STATEMENT OF OBJECTIVES (SOO)
Rev #3
GOVERNMENT EVALUATION OF VI HOLDINGS SUBSEQUENT TO
METADATA REVIEW
1. The Government performed a detailed review of the data presented to interested vendors regarding DIMOC’s physical media holdings for the cost share contract initiative. The review focused primarily on the document titled, “AS_RS Physical Media.” This document captures the entire inventory held within the automated storage and retrieval system at the DIMOC Riverside facility. The inventory of media listed in the other documents, “CSRS released”, and “CSRS not-released” are captured in the physical media document.
For the purposes of determining how much physical motion media is in the possession of DIMOC, please use the dataset “AS_RS Physical Media” in the metadata distribution.
2. As stated in the previous paragraph, the “physical media” document accounts for our total physical inventory. This inventory includes many duplicate records (somewhat easily identifiable by reviewing titles), as well as, media listed as QTY. The QTY designation identifies media which has been bulk duplicated for mass distribution. Due to this situation and the potential of inaccuracies when counting inventory, on the second pass of data normalization, the government removed all QTY items from the inventory count. This decreased the inventory by 26,561 items. The Government then ran a unique value search of the remaining items based on title and barcode to come up with what we believe is a much better accounting of unique motion media items. This process of data normalization produced a new number of 155,672 unique motion inventory items equating to 51,890 hours of motion media (based on 20 minutes average per item) within our holdings. The titles can appear duplicative at first glance, but are often representative in situations where a single title spans a series of multiple tapes (tape 1 of 5, for instance).
3. Finally, the Chief of Naval Operation (CNO) and Office of the Secretary of Defense (OSD) collections of primarily still imagery are listed in the “CNO_OSD Physical Media” spreadsheet. These counts can also be deceiving as laid out in the spreadsheet. The CNO collection is primarily housed on compact disk and each CD can contain hundreds of images. This collection also contains folders holding 35mm slide sets, 2 ¼ color negatives and 35mm color negatives. The number of images in a particular folder ranges from one to multiple rolls of 36 exposure film. The OSD collection is somewhat older and contains 3,841 folders of varying quantities of multiple still formats, including 35mm negatives and positives, as well as 2 ¼” 4”x5” B&W and color negatives, and 3”x5” and 8”x10” prints.
4. In summary, the following is the Government’s estimate of the physical media holdings:
· 30,000 unique Images within the CNO collection
· 600,000 unique Images within the OSD collection
· 1,775 unique Productions (average running time 20 minutes)
Examples of Production content:

· 155,672 unique motion inventory items equating to 51,890 hours of motion media (based on 20 minutes average per item)
5. As the DIMOC receives and logs about 1,500 physical media records per month, the available inventory continues to grow. In addition to the physical content, the Government will provide the 1.2 million digital assets identified as released imagery from our asset management system.
