RESPONSES TO OFFEROR QUESTIONS

Amendment 0001

QUESTIONS & ANSWERS

COURTROOM TECHNOLOGY SUPPORT SERVICES

Q.1: Has a contractor performed similar work to this for the government in the past?

If available, please provide the incumbent contract number.

Government response: Yes, HQ0034-13-C-0002.

Q-2: Are attachments 6 & 7 for informational purposes only to our broadcast engineer?

This work was previously performed under a separate contract with QTI’s engineer only providing signal to the satellite provider.

Government response: Disregard Attachments 6 &7, both documents do not apply to this

RFP.

Q-3: The equipment list is not for audio visual equipment. Will a revised list be provided?

Government response: Disregard Attachment 6 &7, both documents do not apply to this

RFP.

Q-4: The opening page of the solicitation states a due date of 29 June 2015, however under the instruction to offerors, the solicitation due date is set to 26 June 2015, NLT 10:00 AM EDT. Will the government please specify the correct due date and time?

Government response: Proposal (s) is due by 10:00 AM EST June 29, 2015. The Instructions To Offerors Addendum has been corrected. Refer to the revised Combined Synopsis-Solicitation dated 061715.

Q-5: The PWS states up to four (4) additional Audio/Video operator and installers on a temporary basis for up the eight (8) consecutive weeks. The Estimated Labor hour’s table only accounts for 140 hours (3.5 Weeks). Should the offeror base the annual surge support estimate on eight weeks (240 hours) per each of the 4 required surge positions, a total of

480 hours for Broadcast Audio/Video Engineer and 480 hours for Additional Audio/Video Operator & Installer (Remote Help Desk Support)?

Government response: Offerors shall only provide labor rates for each labor category.

The "estimate labor hours" table is only an estimate. However, in the event surge support is required the contractor shall provide four (4) additional Audio/Video Operator and Installers on a temporary basis for up to eight (8) consecutive weeks.

Q-6: Overtime rates are briefly mentioned, but are not accounted for the CLIN structure.

Would the government be willing to add overtime CLINS to the solicitation?

Government response: No, overtime is accounted for. Refer to paragraph 4.5 under the Performance Work Statement to determine which CLIN applies to overtime.

Q-7: Some customers who use the PPIRS/CPARS system for past performance evaluations are no longer completing past performance questionnaires. If this is the case for a past performance, would the government be willing to accept CPARS in lieu of the Past Performance Questionnaire (attachment 4)? If the government is willing to accept CPARS, would the government accept a table in Factor II - Past Performance for each relevant CPARS past performance covering the criteria as items 1-7 in Attachment 4?

Government response: The government will utilize any other past performance information available and evaluate in accordance with Factor II- Past Performance Rating.

Refer to the revised Combined Synopsis/Solicitation dated 061715.

Q-8: Section H.5 Paragraph two states "The Contractor shall provide purchase of courtroom technology equipment and software”. Are these costs intended to be part of Clins 0002, 1002, 2002, and 3002 Travel/Other Direct Costs (ODCs)?

Government response: Yes.

Q-9: The Description states: "The Defense Legal Services Agency, Office of Military Commission (DLSA, OMC) is seeking contractor support for all phases of the courtroom technical operations to include official and unofficial transcription, auxiliary location support, and current and future localized Closed Circuit Television (CCTV) infrastructure support.” Does this mean technical support of the equipment used by the courtroom stenographers or providing the actual transcription services themselves?

Government response: The courtroom technicians will provide technical support on the courtroom equipment, not transcription services.

Q-10: For Key Personnel, 4.1 states the two full time positions and 4.2 state the surge positions. Are resumes for surge positions required/requested in response to Factor 1, Sub-Factor 3 - Recruitment and Staffing Plan?

Government response: Resumes are required for the two (2) full-time Audio/Video Operator and Installer personnel only. Refer to the revised Combined Synopsis- Solicitation dated 061715 (Subfactor 3- Recruitment and Staffing Plan).

Q-11: Clause 52.209-2 is titled "Personal Identity Verification of Contractor Personnel (JAN 2011)". The FAR states Clause 52.209-2 is titled "Prohibition on Contracting with Inverted Domestic Corporations-Representation". Would the government please clarify?

Government response: Federal Acquisition Regulation Clause 52.209-2 title has been corrected. Refer to revised Provisions and Clauses dated 061715, Attachment 3.

Q-12: Will the awardee be able to use the APO mailing services for freight and mail?

Government response: With pre-approval by the COR, the offeror will be allowed to transport freight from Naval Station Norfolk to GTMO via a Navy barge. The government will assist in the freight shipment and reimburse the offeror on allowable freight costs.

Only full-time personnel assigned at GTMO will be allowed to use APO mailing services.

Q-13: Will the government confirm or clarify the labor categories and quantities to perform Support Services and Surge Support Clins?

Government response: Offerors will find a description of the required surge support services in the Performance Work Statement, paragraph 4.4 (Surge Support Services) and the annual estimated labor hours required in the Combined Synopsis/Solicitation under Factor III-Price.

Q-14: Will the government please clarify how food services are addressed in support of this contract?

Government response: Full-time personnel are responsible for their own meals. Surge support personnel are entitled to perm-diem at the JTR reimbursable rate. Military dining facilities, restaurants, and a commissary are located at GTMO.

Q-15: Will the government please clarify transportation to and from facilities on Guantanamo Bay?

Government response: Transportation will be provided by the government and will consist of a rental car or government vehicle.
