Performance Work Statement (PWS)

For Defense Security Cooperation Agency (DSCA) Ministry of Defense Advisors Program (MoDA)

Advisory and Assistance Services 25 January 2013

PART 1

GENERAL INFORMATION

1.0 General: This is a non-personal services contract to provide Advisory and Assistance Services to DSCA for the MoDA Program. The Government shall not exercise any supervision or control over contractor employees performing services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform Advisory and Assistance Services as defined in this Performance Work Statement except as Specified in Part 3 below, as government furnished property and services at DSCA facilities and at contractor facilities. The contractor shall perform to the standards in this contract.

1.2 Background: The Ministry of Defense Advisors (MoDA) program partners senior Department of Defense (DoD) civilians with foreign counterparts. It is designed to forge long-term relationships that strengthen a partner country’s defense institutions and build their ministerial capabilities. Advisors deploy under the auspices of the Civilian Expeditionary Workforce and provide expertise to foreign counterparts in similar defense specialties. Pre-deployment training, facilitated reach-back support, and backfill funding for deployed advisors are critical and unique components of the MoDA program.

The Secretary of Defense continues to emphasize building the security capacity of partner states as an area of strategic importance. The 2010 Quadrennial Defense Review (QDR) cites the MoDA program as a key initiative that strengthens partner states’ ministerial-level capacity. Current defense institution building activities abroad tend to rely heavily on contractors and military personnel. The MoDA program adds defense civilians to this effort – providing longer term government-to-government links and demonstrating the value of a cohesive civil-military team.

FY2010 and FY2011 MoDA program efforts were limited to Afghanistan, where there are currently over 50 MoDA program advisors assigned to NTM-A/CSTC-A. In FY2012 and 2013 the program is expanding to over 80 advisors in Afghanistan and launching a global program in select countries

1.3 Objectives: The requirements for this contract are to provide advisory and assistance services to DSCA to support the MoDA program which deploys DoD civilians to serve as advisors to partner nation Ministries of Defense or similar government organizations in order to build effective and accountable security institutions. Over 80 advisors are currently deployed to Afghanistan. The FY12 National Defense Authorization Act grants authority for the MoDA program to deploy DoD civilian advisors worldwide. Due to this rapid program growth, the MoDA program office requires contractor support in the areas of human resources, operations support, training, assessment, reach-back development, and global outreach efforts. The contractor will support the full range of MoDA program functions detailed under the requirements section.

To perform this work successfully requires special and expert knowledge, skills and experience in disciplines not resident within DSCA. Continued utilization of contractors with specialized knowledge and expertise is required in accomplishing critical, time-sensitive tasks. The advice and consultancy requested is intended to provide sound recommendations and products in a wide range of cross-functional areas, as shown in Part 5 below. The specific work effort related to these areas will be explained, prioritized, and further clarified on a regular basis by the COR.

1.4 Period of Performance: The period of performance is for one base year and two (2) one year options. Total contract period of performance including options is 36 months.

1.5 Operational Information:

1.5.1 Quality Control: The contractor shall develop and maintain an effective quality control program (QCP) to ensure services are performed in accordance with this PWS. After acceptance of the quality control plan, the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to the QC system. The QCP proposed in the solicitation shall be incorporated into the contract award.

1.5.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. The contracting officer shall have the option of seeking remedies which permit the contractor to (a) reschedule the time lost due to base closure or (b) report to an alternate duty location.

1.5.5. Hours of Operation at a Government Site: The Contractor shall be required to perform the required services between the hours of 0800 and 1700 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
