&E protocols and policies;
coordinate with appropriate service Operational Test Authorities (OTA). Contractor shall follow JIEDDO’s prescribed processes and inform JIEDDO DT&E leadership of unresolved testing issues; document and track JIEDDO DT&E tasks from initiation to data report delivery and ensure that historical information is maintained. Contractor shall support data entry into various management information systems; prepare documents and briefs for senior leadership.
Contractor shall prepare draft responses or rebuttals as required in support of government principals; review and coordinate staffing packages, acquisition strategies, annual reports, Initiative Decision Memorandums (IDMs), and other acquisition-related documents with United States Government (USG) oversight.
3.2 THEATER AND COALITION TEST SUPPORT/ Engineer or Physicist (Perf.
Objective #2) The Contractor shall provide results for activities associated with the JIEDDO DED Request For Information (RFI) tool, obtain information on all JIEDDO-related C-IED test activities; compile key findings and lessons-learned on all JIEDDO-related Coalition and Theater Support C-IED test activities; support the system test programs; prepare of test schedule based on JIEDDO and theater priorities; determine that tests are conducted in accordance with (IAW) JIEDDO DED test protocols; ensure test results are disseminated to theater, and coordinate the release of documents, test data, and relevant information to coalition countries; support for Test Organization/Coalition Tests;
3.3 JIEDDO CONTINUOUS EVALUATION SUPPORT/ Engineer or Physicist (Perf.
Objective #3)
The Contractor will assist the government in overseeing the continuous evaluation of JIEDDO initiatives by providing early and continuing assessments of system performance and potential.
The contractor shall produce technical analyses of JIEDDO initiative assessments; develop, write and oversee the execution of JIEDDO Initiative Evaluation Plans (IEP’s) and other JIEDDO initiative evaluation analytic documentation
3.4 INTEGRATED PRODUCT TEAM (IPT) DT&E SUPPORT/ (SME) (Perf.
Objective #4) The Contractor will obtain information on all C-IED testing by JIEDDO, the military departments, private industry, academia, and other government organizations; compile key findings and lessons-learned; support the air-to-ground, Counter RCIED Electronic Warfare Systems (CREW) and other working groups; determine that tests are conducted IAW JIEDDO DED test protocols and post tests to the JIEDDO DED website; coordinate the release of documents, test data, and relevant information to coalition countries. Contractor must maintain liaison with United States Army DT&E counterparts (e.g. AST Chairs) and other service counterparts, as directed. Contractor must inform JIEDDO DT&E leadership of any unresolved test plan issues. The contractor shall review, evaluate, and remediate initiatives through cost, performance, and schedule evaluation and mitigation strategy development.
3.5 TEST PROTOCOL SUPPORT/ Engineer or Physicist (Perf. Objective #5) Contractor shall assemble appropriate stakeholders for the Protocol development process;
prepare initial first draft protocol document; update existing draft and approved protocols and coordinate with the appropriate service OTAs. Post draft and the approved documents to the JIEDDO DED website; maintain a prioritized JIEDDO DED protocol management plan and schedule. Contractor shall plan a protocol working group and assist with implementation of protocol processes into JIEDDO test plans; and develop a delivery schedule for new protocols update cycle for approved protocols.
3.6 THREAT DEVICE SUPPORT/SME (Perf. Objective #6)
Contractor shall support the planning of standardization of threat devices and validation of threat device production facilities. Contractor shall coordinate the design and construction of new threat devices, and administer on test ranges.
3.7 COMPUTER SCIENTIST FOR KNOWLEDGE INTEGRATION (Perf. Objective
#7) Contractor shall prepare preliminary documents that reflect C-IED data and information confirming validity, authenticity, credibility, and veracity. Contractor shall collect, consolidate, organize, index, and manage C-IED data, reports, and information from across DOD, Military Departments, other U.S. government agencies, non-governmental organizations, private industry, and foreign governments. The contractor shall maintain the currency of data and information throughout the performance period. Contractor shall provide for the dissemination of C-IED information and operationally-relevant data and C-IED knowledge by means of the Worldwide Web via the JIEDDO DED Portals to the warfighter, acquisition community, decision makers, and others identified by the Government requiring C-IED information. The contractor shall be responsibility for maintaining, updating and daily management of the JIEDDO DED database, and creating, maintaining, and managing the Threat Device database.
