Questions and Government Responses

Question 1 In accordance with clause 52.2212-1 – Instructions to Offerors - Commercial Items (Feb 2013), SPS (as a potential prime offeror) requests an ALPHA CODE NUMBER to use on the submittal copies of our proposal as a replacement for our company name. Do subcontractors require an Alpha Code or are the subcontractors included in the Prime’s Alpha Code? Does this also mean that no reference to the company/team should be included within the proposal itself?

Government Response The references to the company/team must use the same Alpha Code.

Question 2 Can you identify if there is an incumbent contract/contractor for the Developmental Testing and Evaluation (DT&E) effort (solicitation # HQ068214R0001)? If so, can you provide contract number and contractor name.

Government Response The current contractor for this requirement is American Systems (formerly SAIC). The contract number is W91CRB-06-D-0014/TO 35

Question 3 If I utilize a sub-contractor past performance, will they also be required to submit a PPQ

Government Response The request is as stated. Please refer back to the RFP for submitting Past Performance Questionnaires.

Question 4 Page 2 of 51, Section 52.212-1 – INSTRUCTIONS TO OFFERORS – COMMECIAL ITEMS (Feb 2012)

“(a) North American Industrial … . However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.”

If a company has revenue in excess of $35.5 M, but has less than 500 employees, and submits an offer in its own name, and proposes to furnish an item or services that it did not itself manufacture (i.e. subcontract services to another small business concern), are they eligible for a prime award?

Government Response Section referenced is applicable to products. This RFP is for services.

Question 5 Please clarify the submission date for proposals and the Past Performance Questionnaires. How should the proposals and questionnaires be delivered. Can we please use PP from the subKs or teammates that are recent and relevant in lieu of 1 from the prime and 2 from subKs? Is the intent to get 3 x PP from the team submitting?

Government Response:

The RFP submission date for proposals are due 18 November, 2013 by 1:00pm (please refer to Amend 1 under this solicitation). The deadline for Past Performance Questionnaires (PPQ) has been extended to 18 November, 2013 by 1:00pm.

All proposals and PPQ are to be delivered via electronically to Earlene L. Bedford at earlene.bedford@jieddo.mil and cc: Ronnie Devlin at Ronnie.devlin@jieddo.mil. Hand-delivered proposals are NOT accepted.

Question 6 Proposal Delivery: How does the government want to receive subcontractor pricing information?

Government Response See RFP for pricing instructions. There is no distinction for subcontractors pricing information.

Question 7 Page 3 of the Terms and Conditions discuss Past Performance requirements, including the following statement: “ The Government may also consider information obtained through other sources. Past performance information will be utilized to determine the quality of the Bidding Contractor’s past performance as it relates to the probability of success of the required effort.” If a company includes a relevant past performance of an individual, as opposed to the company, should the contract information be included?

Question 8

Questions and Government Responses requirement for recent performance to be defined as performance executed within the last 5 years of the posting of the solicitation in order to encourage maximum competition.

Government Response

The requirement is as stated. Please refer to table under terms and conditions defining relevancy

Question 9 Section B indicates a T&M contract. The unit of measure is listed as “month.” Section I, page 45, clause 52.216-1 Type of Contract indicates T&M. Section I, page 4 says”…..to support the proposed total firm fixed prices for each CLIN shall be cause for determining the proposal is ineligible for award.” Please clarify if this is T&M or FFP by CLIN

Government Response Time and Material type contract is contemplated for this requirement. The unit of measure should read as “labor hours” (LH) instead of “months”.

Question 10 The Government’s pricing spreadsheet includes estimated travel dollars for each year of the contract. Should offerors propose these amounts, or provide our own estimate? If we are to propose the amounts stated in the pricing spreadsheet, should we include our G&A, or are these prices NTE amounts?

An estimated travel amount has been provided for each year of the contract

Question 11 If we are proposing subcontractors, are they required to submit sealed packages/separate rates, or are the rates proposed expected to cover the entire team’s rates?

Question 12 Please confirm that this is not against a GSA schedule. If this is against a GSA schedule, please specify which one.

Question 13 Can the Government consider removing the Staffing Plan from the page count? The Government’s proposed staffing table (PWS 4.1) is more than four pages, and the Contractor’s

Questions and Government Responses staffing plan could be a similar length, limiting the ability to respond to the other required Management Approach areas.

Question 14 Will JIEDDO re-issue a pricing workbook that is synchronized with the PWS performance objectives?

Government Response:

A revised Attachment 4 “pricing spreadsheet” is attached

Question 15 Program Manager: Are we to assume that the PM tasks are not required after 2Q Base Year (BY)? If they are required, are we supposed to perform these functions at no cost to the government or does an on-site contractor employee assume these duties.

Question 16 Program Manager: PWS 6.6: If the PM is not required after 2Q BY, who is responsible for contacting employees in case of an emergency?

Question 17 There are 20 Performance Objectives listed in the PRS, but only 12 listed in the PWS. Are the additional 8 Performance Objectives implied tasks?

Question 18 In the Labor Category table, the BY lists 15 FTEs, but in the 1Q BY there are 25 positions.

Please clarify the numbers.

Question 19 Could you please verify and/or comment on the drastic reduction in Task 3.4 (IPT support) in year 1 that transitions from 14 FTE to 4 from Q1 to Q4.

Question 20 We understand the desired minimization of overhead/expense of PM support, however the deliverables imply a minimal need for this throughout the year: i.e. monthly status report, monthly personnel report, etc. With zero FTE beyond Q2 for PM, should this activity be captured in Task(s) 3.2 and/or 3.10?

Question 21 On Attachment 4 pricing template, base contract Tab, are the IPT/T&E Support requirements listed on lines 23-25 located at YPG?

Government Response Only the “one” FTE for IPT/T&E Support on line 23 of attachment 4 “pricing template” is located at Yuma Arizona Proving Ground.

Question 22 On Attachment 4 pricing template, base contract Optional Surge Tab, are the IPT/T&E Support requirements listed on lines 13-55 located at YPG?

Government Response Only the two FTE (IPT/T&E) on line 13 are located at YPG. Please see revised attachment 4 “pricing template”

Question 23 On Attachment 4 pricing template, base contract Tab, The FTE doesn’t match the man hours for threat device support. The data appears to be transposed with Electronic Attack Clearance Modeling. Please clarify.

Government Response The FTE should be: 0.5 FTE Threat Device Support and 1 FTE Electronic Attack Clearance Modeling. Please see revised attachment 4 “pricing template”

Questions and Government Responses

Question 24 PWS 4.2.1 describes the role of the Program Manager. However, PWS 4.3 describes a Project Manager. Can the Government clarify the correct title for this position?

Government Response Under 4.3 “Key Personnel” of the PWS, the “Project Manager” is replaced with “Program Manager”. Please see revised PWS.

Question 25 Which FTEs have a place of performance outside of the DC Metro area and what are the locations and quantities at these locations?

Government Response Refer to the response to Questions 21, 22 and the PWS 4.0. The Electronic Attack Clearance Modeling position will be located in the Northern Capital Region.

Question 26 Pricing workbook identifies only 480 hours for Program Manager; this is not consistent with the listing of a Project Manager as “key personnel”. Does JIEDDO intend to increase the LOE for the PM?

Question 27 What is the relationship between the requirements in Performance Objective #12 and JIEDDO Developmental Evaluation Directorate and what is the place of performance for the FTE in support of the Performance Objective No. 12.
