The United States Vietnam War Commemoration

Statement of Work for Veteran Lapel Pins

August 2015

1.0 Scope. The United States of America Vietnam War Commemoration Program (the Program) was established to commemorate the 50th anniversary of the Vietnam War. The Program was established in 2008 and is expected to conclude in 2025. Objectives of the Program include thanking and honoring Vietnam veterans and their families for their service and sacrifice, highlighting the service and contributions of the Armed Forces, Federal agencies, and other organizations in support of the Armed Forces, and paying tribute to the people of the United States who made contributions on the home front. The Program envisions thousands of local groups and organizations taking part in the Commemoration activities. Approved entities will be officially designated as Commemorative Partners. As a part of meeting the overall objectives, the Program seeks to acquire commemorative lapel pins. These items will be presented and distributed to Commemorative Partners for presentation to veterans who served during the Vietnam War.

2.0 Items to be Produced. Vietnam War Veteran Brass Embossed Lapel Pin (See Attachment 1 – Front Side - Detailed die struck eagle, flag, wreaths, text and stars with inlayed blue enamel surrounding the text and wreaths and protective coating. Attachment 2 – Back side with protective coating – Brass Embossed Text).

If requested, Adobe file formats will be sent to the successful bidder. All items procured under this order must be produced or manufactured in the United States.

2.1 Veteran Lapel Pin Die Sets and First Articles. The vendor shall create twelve die sets from the hubs (front and back) provided by the Program. Each die set will include 20 sample lapel pins as first articles. Each die set will consist of the front and back dies and the 20 sample lapel pins. Dies will be for production in a progressive tool in order that large quantities may be quickly produced. Dies must be able to be fitted in commonly used production tools; dies must not be so unique that the producing manufacturer is the only one that can use them. When the first set of dies is complete, the manufacturer will produce 20 first articles at no additional cost to the Program; the lapel pins include a butterfly clutch. The first articles must match the description of the veteran lapel pin as presented in the specification sheet in Attachment 1. The Program will also send two physical lapel pins to assist the manufacturer in matching the finish and appearance of the first articles.

The first articles will be evaluated and must be approved before production of the veteran lapel pins can begin. Once approved, the manufacturer must also produce the second set of dies and produce 20 first articles at no additional cost to the Program. Once the first articles are evaluated

Page | 2 and accepted for both sets of dies, the hubs used to create the dies are to be returned to the Commemoration. The dies become property of the United States of America Vietnam War Commemoration and will be shipped to the Program upon completion of the contract. Failure to agree to this condition will result in immediate disqualification of the bidder for this award.

2.2 Veteran Lapel Pins. Once the first articles described in 2.1 are complete and acceptable to the Program, the manufacturer will begin production. The lapel pins with butterfly clutches must be packaged as described in 3.0 Packaging. The Commemoration requests 575,000 packaged veteran lapel pin according to the following production schedule. If a vendor can produce the items faster than the schedule below, they should detail their proposed delivery schedule. Being able to provide the lapel pins on a faster schedule will be viewed favorably. If providing a faster delivery schedule, the vendor must adequately describe how they have the ability to produce and deliver on a faster schedule. Specific examples of past volumes and delivery schedules should be included.

3.0 Packaging. All items should be individually packaged in a hinged plastic box with a foam or cardboard insert to prevent damage. The top half of the plastic box must be clear so as to see the lapel pin face; the bottom half of the plastic box must be black. The plastic box should easily accommodate the length, width, and depth of the lapel pin with the butterfly clutch attached. The minimum interior measurement of the plastic box should be: 1.00 inch long, 1.00 inch wide, and 1.00 inch deep. Note: plastic hinged boxes that are slightly larger than these measurements will be acceptable. The lapel pin should be attached and centered on a black or gray piece of foam or jewelers cardboard. The 20 first articles of lapel pins must be packaged as described in this section and at no additional cost to the Program.

Individual packages of lapel pins in the hinged plastic box may be combined into a bulk package(s) in a sealed plastic bag or box. Bulk packaging should also be done in a way that minimizes damage to the items and facilitates shipping. The bulk package of items should be clearly labeled as to contents and amount (e.g. 100 veteran lapel pins) without having to open the packaging.

4.0 Shipping. All orders purchased by the Commemoration will be shipped to the Commemoration Program office: The United States Vietnam War Commemoration, 1101 Wilson Boulevard, Suite 810, Arlington, VA 22209. Shipping costs to this address must be shown separately. Shipping costs will not be evaluated in awarding the contract.

5.0 Artwork and Set-up Charges. Vendors must briefly describe the need for any one-time charges to produce the items including items such as artwork preparation, die preparation, and other items. Vendor should clearly specify and price separately different charges for necessary items not listed in this solicitation.

6.0 Quality Control. To ensure the quality of the products on this contract, all potential vendors must be a certified manufacturer by The Institute of Heraldry. The manufacturer agrees that all production and manufacturing for this contract shall meet or exceed the standards established by The Institute of Heraldry. As stated in 2.1, the manufacture agrees to send twenty

(20) first articles of the veteran lapel pin in a plastic box at no additional cost to the Program.

When approved by the Program, the manufacturer may proceed with full production.

If defective items are produced, the manufacturer agrees to replace them with acceptable items at no additional costs to the Program. All items produced for this effort must be manufactured or produced within the United States.

7.0 Licensing and Rights. The logo and images of the Vietnam War Commemoration are the sole and exclusive property of the United States of America government. Thus bidders do not have the right to license the logo and images of the Commemoration and bidders do not have the right to produce items with the logo and images of the Commemoration and sell or provide to any other group other than a contract with the Vietnam War Commemoration.

The intent is for the Commemoration to control and protect its images that can be produced for lapel pins, and other items. Thus physical control of the dies or similar items must be surrendered to the Commemoration as described. Failure to agree to this condition will result in immediate disqualification of the bidder for this award.
