Bidders’ Documents Access Request

To assist offerors in estimating and preparing TEAMS proposals, MDA Engineering has collected templates and samples for many of the products identified in the solicitation for the MDA Systems Engineering support activities.

Classified and Unclassified product samples and product templates will be available for viewing in a Bidders’ Library in Building 5224 (VBIII), Redstone Arsenal (RSA), AL, 35898. No copying or note-taking will be permitted. Each offeror team may reserve one three-hour appointment block for exclusive use of the reading room. Requests for additional appointments may be granted if time slots are available. Each offeror may designate no more than two (2) representatives to visit MDA facilities for the purposes of viewing product samples in the reading room.

STEPS TO OBTAIN RSA/MDA ACCESS AND SCHEDULE A VISIT:

Step 1: Reserve an Appointment Block

a. Contact MDA POC to tentatively schedule a time block; allot sufficient time prior to visit to submit a VAR if one is required. POC is:

b. Provide the following information via email to the POC above:

• Company Name:

• Company/Division Address:

• CAGE Code:

• DUNS Number:

• Defense Security Service (DSS) Industrial Security Representative:

• Company Point of Contact for Delivery: (name and phone number)

• Mailing Address for CD (if different than Company/Division Address):

The Government will verify the company information identified above in the System for Award Management website (www.sam.gov). Firms without a CAGE Code and DUNS number will not be permitted access to the Bidders’ Library.

c. Once the CAGE/DUNS have been verified, the Government POC will tentatively schedule a block.

Step 2: Access to Redstone Arsenal

Visitors requesting access to Redstone Arsenal require the below identification:

• Common Access Card

• Military ID (Active/Retiree)

• Redstone Arsenal Badge

Visitors without the above identification are required to be entered into the MAX System, Amendment 0001 mailto:mark.larsen@mda.mil http://www.sam.gov/

Redstone Arsenal Access Control System. The sponsoring MDA Program Office is responsible for entering their visitors into the MAX System. The information needed for the MAX system is:

a. Full Name

b. SSN

c. DOB

d. MDA POC

e. Visit Dates

f. Visit Location

g. Driver License Number (optional)

Once a visitor is entered into the MAX System, they must report to the Redstone Arsenal Visitor Center at either Gate 1 or Gate 9, where they will be issued a pictured visitor badge; Visitor Center hours are Monday to Friday, 0600 – 1700 Central Time.

Step 3: MDA Redstone VAR Procedures

All non-MDA-South visitors must be badged in order to have access to MDA Huntsville locations. Based on a security clearance, visitors can receive either a Non-Escort Visitors Badge or an Escort Required Visitors Badge.

To receive a Non-Escort Visitors Badge, all non-MDA South visitors must have a Visitor Access Request (VAR) on file in the MDA Visitor Database, Diamond II, indicating that the visitor has at least a US SECRET or INTERIM SECRET level or higher security clearance. Visitors without at least a current US INTERIM SECRET clearance on file will receive an Escort Only Visitor Badge and must be escorted at all times while in MDA facilities.

VARs must be sent at least 2 weeks in advance of a visit to ensure no last-minute access problems. All MDA and NON-MDA VARs are sent by the company or organization requesting that their assigned personnel (listed individually by name) be admitted to MDA for the purpose of reviewing TEAMS Bidders’ Library. VAR information can be sent via FAX at (256) 450- 3222, JPAS at SMO Code DDAAUH or emailed to:

MDAVisitorControlIncomingHSV@mda.mil.

Though MDA Government POC approval and receipt of a VAR through any of these media is recognized as sufficient for granting immediate access, a VAR transmitted via a telephonic request must be followed up by a VAR in hardcopy form (FAX or e-mail). The hardcopy must have a signature from the visitor's Security Manager or Security Manager's authorized representative. The visit authorization is not considered official until the hardcopy version of the VAR has been processed. (NOTE: A faxed VAR is considered hardcopy if it has the appropriate signatures on it.)

All VARs must include the following information:

a. Name and address of the organization transmitting the VAR

b. Name of the organization to which the individual(s) on the VAR is visiting

c. First Name, Last Name, SSN, Date-of Birth, Place-of-Birth, and Citizenship of each individual listed on the VAR mailto:MDAVisitorControlIncomingHSV@mda.mil

d. Clearance Level (collateral clearance) of each individual listed on the VAR

e. Organization granting the clearance and the most recent background/suitability investigation for the clearance was satisfactorily completed

f. Dates of visit

g. Contract #

h. Point-of-Contact for the visit

i. Unclassified statement as to the purpose of the visit (“Review of Bidders’ Documents for TEAMS Systems Engineering RFP HQ0147-16-R-0009”)

j. Name and signature of security officer or individual certifying the clearances of individuals cited in the VAR
