About this file

This amendment to solicitation HQ003423R0065 provides responses to 33 questions from potential offerors and extends the response deadline from September 29, 2023 to October 6, 2023. The Department of Defense Washington Headquarters Services seeks integrated pest management services for the Pentagon Reservation through a small business set-aside contract. The incumbent contractor attended the mandatory site visit but subcontractors are prohibited. Services include exterior pest control and monitoring for rodents, birds, mosquitoes, and termites. No interior bait stations or wildlife trapping programs are currently active. Emergency services, vacant space treatments, and bed bug incidents have been minimal in recent years.

RESPONSES TO RFIS

Question Answer

001 What is the approximate square footage of office spaces vs food and retail spaces?

The best estimated total amount of food service and retail space square footage is 130,000 SF. The remaining is the typical mix of office space, rest rooms, utility rooms, corridors, stairways, etc.

Do all food service spaces open at 7am? If not, will we be able to get access to kitchens spaces prior to them opening?

No. Gaining access to kitchen spaces would need to be worked out with each vendor per their schedule(s).

003 Can we get a list of current food service vendors and location?

Please refer to the food service/retail shops handout provided during the site visit on 9/7/2023. Additionally, there are a few banks, clothing stores, souvenir stores, a hair cutting shop, cobbler, a dry cleaner, jeweler, dentist, vision care, florist, CVS, and a few additional services. Also, a number of the Concourse vendors are rotated on a weekly or bi-weekly basis.

004 Can we get a current list of retail vendors and locations? See response to #003 above.

005 Can we get a list of current spaces that are open and designated for food services?

See response to #003 above. All spaces, open or not, are covered under this contract.

006 Can we get a list of current spaces that are open and designated for retail spaces? See response to #005 above.

007 How many vole – mole services have been conducted over the last 5 years?

This is a very important part of the exterior service. There is no past frequency quantity available as it is a continual on-going requirement for the Contractor to inspect and provide management services as stated in the PWS to prevent damage from these rodent pests to the Pentagon Landscape. As of this date there have been no mole issues recorded in 25 years. However, the Contractor would be expected to manage that issue if it were to 'appear'.

008 How many beaver services have been conducted over the last 5 years?

There has been one beaver service requirement in the past 5-years.

What kind of background checks are required for employees assigned to the Pentagon and who is responsible for conducting and paying for the background check?

As stated in Section C1.19, '… possess a valid National Crime Information Center (NCIC) cleared Pentagon Facility Alternative Credential (PFAC) or Computer Access Card (CAC). There is an application form to submit via the COR, and the NCIC is conducted by the Pentagon Police at the Governments expense. Although no clearance is required, each person assigned to work on this Contract must be able to obtain a PFAC or CAC (if needing to access MAXIMO, i.e. technicians needing to enter data). Note: convicted felons do not clear the NCIC process. PFACs are renewed on an annual basis.

Is the training that may be required below something that the DoD provides or something we must contract out to get done?

a. 1.15 Information Technology use conforms to DoD regulations. Applicable training may apply.

i. 1.15.1 Information Assurance (IA)/Cyber awareness training

ii. 1.15.2 Antiterrorism (AT) Level 1 Classroom training.

iii. 1.15.3 Operations security (OPSEC) classroom training.

On-line training will be required and provided/made available by the Government to Contractor personnel possessing a CAC.

Under the Key personnel titles – can key personnel involved with the contract hold multiple titles within the contract if they meet the qualifications? (i.e., Can the Project manager also be the same person who is Quality Control Inspector for example?)

There are some instances in which key personnel can hold another title;

i.e., a PM or BCE providing pest management services as/with a technician. However, a PM may not be the QCI as this creates a conflict of interest.

Phase-in /Phase-out. The contract officially starts 01December 2023. When reading the phase-in/Phase – out clause it says that “Contractor shall become familiar with the performance requirements in order to commence full performance of service on the contract start date.” Does that mean we should expect to start in November to shadow the current vendor as they are servicing the facility?

The Contract is expected to be awarded by the early November 2023. The awardee is strongly encouraged to use the time between award and the POP start date to begin getting itself acclimated to the Reservation as there is a list of deliverables due shortly following the start. Access will depend on when PFACs/CACs are obtained.

The awardee can expect to have every opportunity to get on site and begin the learning curve at that point.

013 Do you have a current listing and inventory of all exterior stations in the Pentagon Reservation

Yes, this information can be provided after contract award to the awardee.

and landscape grounds that are currently being monitored?

Do you have a current listing and inventory of all interior rodent stations throughout the facility?

There are no interior rodent stations onsite as the use/application of ANY rodent bait in the interior of any building on the Pentagon Reservation is strictly prohibited in the performance of this contract at any time.

Are the current stations (interior and exterior) the property of the current vendor or will they transfer over with the new contract?

There are no interior bait stations.

All bait stations are the property of the Contractor. As a result, current bait stations will NOT transfer to the new Contractor.

016 What current bird deterrent or repellants are in place that need to be monitored or reapplied? Currently there are none.

How often has the current vendor had to power wash bird droppings from the building and or sidewalks?

Power washing bird droppings is the responsibility of the Custodial Contractor and NOT part of this Pest Management requirement.

For the Starling deterrent application – is that an early morning application – (Before 7)?

a. How many applications for starlings have been applied in the last 5 years?

Historically the deterrence operations were performed in the evening. The Government has not activated this CLIN in the past 5 years.

