Is there an incumbent currently supporting this effort and can they be identified?
The is no incumbent.
2
Attachment 1 (Combined Synopsis), General information
“Responses are due no later than 20 August 2018 @ 11:00 AM ET.”
To support proposal effort and response to Q&A, we request an Extension until 4 September 2018.
The Government will not provide an extension due to proximity to end of fiscal year.

Attachment 1 (Combined Synopsis), Section 2.1
“Cover Letter: Cover Letter: 1 Page
Will a Table of Contents count against total page count?
The cover letter is not included in the page count.
4
Attachment 1 (Combined Synopsis), Section 3.2 Small Business Participation Plan
This section details requirements for use of small businesses and requirements to document commitment to small business.
Is the signed statement of commitment to subcontract/utilize small businesses at at least 25% or better of the total contract a signed statement by the prime to the government, or signed commitments from the prime to the subcontractors?

What type of documentation is needed to support the proposed participation commitment and percentages? Will signed teaming arrangements suffice for this requirement?

A teaming arrangement memorandum stating the percentage signed by both parties will suffice.

5
Attachment 1 (Combined Synopsis), Section 3.3 Staffing Plan
“In its quote, the Quoter must also effectively demonstrate that the proposed level-of-effort (LOE) and labor mix can acceptably perform the PWS tasks and requirements and reflects its proposed Management and Technical approach. Note: The Government will compare the proposed LOE, labor mix, and any explanations for innovative approaches to the current/historical LOE provided in this RFQ and perform an analysis.”
The “current/historical LOE provided in this RFQ” was not found in the RFQ. Will the Government provide this information for offerors to use in assessing their proposed level of effort?

This is a new requirement and does not have historical data.

Quoters shall provide the best price quote that represents their techincal approach to meeting their requirements.

6
Attachment 1 (Combined Synopsis), Section 4.4.
“Quoters shall prepare a Firm-Fixed-Price quote for twelve (12) month base period.”
For this Firm Fixed Price effort, can the Government provide an assumption of Labor Hours and Value of contract? Is there a government cost estimate that can be represented?
The Government can not provide since this a new effect and there is no historical data.

Maximum 1 person liaison at Mark Center, we expect the work to be performed by the CTR at their site.

7
Attachment 1 (Combined Synopsis), Section 4.4.
“For CLINs 0002, travel shall be pre-populated and issued as a Not to Exceed amount for evaluation purposes. At award, travel shall be pre-populated as 10% of the awarded value quoted under CLIN 0001.”
Is the travel outside of 100 miles of the NCR that is referenced in Section IX of Attachment 2, PWS, covered by the 10% of awarded value for CLIN 0002 or is this separate travel that is to be priced in CLIN 0001. If the latter, please define the anticipated travel needs that are to be priced in CLIN 0001.
All non-local travel shall be reimbursed on a Time and Material basis as part of this requirement under CLIN 0002.
8
Attachment 1 (Combined Synopsis), Section 4.4.
“For CLINs 0002, travel shall be pre-populated and issued as a Not to Exceed amount for evaluation purposes. At award, travel shall be pre-populated as 10% of the awarded value quoted under CLIN 0001.”
In the pricing, travel is pre-populated at $400,000. Does this indicate that the anticipated total value of CLIN 0001 is $4M, or is this a place-holder value for travel that will be adjusted upon award?
Quoters shall provide the best price quote that represents their techincal approach to meeting their requirements. The pre-populated travel cost is the Government estimate for evaluation purposes.
9
Attachment 1 (Combined Synopsis), Section 4.4.
“Quoters shall prepare a Firm-Fixed-Price quote for twelve (12) month base period.”
Given that the process outlined in the PWS implies that neither the Government nor the service provider will know the specific technologies to be tested, and therefore the type and scope of testing required, would the Government consider offering a T&M or CPFF contract to reduce execution risk to all parties?
The Govermnent intends to award a Firm Fixed Price contract for this requirement. The Quoter shall provide a total firm fixed price to include all labor, Other Direct Costs, etc to meet the PWS requirements.
10
Attachment 2, PWS Section VI.1.c, Testing
“c. Once appropriate technology items and equipment are identified, the contractor will conduct necessary product testing to ensure the items will be useful and effective for first responders and others charged with providing safety and security for sports and entertainment patrons and staff.”
Can the Government provide additional detail on the nature of the anticipated testing – for example, type and scope of testing, subject matter areas, location (contractor lab, stakeholder or event site, etc.)?
The contractor is expected to test and evaluate potential technologies at event sites with practitioners.
11
Attachment 2, PWS Section VI.1.d, Commercialization
“d. The contractor will assist potential vendors in final commercialization of products and services in order to expedite deployment of the products and services to first responders and others charged with providing safety and security for sports and entertainment patrons and staff.”
Can the Government provide additional detail on expectation of effort for facilitating the commercialization of products? Is the intention that the contractor will assist vendors with understanding the needs and how to go about transitioning products; or does the Government anticipate that the contractor will be directly involved in the transitioning work?
The intention is that the contractor will assist vendors with understanding the needs and how to go about transitioning products.
12
Attachment 2, PWS Section VI.1.d, Testing
“e. Overall goal is to provide at least ten new products and/or services to enhance the safety and security of sports and entertainment patrons. Contractor will produce an outreach strategy to ensure wide recognition of the availability of these products throughout the first responder community.”
Does the Government’s goal of 10 new products or services within a 12-month POP include any technologies that have already been identified and/or started the transition process?

