DEFENSE INSTITUTE OF INTERNATIOANL LEGAL STUDIES (DIILS)
STATEMENT OF WORK
FOR
LODGING SERVICES MANHATTAN NY
RESIDENT COURSES
OCTOBER 2015
1. PURPOSE: This SOW delineates the tasks required for lodging services for the Defense Institute of International Legal Studies. The period of performance will be 21 – 25 October 2015 per table 1 below.
2. BACKGROUND: The Defense Institute of International Legal Studies (DIILS) is responsible for managing; directing and performing Security Assistance Training (SAT) in U.S. and overseas locations in support of legally related Security Assistance missions and U.S. foreign policy.
To assist DIILS in fulfilling its responsibilities, contractor will provide executive lodging and conference room services to support a field visit for Resident Course participants and DIILS staff to be conducted in Manhattan New York City, New York as follows:

3. SCOPE: The contract requires expert lodging support and services on a requirements basis. The contractor will also provide a sales representative who has dealt with U.S. government sponsored groups.
4. APPROACH: The contractor shall provide each lodger (DIILS participant or DIILS Staff) with room accommodations on the nights listed table 1 above.
To accommodate reasonable walking distance for participants and guest speakers from UN Headquarters and UN Missions the hotel must be located on or between 42 and 50th streets and on or between Lexington Avenue and First Avenue. The hotel should be no more than .6 miles walking distance from the United Nations located at the corner of First Avenue at 47th Street New York, NY 10017. A hotel within walking distance as defined above is needed to accommodate the tight schedules of guest speakers and to avoid the untenable logistics burdens that driving distance would place on the relatively small staff to student mix for such visits.
All participant rooms must be of a similar size and type (e.g. all studio suites or all one-bedrooms).
The hotel must have an arrival area that can accommodate a large motor coach (50 passenger or more) for drop-off, pick up, and short term parking (at least 30 minutes.) Additionally the hotel including the arrival area must be handicap accessible.
A DIILS Staff member will arrive at least two hours ahead of the participants and other DIILS staff to facilitate advance check in and distribution of room keys to participants. Hotel staff will provide the DIILS staff member facilitating advance check in with room keys for distribution to LCT participants upon their arrival.
A single invoice for all deliverables under this contract will be presented to the DIILS COR after the completion of the contact. Payment will be made via the U.S. Government Wide Area Work Flow (WAWF) web site except for guests identified as “self-pay” who will make payment individually with a credit card. .
5. DELIVERABLES:
Task 1 – Lodging:
The contractor shall assign rooms based on actual rooms occupied versus estimated rooms. The contractor shall block suites per the table 1 above, and the Government shall provide a final list of attendees 1 week (7 calendar days) prior to the day of arrival. The contractor shall bill the Government for actual rooms utilized versus reserved. If the contractor holds a room and a participant or participants do not occupy that room prior to 6:00 P.M. on the date of scheduled occupancy, the Government will be charged a “no show charge fee” for that day and remaining days will be cancelled, and the Government will not be charged by the contractor for the remaining days of that reservation.
All rooms and related services should be tax exempt except for room charges for government contractors. The list of attendees will indicate which guests are government contractors.
It is anticipated that lodging rates will be at or below government per diem rates.
Task 2 – Conference Rooms:
The contractor shall provide a conference room large enough to accommodate 50 persons on the dates listed in Table 1 above. The conference room shall be equipped with tables and chairs for classroom style seating, a speakers table with two chairs, a projection screen, a projector table large enough for a lap top and a projector, a power strip and electrical extension cords long enough reach from the nearest electrical outlet to the projection table.
