"DSCA Global Security Cooperation Organization (SCO) Review"
REPONSES TO QUESTIONS
1. Is there an incumbent performing this or related work? No, this is a new initiative.
2. Given that the requirements are not fully defined in terms of visits to the various COCOMS,
a. Will the government establish a flat figure for travel for the proposal recognizing that travel will be approved and reimbursed by the government on a cost basis? If not, will the government provide a planning basis for how these costs are to be estimated?
The government’s estimate for travel related to this procurement is $171,000.00. Potential offerors should include this amount in their proposal for Item No. 0003 and $174,933.00 for Item No. 1003. All travel will be approved in advance by DSCA.
b. Will the government provide an estimated level of effort for the overall project to include SCO and COCOM visits?
No, the government does not intend to provide an estimated level of effort for this project—this is not a level of effort requirement. Known travel requirements include two trips to each COCOM headquarters and an estimated 6-10 site visits to SCO sites located worldwide as stated in PWS.
3. Given that six SCO will be visited and evaluated, will the government support an electronic data call to be issued upon completion of the site visits with a requirement to respond to that data call within 30 days? Scheduling of data calls will first be coordinated with the DSCA COR and COCOM Headquarters. Once data calls are coordinated, all requirements will be fully supported and endorsed by both DSCA and COCOM Headquarters. Offices not meeting prescribed completion dates will be forwarded to DSCA for follow-up action.
4. The solicitation does not include discussion or guidance on the cost proposal. Will the government issue more detail on what and how they want the costing to be provided? Price proposals will be due on the closing date of the RFP. Offerors are required to complete the schedule of services. A separate unit price and extended price must be submitted for each contract line item number. Offeror’s shall also submit a schedule of proposed labor positions for each contract year. For each employee the offeror intends to use to the perform the performance work schedule, the schedule shall include each proposed labor category and associated costs including base wages, applicable taxes and other federal/state/local additives, G&A, profit and any other costs necessary to arrive at the fully burdened rate for each employee. The total of the fully burdened rate for each contract year for all employees should match the proposed amounts submitted by the offeror for Item Numbers 0001, 0002, 1001 and 1002 respectively. An offeror’s representations and certifications, shall be included in the price proposal. Offerors are encouraged to register their representations and certifications online at https://orca.bpn.gov/login.aspx and provide confirmation in the price proposal of the registration, as opposed to providing a hard copy of the reps and certs. Furthermore, offerors shall ensure they are actively registered in CCR (www.ccr.gov/) and the information therein is accurate. Each offeror shall provide a total price per contact year to provide the services specified in the performance work statement (PWS).
5. What is the basis and criteria that was used to establish this as a small business set aside? A search of the U.S. Small Business Administration’s dynamic small business website and the General Services Administration’s website revealed a large number of small business possessed the capability to meet the government’s requirement.
6. Was a “Sources Sought” previously conducted to identify potential small businesses with the necessary capabilities to perform this work? No, a sources sought was not issued.
7. Will the Government facilitate vendor access to necessary archival resources and key personnel associated with the assigned topics? DSCA, and where appropriate, COCOM headquarters will facilitate access to historical data that provides additional or unique perspectives on mission and staffing evolutions within the security assistance and security cooperation community. It is also expected the contractor will conduct independent research and not rely exclusively on DSCA or the COCOMs to provide all data necessary to conduct the Global SCO Review.
8. Do the SCO currently have a METL? If not what was the basis for the establishment of requirements? Each COCOM has what could be viewed as a METL, or a form of METL. The presentation of the METL and associated terminology will vary among the COCOMs -- COCOM METL may be resident in internal COCOM regulations or instructions, or any number of other forms. Some COCOMs do not refer to their SCO key task list as a METL. As stated in the PWS, the contractor will be expected to take the assorted COCOMs METLs and synthesize them into a standard global SCO METL. All COCOMs have been included in development and staffing of the PWS and thus are aware DSCA intends to merge their assorted task lists into a standard global METL list.
