3. Background.

Defense Media Activity (DMA) American Forces Network (AFN) is required by DoD Directive 5120.20 to provide news throughout the world. The AFN requires contractor services to provide custom software and system support (i.e., software development and maintenance) for the online Triton Digital Online Radio and Command Information Delivery System, which is used to deliver this news. The prior contract which provided this support has expired, so AFN requires this contract to remotely provide custom online software support and maintenance as necessary to ensure that the Triton Digital Online Radio and Command Information Delivery System is current and working properly.

4. Objectives:

The objectives of the contract are as follows:

· CLIN 0001: Provide custom software and system support, not to exceed 200 hours during the base year

· Software maintenance support: Provided from 8:00 AM to 5:00 PM Eastern Standard Time, Monday to Friday. Exceptions will be made for providing support outside these hours for any mission-critical issues.

· Perform software enhancement requests provided by Government.

· Software maintenance support: Provided from 8:00 AM to 5:00 PM Eastern Standard Time, Monday to Friday. Exceptions will be made for providing support outside these hours for any mission-critical issues.

· Alert Government within 24 hours of discovering any security vulnerability in the platform.

· Provide engineer/equivalent available on standby to work through any issues that might arise with the vulnerability.

· Prioritize the satisfactory remedy of any vulnerability on the platform per Government direction.

· Resolve any issues that the Government may have with using the Triton Digital API and associated custom software (e.g., provide bug fixes, providing guidelines on product usage, sharing platform roadmap)

The remote online custom software and system support will deliver software maintenanceand support on the Triton Digital Online Radio and Command Information Delivery System (comprised of the Web-based AFN 360 Audio Player and Triton Digital Advanced Programming Interface). The end result of this support will be the successful operation of the Triton Digital Online Radio and Command Information Delivery System, ensuring uninterrupted delivery of AFN content to be streamed to audiences around the globe.

5. Scope.

The Contractor shall provide custom software maintenance and support on the Triton Digital Online Radio and Command Information Delivery System (comprised of the Web-based AFN 360 Audio Player and Triton Digital Advanced Programming Interface).

6. Performance Requirements.

AFN possesses custom software, based on the Triton Digital Application Programming Interface (API) that allows authorized audience members overseas to consume AFN radio services and command information online. The following paragraphs establish the minimum requirements for the custom software system support that shall be provided by the Contractor. For the purpose of this PWS, the term “API” references the Triton Digital Application Programming Interface, of which audio-based output, provided by Triton Digital, is delivered to the AFN audience via the turnkey managed and hosted Online Radio and Command Information Delivery System. The Contractor shall possess a valid API access and non-disclosure agreement from Triton Digital before any access to the system will be granted.