019 Mosquito monitoring - Can we get maps and trapping locations for the last 5 years?

The Government has not activated this CLIN in the past 5 years.

020 Termite Management – are there any current termite areas that are being monitored? No.

Emergency services – how many emergency services were conducted in the last year and what were they for?

None in the last year.

Vacant Space Services – on average how many services were provided for vacancies over the last year?

a. Is this the average of what can be expected?

Pest management services are required for all spaces on/in the entire Reservation under this Contract.

Trapping – in the last year how many trapping jobs have been performed in the last year and is this the average of what we can expect?

a. What animals were being trapped?

b. Are there any current trapping programs in place?

a. In the last year there were approximately three instances when the Contractor was requested to trap rabbits, and perhaps one instance for trapping a squirrel. This level of activity is on the high end of 'average' for annual trapping frequency.

b. There are currently no wildlife traps set.

024 Daily Data sheets – is there a current form in place that we will need to use?

No. There is no official submittal form for daily data.

025 Monthly report -is there a current form in place that we will need to use?

No. There is no official form or template for this report.

Safety meeting report – are there any requirements that need to be met monthly to meet the safety requirements?

a. Are there Pentagon safety meetings that our

a. There are a number of annual Governmental meetings/training requirements that Contractors must attend.

employees involved with the program will need to attend?

b. 5.8.1.2 Work Phase Outline – can you elaborate on what is required.

c. Are there any safety topics that we need to make sure are covered in our safety meetings?

b. Describe the phases/progression of how different aspects of your work is conducted and identify the risks associated with each phase and how you would mitigate those risk(s) to property, public, building occupants, and Contractor employees.

c. Yes, the Contractor will be required to identify potential safety hazards/risks and address the mitigation of those via the safety meetings.

027 How many Bed Bug treatments have you had in the last 5 years?

There have been two incidents in the last 5-years; one in September 2018 and another in May 2020.

028 Will there be an opportunity to do a site visit after 9/7/23? Please advise.

No, the MANDATORY site visit was held on 9/7. There are no other site visits planned.

029 What is number of bait stations at the site for services, interior and exterior?

Interior: There are NO rodent bait stations in the interior of any structure on the Pentagon Reservation as this application is not permitted.

Exterior: This Contract relies on the expertise and strategy of the Contractor to determine the adequate number of bait stations to be installed around the building exterior to provide effective management.

Please clarify Volume 3 submittal requirement page limit. Sections total 35 however 30 is stated as the limit.

The total maximum page limit for Volume 3 is 30 pages overall.

Within this page limitation there is a 10 page limitation for the Technical/Management Capability and 20 page limitation for the entire IPM Plan (which includes a Safety Plan-maximum of 3 pages and a Quality Control Plan-maximum of 5 pages).

Sec. 1.19.1.3 refers to a BCE being having a current Virginia Commercial Pesticide Applicator Certificate. Based on the registry from https://entocert.org/bce, there are only (5) five Virginia based BCEs and none are licensed with the Virginia Department of Agriculture as a licensed applicator which is supported by the department’s registry https://www.vdacs.virginia.gov/pesticides.shtml.

Could the government remove the requirement of the staff Entomologist being licensed in the state of Virginia Department of Agriculture?

In accordance with the VA's 'Maintaining Certification as a Pesticide Applicator' web page, “Reciprocal recertification may be granted to out-of-state commercial or private applicators who were granted certificates via reciprocity if they:

• Maintain certification in their home state;

• Provide proof of current certification to the Office of Pesticide Services prior to the date of Virginia Certification expiration;

• Are currently certified in a state that grants reciprocal recertification to Virginia applicators in like categories; and,

• Have met all other Virginia requirements for recertification.”

Further discussion with the regional VA Inspector revealed that VA reciprocates with many other states.

Thus, it is acceptable for the BCE to be certified in another state and reciprocated with VA.

As such, the BCE must show evidence of a current VA certificate OR provide proof of reciprocal recertification by VA of an out of state certification.

Would an Associate Certified Entomologist (ACE) licensed/certified with the Virginia Department of Agriculture suffice as an alternative for the BCE being licensed with the Virginia Department of Agriculture?

No, the Government requires the higher level of entomological knowledge brought with a BCE.

033 How shall the NDA’s be submitted? Via the portal or via email to the two POC’s?

NDAs shall be emailed to francisco.fernandez14.civ@mail.mil.

On pages 52 - 60, do the options that are indicated with an X, require an action or is it provided by the contractor and no action is required from us?

The X's marked within FAR Clause 52.212-5 represent clauses that the Contracting Officer has indicated are incorporated by reference and the Contractor must comply with.

//REDACTED// would like the opportunity to bid on this Solicitation.

As noted below:

2. SITE VISIT: a) The site visit is MANDATORY and a REQUIREMENT to this solicitation. NO EXCEPTIONS. b) The Pentagon Reservation site visit/walk will be conducted on Thursday, September 7, 2023, from 0900AM1200PM Eastern Time (ET).

As our subcontractor, //REDACTED//, is the incumbent service provider with full knowledge of all site locations and needs, would that visit still be a requirement for the submittal of our pest management bid?

We are seeking clarification.

Please note that the site visit was mandatory and there are no exceptions to this requirement.

Proposals submitted by offerors who did not attend the mandatory site walk will be ineligible for contract award. Also, please note that this is a small business set-aside and therefore large businesses will not be considered. Furthermore, the limitation on subcontracting does stand as this is a service contract and no more than 50% of the work can be subcontracted to another business.