3.8 COMPUTER SCIENTIST FOR JIEDDO DED PORTALS (Perf. Objective #8) Contractor shall provide code development as needed to support the JIEDDO DED C-IED database and data products. Contractor shall advise Government on pros and cons of proposed code development, modifications, or changes for Government review and approval prior to implementation and execution. Tracing database elements to range data sets. Tracking resolution of issues with C-IED systems deployed in theater. Support DED Portal meetings.
3.9 JIEDDO DED DT&E TECHNICAL WRITING SUPPORT (Perf. Objective #9) The Contractor shall support, as directed, in JIEDDO DED Working Groups, the JIEDDO DED monthly meeting, quarterly senior leader review, training events, and related events. The contractor shall: Collect data to be presented, prepare and distribute related announcements and read-ahead packages. Prepare draft and final document addressing agenda/minutes/data collected. Document and monitor action items assisting the Government in resolving action items Post documents and updates to the JIEDDO DED website. Track and manage action items that require follow-up action and assist in preparing proposed responses. Assist the Government in scheduling and coordinating these events.
3.10 ADMINISTRATIVE SUPPORT (Perf Objective #10)
Functional Responsibility: The Contractor shall be responsible for clerical, administrative, logistical, and operational support functions to include correspondence, document and briefing preparation, editing and finalization, document routing and coordination, telephonic inquiries, meeting preparation, execution, attendance, facilitates, and meeting minutes. Responsible for the following: reproduction services; travel planning; coordinating shipping and mailing; and other routine activities occurring daily or periodically in the normal course of operation. The Contractor shall be required to provide support for the essential administrative and operational tasks of each area. Prepare, maintain and coordinate briefings for leadership.
3.11 KNOWLEDGE MIGRATION (Perf. Objective #11)
The contractor shall migrate the existing databases to the DoD Information Enterprise Technology architecture. The contractor shall provide a plan to migrate the current capability to a SharePoint application. This task will be performed on the Advanced Technology Application Center (ATAC) network within the JIEDDO classified networks. Program management will include Preliminary Design Reviews and Critical Design Reviews.
3.12 ELECTRONIC ATTACK CLEARANCE MODELING SUPPORT (Perf. Objective #12) Contractor shall provide engineering support to the Federal Aviation Administration (FAA) Technical Center whose task is to support the continued testing and electromagnetic compatibility of Counter Remote Control Improvised Explosive Device Electronic Warfare (CREW) systems vs. FAA commercial airborne receivers and ground-based facilities. Contractor will facilitate the integration of new/modified interference threshold criteria into Builder's FAA Wizard while working in close conjunction with the Naval Research Laboratory.
Directly supports the Lead Spectrum Protection/Coordination Manager for CREW and EW in the FAA’s Office of Spectrum Engineering Services. Contractor shall conduct in-depth engineering analysis of DoD CREW requests using a variety of modeling and simulation tools; perform interagency coordination of CREW requests and information gathering with a variety of DoD entities; develop concurrence documents demonstrating the results of CREW analyses and transmits the documents to the appropriate Military Spectrum Office. Contractor will prepare and review briefings, papers, and other administrative duties as necessary to accomplish required duties in support of the DoD.
3.13 TRANSITION IN
The Contractor is responsible for performing all tasks necessary to ensure personnel detailed in paragraph 4.1 report to JIEDDO no later than 30 days from the date of the award, in order to begin the transition process with the incumbent. The Contractor shall provide the Contracting Officer and Contracting Officer Representative (COR) a weekly report by email that outlines the steps taken in the previous week to ensure that the Contractor is on track to have all personnel hired no later than 30 days after award. The report shall identify any issues that may prevent the Contractor from meeting its obligations to perform the tasks outlined in the PWS
4.0 ESTIMATED EFFORT
4.1 Labor Hours/Categories:
This section specifies the labor categories and effort that are estimated for performance of these tasks and the required security clearance level. Below are the labor categories and estimated workload as proposed by JIEDDO and the required clearance level.
