Number Subject Location Reference Question Response

1 RFP Section B & Exhibit B There appears to be inconsistencies between the hours identified in the CLINs in Section B and the Technical

Instructions (TIs) provided in Section J, Exhibit B of the solicitation. Please clarify the labor hours to be priced in

Volume VIII and addressed in required Task Plans (L-

11.2). Refer to Question Numbers 1 through 4.

The hours in the CLINs in Section B should match the Technical

Instructions (TI) in Section J, Exhibit B for the base period of performance. Hours for the option CLINs in Section B will match

Technical Instructions in Section J, Exhibit B if provided in the TI. If no hours are provided in the TI for the option CLIN please use the hours in Section B.

2 RFP Section B & Exhibit B CLINs 1008, 2008, and 3008; TIs DE TI0001 through DE

TI0010 / Section B Pages 14, 23, 27

CLINs 1008, 2008, and 3008 identify aggregated Option

Year hour allocations for Ten (10) TIs (DE TI0001 through DE TI0010). The associated TI description documents provided in Exhibit B do not include Option

Year breakdowns for these individual TIs. Please update these CLINs and TIs to ensure hours are the same and are aligned with specific option years to facilitate pricing.

The sample TIs are for work that will transition from the legacy efforts into the new contract. Any TIs enacted in the option periods would have the respective option year CLIN applicable to the required effort, but the sample TIs reflect 6 months of effort… not work that will continue for a prolonged period of time.

3 RFP Section B & Exhibit B CLINs 1018, 2018, and 3018; TIs GM TI0001 and GM TI0002

/ Section B Pages 18, 22, 28

CLINs 1018, 2018, and 3018 identify aggregated Option

Year hour allocations for two (2) TIs (GM TI0001 and

GM TI0002). The Government’s intent is unclear with regard to allocating hours across the associated TI description documents, GM TI0001 and GM TI0002.

Please update these CLINs and TIs to ensure hours are the same and are aligned with specific option years to facilitate pricing?

The sample TIs are for work that will transition from the legacy efforts into the new contract. Any TIs enacted in the option periods would have the respective option year CLIN applicable to the required effort, but the sample TIs reflect 6 months of effort… not work that will continue for a prolonged period of time.

4 RFP Section B & Exhibit B CLINs 0018, 1018, 2018, and 3018; GM TI0001 and GM

TI0002 / Section B Pages 15, 18, 22, 28

GM TI0001 appears to be a DT task and GM TI0002 appears to be a DE task based on the applicable PWS sections identified in the TIs. Please clarify the stakeholder allocations for these TIs if CLINs 0018, 1018, 2018, and 3018 represent a blended DE and DT effort and update the TI as necessary?

GM TI0001 is for DT and GM TI 0002 is for DE.

GM’s labor CLIN is 0018 (Base) as reflected in TI 0002. There is no

CLIN in the GM TI 0001; however, for the 6 months listed in the sample TI, it would be 0018.

CLINs are based on the stakeholder paying for the effort. TI 0001 is for test requirements and TI 0002 is for Engineering support requirements, but GM is the stakeholder requiring support.

TEAMS AA&AS Responses to Final RFP Questions 11/01/16

5 RFP Section B & Exhibit B CLIN 0020; TI DA TI0002 / Section B Page 7 CLIN 0020 provides 2-year base period hour allocation for TI DA TI0002 but no corresponding Option Years 1, 2, and 3 CLINs for this TI. Is it the Government’s intent that

TI DA TI0002 is a base year effort only and should be priced accordingly?

Note also that TI DA TI0002 specifies 8+months whereas the CLIN 0020 specifies 2 years. Please align the period of performance shown on the TIs with the period of performance provided in Section B and update the documents accordingly.

The Section B CLIN reflects the CLIN that will be used for SN Base

Period labor (0020) regardless of how many TIs are prepared for SN during that time period.

The sample TIs are for work that will transition from the legacy efforts into the new contract. Any TIs enacted in the option periods would have the respective option year CLIN applicable to the required effort, but the sample TIs reflect ~8 months of effort… not work that will continue for a prolonged period of time.

6 RFP Section B & Exhibit B CLINs 0008, 1008, 2008, and 3008; TIs DE TI0001 through DE

TI0010 / Section B Pages 5, 14, 23, 27

Per Section B CLINs (0008, 1008, 2008, and 3008), the period of performance for TIs DE TI0001 through DE

TI0010 is a 2-year Base, 12-month Option 1, 12-month

Option 2, and 12-month Option 3, respectively. The TIs list a single six-month period of performance for each TI.

