About this file
This is a Proposed Services Response Form for RFP #202605083 issued by the Maine Department of Health and Human Services (DHHS), Office of Child and Family Services (OCFS), for the statewide HOMEBUILDERS Program. The RFP seeks a qualified bidder to deliver intensive in-home family preservation and reunification services across eight of the Department's districts (excluding District 9, Central Office Intake). The bidder must operate one statewide administrative office Monday through Friday, 8:00 a.m. to 5:00 p.m., and ensure 24/7/365 availability of HOMEBUILDERS specialists, supervisors, and program managers. Services must be delivered to eligible families at full capacity and fidelity for 52 weeks per year using flexible scheduling that accommodates after-hours, weekend, and holiday availability. The form outlines specific operational requirements including the need to conduct two site monitoring visits per year in each district, develop and implement a Department-approved Quality Assurance Plan within 30 days of contract start, and maintain case records for a minimum of five years. Bidders must provide a comprehensive staffing plan including eight HOMEBUILDERS teams (one per district) consisting of 4-5 specialists and one supervisor per team, three team leads overseeing specific districts, and three team managers overseeing no more than three teams each. No specific response deadline, site visit schedule, or bidders' conference information is included in this form, and contract award date and term details are not provided in this document.
The form does not include explicit pricing terms, set-asides, or incumbent information. However, bidders must address funding and concrete services provisions, including the requirement to assist families in accessing funding for goods and services while limiting emergency funding to a maximum of $500 per calendar year per family. Staffing requirements mandate that specialists hold a master's or bachelor's degree in social work, psychology, counseling, or related fields with at least two years of experience working with children and families, while supervisors require a master's degree or a bachelor's degree with at least four years of experience as a HOMEBUILDERS specialist and one year of supervisory experience. All staff must complete initial HOMEBUILDERS core skills training, ECM webinar training, and client documentation training before assignment to cases. Bidders must comply with background check requirements per the DHHS Subrecipient Service Cost Settled Service Contract and implement MaineIT security policies for handling sensitive information including personally identifiable information (PII) and protected health information (PHI). Performance measures include eight mandatory targets assessed quarterly, such as 80% of families successfully completing the program, 70% of children remaining safely in their home six months post-closure, and less than 10% family dropout rates. Required reports include quarterly Provider Packets with performance measures, monthly child served reports, quarterly financial reports, and an annual contract closeout report.