The contractor must certify that all personnel meet or exceed the qualifications of the labor category assigned.
Note: The incremental reduction in full-time equivalents per quarter and surge option in the base year as well as the surge option in Option Year One and Two.

NOTE: As stated above, this information is a government estimate as to what is required for successful performance of the contract. The actual amount of hours and labor categories may change based upon numerous factors, such as the approach proposed by the contractor. The government reserves the right not to fill the surge positions all at once. In addition, if the surge positions are filled to capacity, the government may decrease the surge positions according to the governments’ requirements.

4.2.2 Theater and Coalition Support/ Engineer or Physicist

4.2.3 JIEDDO Continuous Evaluation Support/ Engineer or Physicist Education/Experience: Position requires a Doctoral Degree from an accredited college or university in Science or Engineering. Acceptable Engineering disciplines include Aerospace, Chemical, Electrical, Materials, Mechanical and Systems. Acceptable Science disciplines include Chemistry, Materials, Mathematics and Physics. Doctoral Degrees in other disciplines may be considered in concert with exceptional general experience.

4.3 Key Personnel
All persons proposed in the proposal must be the persons intended to perform the services.
Submitted resumes should clearly show that the persons meet the required experience as identified by the Task Order. Personnel for the below labor categories are considered key personnel: One (1) Project Manager; One (1) Theater and Coalition Support/ Engineer or Physicist; One (1) Continuous Evaluation Support/ Engineer or Physicist; One (1) Threat Device Support/SME; Two (2) Integrated Product Team – DT&E Support/SME
4.4 Substitution of Key Personnel
The Contractor shall not substitute key personnel without written consent from the Contracting Officer. Requests for key personnel substitutions, regardless of the circumstances, shall be submitted via written notice and within 30 calendar days to the Contracting Officer. The notice shall provide a detailed explanation of the circumstances necessitating the proposed substitution, a complete resume for the proposed substitute, and any other information requested by the Contracting Officer to support the approval or disapproval of the proposed substitution. The Contracting Officer will evaluate requests for substitution of key personnel and promptly notify the Contractor of approval or disapproval.
5.0 DELIVERABLES
5.1 Monthly Status Report (Deliverable #1)
The contractor shall present a monthly In Progress Review (IPR) to Evaluation Branch and COR. IPRs shall describe the progress the contractor is making toward the desired outcomes, resource status and projections, preliminary results and recommendations, and problems encountered or anticipated throughout the period of performance. Additionally, deliver a monthly Personnel Support Report that describes the resources used (labor, travel and materials) during the reporting period
5.2 Kickoff Meeting
Within five working days after contract award, the contractor shall organize a kickoff meeting to discuss the details of the DT&E projects with the Government, including expectations, schedule, deliverables, and any additional assistance needed from the Government. The following topics shall be addressed as needed:
• Introduction of task order team members and capabilities
• Points of contact
• Other logistics issues
5.3 Project Management Plan (PMP)
Within ten working days of the Kickoff Meeting, the Contractor shall deliver a written PMP that is based on the contractor’s proposal and updated from discussions from the Kickoff meeting.
The PMP will become the working technical document for guiding the project. The following topics shall be addressed as needed:
• Introduction of task order team members and capabilities
• Schedule for executing primary PWS tasks
• Points of contact
• Other logistics issues
5.4 Technical Reports and Briefings
Four named reports shall be prepared and delivered as described below. Named reports shall include draft versions for Government review and comment, updated versions that incorporate Government comments, and final reports. Reports may be written narratives or briefings in contractor format as agreed to by the Evaluation Branch Chief and COR.
• Initiative Evaluation Plan – This report shall document the evaluation strategy and plan for each initiative. The report shall include, but not be limited to, a complete data source matrix and requirements traceability matrix, measures of performance and effectiveness, schedules and test plans. Allow 15 business days for Government review. Provide update 5 business days after receipt of Government comments. This report is a living document, and will be updated as necessary.
