Statement of Work

6 April 2011

Title: Network Switches, Routers and Associated Hardware

Requiring Activity: Defense Security Assistance Development Center (DSADC)

1. Introduction: This requirement is for the firm fixed price purchase of new network hardware to replace existing equipment that is out of warranty and that does not comply with current security requirements.

2. Background: DSADC, a Mechanicsburg, PA, field component of the Defense Security Cooperation Agency

(DSCA) in Arlington, VA, is responsible for the software development and maintenance of several DoD automated information systems (Defense Security Assistance Management System (DSAMS), Centralized Integrated System for International Logistics (CISIL), Management Information System for International Logistics (MISIL), and

Security Cooperation Information Portal (SCIP)). In addition to standard e-mail and office automation software for employees and contractors, DSADC’s internal network houses the Unix and Windows development environments used for DSAMS and SCIP and provides connectivity to the external mainframe development environment used for

CISIL and MISIL. Replacing the existing switches, routers and associated equipment will reduce the risk of network outages that would impair DSADC’s operational mission and will enable DSADC to better protect its network and maintain its security accreditation.

3. Program Objects and Scope of Work:

To allow for flexibility and to accommodate future expansion, the solution shall provide the DSADC network backbone the ability to install and configure a minimum of 9 switches in one managed stack. The Cisco equipment shown in the table below will meet all requirements. One year of warranty/support shall be included with the minimum requirements being 24x7 phone technical support with next day delivery of replacement hardware to

DSADC as needed. On-site support, including installation, is not required. The period of performance for the warranty/support shall be one (1) year from the date of contract award.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is ―late‖ and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