Please align the period of performance shown on the TIs with the period of performance provided in Section B.

The sample TIs are for work that will transition from the legacy efforts into the new contract. Any TIs enacted in the option periods would have the respective option year CLIN applicable to the required effort, but the sample TIs reflect 6 months of effort… not work that will continue for a prolonged period of time.

7 RFP Section B & Exhibit B CLINs 0018, 1018, 2018, and 3018; TI GM TI0002 / Section B

Pages 15, 18, 22, 28

Per Section B CLINs (0018, 1018, 2018, and 3018), the period of performance for Technical Instructions GM

TI0001 and GM TI0002 is 2-year Base, 12-month Option

1, 12-month Option 2, and 12-month Option 3, respectively. The TI lists a single six-month period of performance for GM TI0002. Please align the period of performance shown on the TI with the period of performance provided in Section B.

The sample TIs are for work that will transition from the legacy efforts into the new contract. Any TIs enacted in the option periods would have the respective option year CLIN applicable to the required effort, but the sample TIs reflect 6 months of effort… not work that will continue for a prolonged period of time.

8 RFP Section B & Exhibit B CLINs 0023, 1023, 2023, and 3023; TI TH TI0001 / Section B

Pages 8,16 , 22, 29

Per Section B CLINs (0023, 1023, 2023, and 3023), the period of performance is 2-year Base, 12-month Option

1, 12-month Option 2, and 12-month Option 3, respectively. The TI lists a single six-month period of performance. Please align the period of performance on the TI with the period of performance provided in

Section B and update the documents accordingly.

The sample TIs are for work that will transition from the legacy efforts into the new contract. Any TIs enacted in the option periods would have the respective option year CLIN applicable to the required effort, but the sample TIs reflect 6 months of effort… not work that will continue for a prolonged period of time.

9 FBO FBO & Section L-2.1/Page 4 From FedBizOps: It is anticipated that award will result in a single Cost-Plus-Fixed-Fee (CPFF) Level of Effort (LOE) contract for a base period of three years and a one, two year option.

From L-21: The contract will consist of cost-plus fixed fee

(CPFF) Contract Line Item Numbers (CLINs). The contract will have a base period of two years with three one-year options.

The information provided in the 25 August 2016 announcement is inconsistent with the final RFP. Please confirm the correct periods of performance.

The period of performance of a base period of two years and three one-year options is correct.

10 Section L L-8.2/Page 16 The Small Business Participation Plan proposed subcontract dollars and percentages shall be consistent with the Small

Business Subcontracting Plan dollars and percentages….

Since SBPP is calculated on total contract value and the

SBSP is calculated on subcontracted dollars, please provide an explanation of how the dollars and the percentages can be consistent?

To demonstrate consistency of dollars and the percentages in the

SBPP and SBSP, in the Offeror’s Small Business Subcontracting Plan, the Offeror’s proposed Total Dollars Subcontracted should be determined by multiplying the Offeror’s Total Contract Value Dollars by the Offeror’s proposed Percent (%) of Estimated Total Contract

Value. This should hold true when calculating the Offeror’s Total

Dollars Subcontracted for all categories of small business listed in the Small Business Subcontracting Plan.

11 Section L Attachment L-07 Excel Pricing

Workbook

Attachment L-07 Excel Pricing Workbook_A3 (9-26-16), on the Cost Roll-Up tab, the Cost of Option to extend services and Fee for Option to extend services appears to be calculating incorrectly. We believe this formula should sum the total costs for Option 3 and then divide the sum by two. As it is in the workbook, it sums all costs and only divides the last CLIN amount by two, therefore, overstating the actual six month price of the cost and fee. Can MDA confirm our understanding and provide guidance as to whether we should change the template or will be provided with a new one?

The corrected formula will be updated in Attachment L-07. The revised Attachment L-07 will be included in an amendment to the final RFP.

12 Section L Attachment L-07 Excel Pricing

Workbook

It appears that Attachment L-07 Cost Roll-Up, TOTAL

ALL CLINS, is double counting. We believe it should sum

J23:J25, whereas currently it is summing J14:J25. Can

MDA confirm our understanding and provide guidance as to whether we should change the template or will be provided with a new one?

