Industry Question Government Response 1 The SF1449, Items 0001 and 0003, and the related Item's for the Option Years, both reference Audio Visual Maintenance, Sections 6.2. Should one be HQ-DMA?

At the time of contract award, CLIN 0001 will be updated to identify it for AFN-BC and CLIN 0003 will be updated to identify it for HQ-DMA.

Related Option CLINs will be updated as well.

The SubCLINS will be removed.

2 All the SF1449 funding Sub-Items reference "AFN-BC- Funding." Does this mean funding will not be separated between AFN-BC and HQ-DMA? We assume all Sub- CLINs are to be left blank for the CO to complete.

Correct. SubCLINS will be used for internal funding purposes only; offerors should not include pricing at this level.

3 SF1449, CLIN 1010, ODC-Parts and Equipment, does not have a funding Sub-Item, although the other related Items have funding Sub-Items.

Correct, should include SubCLIN 101001 for funding purposes. See Amendment 0003.

4 The second paragraph of paragraph 3.1 states that executive summaries will not be counted as pages for the purposes of the page limit noted in Table 3.1-Proposal Organization. Does this allow each Volume of the proposal to have an executive summary relative to that Volume?

No. There is only one executive summary for the entire proposal. Executive Summary should be limited to a maximum of 2 pages.

5 On page 64, Table 3.1, the "RFP Paragraph Number" paragraph numbers reference an "L". Where are these paragraphs found in the proposal?

‘RFP Paragraph Number’ has been removed.

This is corrected in Amendment 0003.

6 Table 3.1, "Page Limit" for Volume V of 10 pages each does not allow for a 41 page SF1449 and it is impossible to provide adequate detail for 6 periods to be audited by the DCAA in Volume II. This limitation only provides room for a summary.

The page count will be increased to 20 pages.

This is corrected in Amendment 0003.

7 Throughout the proposal preparation instructions we are admonished that no cost information is to be included in any Volume other than Volume IV Cost/Price. Yet the instructions tell us to place the Form 1449 in Volume V.

Again, this information exceeds the 10 page limitation.

Please explain where the Form 1449 and the continuation sheets (CLINs) are to be placed in the proposal.

Each offeror shall not use the SF 1449 as a means of just providing their proposal. Each Offeror shall provide a spreadsheet the breaks down their cost proposal. See the attached spreadsheet. The page count will be increased to 20 pages. This is corrected in Amendment 0003.

8 On page 65, paragraph 3.9 states the original copy of the proposal is to be mailed. We assume it can be hand delivered and that the same applies to the extra copy. Is our assumption correct?

No, your assumption is not correct. We will not accept any hand delivered copies. See Amendment 0001 for number of copies requested.

No proposals shall be hand delivered.

9 There are a number of references to Section J. Two are page74, paragraph 3.20 and page 74, paragraph 3.15.4.2.

On what page is Section J located?

Section J is where the attachments are located.

We have placed attachment separately from the SF 1449, but are still considered Section J to the

RFP.

10 The Organization's Performance Questionnaire has a response date of 12/3/15. Obviously, we assume this should be marked out and a new date inserted. What is the correct date?

Date is changed to 11 Jan 2016. This is corrected in Amendment 0003.

11 Page 75, 3.25 lists Sections to be included in the Volume V. Sections C, D, E and J are missing. Does this mean the information that would have been included in these Sections are not applicable to this RFP?

Page 73, 3.25 has been amended. This is corrected in Amendment 0003

12 The included DD254 references guard services in: "11-E The contractor work performance for the guard services at 23755 Z Street, Riverside, CA 92518-2031." Is this a mistake?

This is an error, see Amendment 0003.

13 Pages 81-84. Is it possible to obtain fillable forms for the Yes. See Amendment 0003.

"Organization's Performance Questionnaire?"

14 Page 144, Paragraph 10 states the period of performance is one (1) year after award with four (4) options years. Is this a mistake?

See Amendment 0003. Base will be for 8 months, with four (4) option years.

15 Security - Attachment 8(L) - 1. Maintains facility security requirements via on-site security. The Contractor shall assure that warehouse roll-up doors and entry/exit doors are secure upon entry and departure each workday. We assume this is the responsibility of the Security Contract.

Is that correct?

Correct.

16 To comply with 52.222-17 NONDISPLACEMENT OF QUALIFIED WORKERS (MAY 2014), we will be required to hire incumbent service employees, which are covered in the Wage Determinations (provided) under the SCA. IAW 52.222-17, the following positions will be covered under this clause; Engineering Technician(s) III, IV and V; Drafter/CAD Operator III and Material and Stock Level Control Technician. Since we will be required to offer employment to these incumbents we request that the government either provide those incumbent resumes – or remove the resume requirements for those positions.

The Government is not responsible for providing resumes. The incumbent personnel are not Government employees. The Government will not remove this requirement. Without the resumes the Government will have no way to determine is the proposed employee is qualified for the position.

17 It says that there is a 3 page limit for each Past Performance contract referenced. Does the limit apply to both the Past and Present Information Sheet AND the Past Performance Reference Information Sheet?

The Present and past performance Information sheet should not exceed three pages. Each Offeror will need to be brief in their explanation.

The Past Performance Reference Information Sheet shall not exceed 3 pages. Again, each Offeror will need to be brief in their explanation

18 Do the Consent/Client Authorization Letters and the Organization Structure Change History count towards the page count? If so, can the page limit be increased?

No. but they should not include information that should be in your proposal or used to circumvent the page count limit.

19 Page 64 of 126, 3.1 mentions OCCI Mitigation Plans as not counting towards the page limits - but there is no other reference to OCCI. Are you expecting a plan?

Yes. If you believe there is a potential OCI issue each Offeror should submit a mitigation plan.

20 List of Attachments: Item 13: Small Business Subcontracting Plan (to be completed at time of contract award, if applicable). Do you also want one with the proposal?

The subcontracting Plan is required for ALL large businesses. Refer to FAR 19.702. If an offeror is a Large Business concern, yes, a plan is to be submitted. See page 67, para 3.13.4.1 (Subcontracting Plan).