Yes.

13
Attachment 2, PWS Section VII.1.b
“Non-Disclosure Agreement

The contract awardee will be required to agree to a Non-Disclosure Agreement for all employees and any sub-contractors performing under this effort.”

Can the Government provide a copy of the Non-Disclosure Agreement (NDA)? Are signed NDAs to be included with the proposal?
Non-Disclosure Agreement will be provided to the apparent awardee at time of award.
14
Attachment 2, PWS Section VIII
Deliverables Table
The deliverables table is established to show a chronology of events where one deliverable follows the completion of the previous deliverable. Can the government provide additional detail for expectation of start and stop points across the 12-month period for each deliverable? For example, “the Government expects that a Capability Gap Identification will be completed in 60 days” and so forth
It is expected that the capability gap will be completed prior to the identification testing and evaluation of potential technologies. Testing and evaluating potential technologies can be done simultaneously.
15
Attachment 2, PWS Section VIII
Deliverables Table
Most deliverables are listed with quantities greater than 1 and monthly frequency. For example, the Capability Gap Identification Report has a quantity of 2-3 and monthly frequency. Is the intention that there will be 2 to 3 distinct reports in different areas or on different technologies, or that there will be one capability gap report with interim reports showing progress submitted in the first one or two months?
There will be one capability gap report with interim reports showing progress.

We are a small business 8(a)/SDVOSB that responded to the sources sought and we have extensive T2 experience. We were wondering what the justification was for not setting aside this requirement for small business?

The government conducted market research to inlcuded posting a source sough notice which conducted that a small business could not perform all the work.

17
Technical Factor 2_Corporate Experience
2a) The extent to which the Quote demonstrated at least three years total of relevant past experience performing projects of similar size, scope, and complexity to DPSI support requirement and the extent to which the experience is relevant. Relevance is based upon the size, scope, and complexity of the project, as compared to the work required in this RFQ to include experience in demonstrating collective capability gaps in existing areas of sports and entertainment spectator safety and security; collective, evaluating, and testing applicable and appropriate DoD technologies to fill capability gaps in sports and entertainment spectator safety and security; and collective facilitating the transfer of identified technologies to Federal, State, and local first responders charged with ensuring sports and entertainment spectator safety and security. A quotation that does not demonstrate three years of relevant experience will be rated as “Unacceptable.”
The combination of a corporate experience relevance determination based on having ALL of the following is going to dramatically limit the competitive field:

1) 3 years total experience +

2) Not older than 3 years old +

3) Size, scope, and complexity +

4) All limited to sports and entertainment venues

3 years total experience within the last three years sounds like a requirement that can only be met by the incumbent on T2 as specific as this. Firm’s failing to satisfactorily meet all of these are eliminated from consideration as unacceptable. Will the Government consider limiting relevance to size, scope, and complexity considerations only?

The Corporate Experience instructions were revised. See Attachment 1 for the revisions.

Is there a firm(s) currently performing work for which this requirement would be considered a logical follow-on in whole or in part? If so what is the name of this firm(s) and are they eledgible to bid?
There is no incumbent.