The corrected formula will be updated in Attachment L-07. The revised Attachment L-07 will be included in an amendment to the final RFP.

13 RFP Exhibit B Does the GM IRRT (or another TI) include GM’s

Independent Assessment Team for Operational

Readiness Strategic Planning and Acquisition Planning?

No. The GM IRRT does not include GM's Independent Assessment

Team for Operational Readiness Strategic Planning and Acquisition

Planning.

14 RFP Exhibit B Does DE-02 (or another TI) include support to MDA

Targets and Countermeasures (MDA/TC)?

No. TC is not a stakehloder at this time.

15 RFP Based on the increased number of Technical

Instructions released on the Final Request for Proposal and the requirement to crosswalk the resumes referenced in Tab 2a to Tab 3, would the government consider increasing the allocated number of pages in the

Technical Volume Tab 3 from 42 Pages Total to 65

Pages?

The page count will be adjusted to "a maximum of 50 pages".

16 RFP Exhibit B Will all TI’s be awardable, similar to “awardable Sample

Task Orders”, or are the TI’s representative for evaluation of offerors? If the TI’s are awardable, will they begin on day 1 (one) of the POP or will they begin on day 21 after the transition period is complete?

The intent is to see how the offeror will propose covering current efforts; however, TIs will be executed upon award to transition the support from the legacy contracts (task orders).

17 RFP Atttachment J-01 PWS How many GFE seats will be available to support government onsite support? None are specified in the

RFP.

2 for DE – both in HSV

1 for DV – in the NCR

7 for DT – 6 in HSV, 1 at Vandenberg AFB

1 for BC - in HSV

18 Section L Attachment L-07 Excel Pricing

Workbook

Can MDA please confirm that the ERI data provided on the Rates tab of Attachment L-07 is actually the direct labor rate and not a fully-burdened labor rate?

The ERI data provided on the Rates tab of Attachment L-07 is the direct labor rate. The fully-burdened labor rate should be calculated on the FBLRs tab of Attachment L-07.

19 RFP Attachment J-16 Will MDA consider providing additional guidance for pricing the Option CLINs? Per Attachment J-16, “Section

B sets forth the estimated cost for the Special Studies, Analyses and Tasks to be provided under CLINs 0037, 0038, and 0039, comprised of a total number of hours.

Once a Technical Instruction is exercised, the value of the applicable CLINs 0037, 0038, or 0039 ceilings will be decreased and the applicable Technical Instruction CLIN will be established.” Section B currently contains only estimated hours for these CLINs. Is MDA anticipating that the contractor will define a labor mix based on a notional set of TIs that could be released in the future?

Given the uncertainty involved in what this notional set could include, we request that MDA provide guidance for a specific method (Average rate across all current

TI’s or some other method) in order to ensure consistent pricing of this effort across all offerors.

Offerors shall propose a skill mix that will allow for a proposed

Technical Approach that will address all Performance Objectives in the PWS within the allocated hours in each CLIN.

20 Section L L-11.2 TS2: Approach for Accomplishing Current Requirements Are the key personnel identified and referenced in the

17 Task Plans to be same as the key personnel in the required resumes in the Technical section?

Per PWS section 9, paragraph b: “Key personnel for this effort are the Contract Program Manager (CPM), Subject Matter Experts

(SMEs); and, if proposed, the Technical Lead.”

Resumes are required for the proposed Key Personnel.

21 Section L L-8.0 To support preparation of a compliant and responsive

Small Business Subcontracting Plan and a Small Business

Participation Plan, request the Government remove the maximum page count of 10 pages in total for both plans, and replace with “No Limit”.

No. The page limit will remain unchanged.

22 General Does MDA intend to allow the TEAMS A&AS contract to be used by other Government organizations (SMDC, etc.) for their special, SME taskings?

No. At this time other Government organizations will not be utilized under this contract.

23 General Can MDA provide a list (topic description, sponsoring

MDA organization) of ongoing SME/advisory taskings?

Intent is to support offeror proposed approaches for transition planning of those taskings from current

MiDAESS incumbent Prime(s).

Current taskings are covered in the sample TIs provided as part of the RFP (Exhibit B)

24 PWS 3.2.e 1st sentence states: “Engage in and/or conduct meetings, reviews, and studies across a wide range of possible GM activities.”