• Requirements Traceability Matrix – This report shall document the test events which will provide the data to evaluate the initiative measures. Allow 5 business days for Government review. Provide update NLT 5 business days after receipt of Government comments. This report is a living document, and will be updated as necessary.
• C-IED Test Schedule – This report shall document all ongoing and future C-IED tests.
The report shall be current to within a week and available to non-JIEDDO partners via
SIPRNET.
• Ad Hoc Reports – The Government may request ad hoc reports and briefings concerning specific topics or events. Allow 5 business days for Government review.
Provide update NLT 5 business days after receipt of Government comments.
All deliverables shall be maintained by the contractor, during the contract period of performance.
Under the authority of JIEDDO, with the approval of the COR, each technical report shall have a distribution statement that must be satisfied. The COR and other relevant JIEDDO designated personnel will review the technical report and apply the appropriate security markings designated in accordance with DoD Security Guidelines. An electronic copy of each deliverable shall be submitted to the COR in Microsoft Office 2007 or later version or other format approved by the
COR.
5.4.1 The Contractor’s performance requirements are summarized into performance objectives delineated in Section 3, Specific Tasks of the PWS and the Performance Requirements Summary in Attachment 2. The performance threshold briefly describes the minimum acceptable levels of performance required for each performance objective.
These thresholds are critical to mission success.
5.4.2 Monthly Invoice Report: As support for the invoice, the Contractor shall also submit to the COR a spreadsheet that shows the hours worked by Contractor employees, identifying the name of each employee charged to the contract, the task(s) performed, and the hours performed on each task(s). Contractor’s format is acceptable as long as all required information is provided.
6.0 PERFORMANCE
6.1 Type of Contract
The Government anticipates award of a Time and Material Contract
6.2 Period of Performance
The period of performance (PoP) shall be for a base period of 1 year plus two 12-month options estimated as follows (actual dates will depend on contract award):
• Base Period: December, 2013 – December, 2014
• Option Year 1: December, 2014 – December, 2015
• Option Year 2: December, 2015 – December, 2016
6.3 Place of Performance
CONUS: The primary place of performance is on-site at JIEDDO facilities in Arlington, VA and contractor facilities. Performance may be required at other locations throughout the National Capital Region. The place of performance throughout the duration of the task order may change due to space utilization requirements, but will remain primarily in the National Capital Region (NCR). OCONUS: Contractor personnel may be required to travel outside the United States
6.4 Time of Performance
Normal duty hours are between 0700 and 1800. Work schedules shall be staggered to provide appropriate coverage during normal duty hours. For unusual events requiring support outside of this timeframe, the Government will notify the Contractor as far in advance as possible of extended requirements.
6.5 Government Holidays
JIEDDO observes the ten official federal holidays. Authorized paid holidays for contractor personnel performing work at a Government site shall correspond with Government holidays.
The ten holidays are:

6.6 Recall Process and Contingency Procedures
The Contractor is required to have a process where upon notification by the Government point of contact (POC) to the Contractor's onsite Program Manager (PM) (or contractor designee) the contractor will contact all contractor employees and verify back to the Government POC all employees were contacted and could be reached in case of an emergency. Verification that the process is in place and the contractor can execute in case of an emergency is not separately chargeable as a contract expense.
6.7 Essential Positions and Contingency Operations.
Positions identified in the contract as essential position subject to recall may be recalled outside of standard working hours or in contingency operations following the procedures in below.
Contractor employees may be required to work at government locations, home, another approved facility within the local travel area, or at the contractor's facility in cases of unforeseen conditions or contingencies (e.g., pandemic conditions, exercises, natural or man-made disasters, etc.). Any equipment such as laptops or phones provided to Contractor personnel shall be returned at the termination of the engagement or at another time mutually agreeable to both parties. COR/Task Monitor (TM) approval is required for alternate work sites during a contingency operation. To the extent possible, the contractor shall use best efforts to provide the same level of support as stated in the PWS. In the event services are impacted, reduced, compromised, etc., the Contracting Officer or the contractor may request an equitable adjustment. All services provided under this clause will be separately identified in monthly reports and invoices as services provided in accordance with this clause.