Can the Government provide additional detail regarding the anticipated budget/level of effort for this requirement and is the $400,000 travel budget the Government’s estimate for travel outside the NCR?
The travel CLIN is for non-local travel only outside the National Capital Region. See PWS Section 4 for further details.
20
Attachment 2 Section VI, a.
The contractor will work, nation-wide, with personnel at the following entities charged with providing safety and security for patrons and staff in order to identify capability gaps in providing such safety and security at sports and entertainment venues at all levels.
Are there current stakeholder groups that you already have in place? If so, how often have they met and are there meeting notes you can share in addition to rosters or meeting attendee lists of the public safety people who attend or have attended?
No
21
Attachment 2, Section VI, c.
Once appropriate technology items and equipment are identified, the contractor will conduct necessary product testing to ensure the items will be useful and effective for first responders and others charged with providing safety and security for sports and entertainment patrons and staff.
Do you expect the contractor to conduct "product testing" at its own site or can this be a pilot with a state/local group?
This can be a pilot with a state/local group.
22
Attachment 2, Section VI, d
The contractor will assist potential vendors in final commercialization of products and services in order to expedite deployment of the products and services to first responders and others charged with providing safety and security for sports and entertainment patrons and staff.
How far do you expect the DPSI contractor to go in terms of assisting the tech vendor? Are we supposed to help them update designs, reduce costs, market, etc.? To go from a primarily DOD product to a product the state/locals can use/afford can be time consuming/expensive.
We expect the contractor to advise the tech vendor on design to meet a capability gap and on potential markets.
23
Attachment 2, Section VI, d
Overall goal is to provide at least ten new products and/or services to enhance the safety and security of sports and entertainment patrons. Contractor will produce an outreach strategy to ensure wide recognition of the availability of these products throughout the first responder community.
Can you give a sample product/service that has been transitioned in the past two years along with your lessons learned from the process? Also, does 10 mean 10 individual products/technologies/processes that are transitioned OR is one product being transitioned to 10 separate locations sufficient?
DoD has transitions technologies related to several areas including personal protection equipment, and responder health and welfare. A typical problem encountered in transitioning DoD technologies is price point of the product to be affordable by the first responder community.

The expectation is 10 individual products/technologies/processes that are transitioned.

24
Attachment 2, Section VIII
Section VIII - Deliverables Table
1) The first three deliverables are all noted as monthly deliverables. However, there is a logical, linear sequence to these activities - ie, identify the gap, THEN look for technology etc. Therefore in the first few months meeting the target number of monthly reports will be a challenge. Three questions:

2) Is it more important to meet the total # of reports (for the entire contract) or do we have to meet the monthly requirement?

Is there any work in process? If so, please provide pipeline details The Deliverables table outlines the Government’s expectation on frequency of deliverables. Since there is a linear sequence, the deliverable table outlines the frequency and when a particular deliverable shall be submitted in that sequence.

The quoter is expected to meet all deliverable deadlines outlined in the PWS.

25
Attachment 2, Section VI, e AND Attachment 2, Section VIII
Overall goal is to provide at least ten new products and/or services to enhance the safety and security of sports and entertainment patrons. Contractor will produce an outreach strategy to ensure wide recognition of the availability of these products throughout the first responder community. AND VIII. DELIVERABLES Table, VI (d), Product Commercialization, 10-12 Monthly
Should deliverables table say "annually" instead of "monthly"?
Monthly; with updates on any changes as the period of performance progresses.

Is there a firm(s) currently performing work for which this requirement would be considered a logical follow-on in whole or in part? If so what is the name of this firm(s)?
No

The pricing template only includes labor and travel; where should we include pricing for the small business subcontracting, technology acquisition from vendors, any necessary expenses when conducting the testing (e.g. consumables, complementary generic or task-specific test gear), or other required but non-labor or travel project costs?

The Quoter shall provide an overall FFP for all work associated under this requirement. The pricing template is updated to reflect the required information for any non-labor/travel expenses.

Must all funds be invoiced to the government by the end of the period of performance or will the funds' obligation suffice for contract purposes at the end of the period of performance - so that, for example, final deliverables and/or payments to vendors and subcontractors can be received and processed after the period of performance has ended?

No; Quoters are not required to submit all invoices by the end of the period of performance. However, WHS/AD encourages the quoter to submit all final invoices in a timely manner.

Were Sections 5 and 7 in RFQ Attachment 1 accidentally deleted, or were the sections numbered incorrectly?

Yes.

Are the subcontractors' labor type and rate information details expected to be included in Volume 2?
Per the pricing instructions, Quoters shall provide all labor hours and rates to support this requirement. The information does not have not identify whether the labor rate is for the prime or subcontractor.

File details come from the government source that posted it.