From prior draft and review of related TI(s), our assumption was that this subsection would pertain to

BC (at least in part). As it stands it only refers to GM activities, but will this section be revised to state GM, BC, and other Elements? Recommendation/Suggested

Change: Add 'BC' to seciton 3.2.e in addition to 'GM'.

The PWS will be revised to add BC to paragraph 3.2.e and will be included in an amendment to the final RFP.

3 CLIN:

4 Technical Instruction

The Technical Instruction does not list the CLIN or the

Technical Instruction reference number. Please provide the missing information.

TIs will be revised to include the appropriate CLIN(s) and will be included in the an amendment to the final RFP.

26 L Attch - L-10 Labor Competencies BMDS Subject Matter Expert (SME)

Educational Requirements: PhD, MA/MS in a relevant field

Is it the Government's intent that either a PhD or an

MA/MS or an MBA satisfies the educational requirement for BMDS SME?

Yes, it is the Government's intent that either a PhD, MA/MS, or an

MBA will satisfy the educational requirement for a BMDS SME. The actual requirement will be specified in the TI.

27 BMDS Subject Matter Expert (SME)

Educational Requirements: PhD, MA/MS in a relevant field

May the offeror substitute years of work experience and/or military college experience (e.g., Defense

Systems Management College, Army War College, Industrial College of the Armed Forces, etc.) for the advanced degree requirement?

No. Years of work experience will be assessed as part of the

“Recognized industry expert or eminent authority in their field with exceptional and unique scientific or programmatic knowledge of ballistic missile defense weapon systems; capable of providing advisory and assistance (consultant) services based on unique experience that has a significant level of technical value and return on investment.”, and not as a substitute for education. However, if a candidate has received a MA/MS or equivalent degree as a result of the military education, the resume can reflect that as part of the education.

28 Section L Table L-1/Page 9; Tab 3:

Resumes of Key Personnel;

L-11.3 / Page 19

3 pages per resume, 42 pages total

"Key personnel for this requirement are the Contract

Program Manager; Technical Lead, if so proposed; and the

Subject Matter Experts."

Per section L-11.3, all positions listed in Attch L-10 Labor

Competencies (except Technical Writer) are key. We interpret this to mean that we must provide a resume for each category of skill mix and labor hours described in the responses to the Technical Instructions (Exhibit

B). At two to three pages per resume and to be compliant with the TEAMS Resume Template requirements, we estimate that a total of 42 pages for the resumes may not be sufficient. In addition the offeror must address its approach to the CPM and CTL roles within the specified page count, reducing the pages available for resumes.

We request that the Government retain the total number of pages per resume but remove the 42 page limit for all resumes to ensure that the key personnel resumes accurately reflect the staffing shown in the

Task Plan responses (L-11.2).

The page count will be adjusted to "a maximum of three pages/resumes, and a total of 100 pages".

Attch L-10 Contract Technical

Lead;

PWS 9 Transition/Staffing

Plan/Page 24

Key personnel for this requirement are the Contract

Program Manager; Technical Lead, if so proposed; and the

Subject Matter Experts.

Attch L-10 specifies a Contract Technical Lead

PWS 9.0 refers to a Technical Lead

Is it correct to assume that the Technical Lead and the

Contract Technical Lead are the same position?

Yes. The Techncial Lead and Contract Technical Lead are the same position.

30 Section L l-10.1 / Page 1 "As stated in L-1.2, “Major Subcontractor” is defined as a subcontractor whose proposed effort provides at least 10% of the proposed total price of the contract…

Please clarify the definition of "proposed total price".

Does this include the Government-provided plug numbers for travel, surge, as well as cost for option to extend services

L-1.2 should be the same as L-12.1 and read 10% of the hours proposed. An updated Section L will be included in an amendment to the final RFP.

31 Section L, Attach L-07 EPW Cost Roll-up tab Cost/Fee for Option To Extend Services Totals (Column J, Rows 24 and 25)

There appears to be a formula error on the Cost Roll Up

Tab within the Cost/Fee for Option To Extend Services

Totals (Column J, Rows 24 and 25). The formula requires parenthesis around the addition portion prior to dividing by two (2) to produce the 6-month option to extend cost/fee totals. Please confirm this finding and if it is acceptable for offerors to make this update manually on the EPW.

The corrected formula will be updated in Attachment L-07. The revised Attachment L-07 will be included in an amendment to the final RFP.
