STATEMENT OF WORK
NIH Central Utilities Plant
Training Needs Assessment – Request for Proposal
1. INTRODUCTION
1.1 Background
1.1.1 NIH CUP Description
The NIH CUP is located in Building 11 on the main campus of the National
Institutes of Health in Bethesda, Maryland. The primary purpose of the CUP is to generate and distribute steam, chilled water, and compressed air for the NIH Bethesda campus buildings and re-use steam drains back into the steam generation cycle. The CUP has two sides, a boiler side that produces steam and a “Chiller” side that produces chilled water.
The boiler side includes five gas- and oil-fired boilers that produce saturated steam to the NIH campus distribution system, which is maintained at 165 psig. Steam is needed by the NIH campus operations for space conditioning, hot water heating, medical equipment sterilization, autoclaves, animal cage and rack washing, dishwashing, and other process uses.
Approximately 100,000 lbs/hour of the campus steam load is supplemented by a Combined Heat and Power (Cogeneration) Plant that is managed by NIH, and operated and maintained by personnel from PEPCO Energy Services.
The boiler side includes the following major components:
• One 200,000 lb/hour saturated steam boiler installed with two oil and one gas burner
• One 150,000 lb/hour saturated steam boiler installed with one oil and gas burners
• Three 150,000 lb/hour saturated steam boilers each installed with four oil and gas burners
• All boilers have one steam or electric driven ID and FD fan and boiler 5 also has FGR fan
• Two Condensate Tanks and four Condensate Pumps (one steam and 3 electric driven)
• Three Bearing Cooling Water Pumps (one steam-driven and two electric-driven)
• Three Water Softeners
• Six Condensate Polishers
• Three Deaerators and Storage Tanks
• Four Boiler Feed Pumps (two electric and two steam -driven)
October 2014
• 2 main Fuel Oil Storage Tanks (two electric-driven fuel oil transfer pumps), 2 Fuel Oil Daytanks and four Fuel Oil Pumps
• Four Air Compressors and associated air dryers
• Chemical Treatment Systems for the boiler and Chiller systems
• Electrical Distribution System at 13.8 KV, 4160V, 2400V and 480V, and Low voltage AC and DC (Common to both the boiler and air conditioning plant)
• Hard panel control panel with digital controllers for operating the boilers and local panels for lighting burners at each boiler (if desired)
• Reverse Osmosis Unit for makeup to the CUP
• Additional systems as needed support boiler and Chiller operations
The air conditioning Chiller Plant produces chilled water at 44°F to supply the campus buildings. The plant includes the following major components:
• Six 5000-ton York Turbomaster centrifugal chillers using R- R-22 refrigerant
• Two 5000-ton York Turbomaster centrifugal chillers using R-134A refrigerant
• Four 5000-ton Carrier centrifugal chillers using R-134A refrigerant
• Primary Chilled Water Loop with (12) Chilled Water Pumps
• Secondary Chilled Water Loop with (6) Chilled Water Pumps
• Condenser Water System and (12) Pumps
• (24) Mechanical Draft Cooling Towers
• Chemical Treatment System
• Two Free Cooling Heat Exchangers and Pumps
• Additional systems as needed support Chiller side operations
1.1.2 NIH CUP Shift Staffing
Operations staffing for the CUP steam and chilled water plant will be the target audience for this assessment. The staff includes four operating shifts consisting of the following positions:
• Shift Supervisor
• Shift Leader
• Chiller Operator
• Boiler Operator
• Pump Room Operator
• Shift Electrician
In addition to the operators, the CUP staff includes Control Technicians, HVG Electricians and Mechanics who presently perform primary maintenance tasks and preventive maintenance. In the future it is desired that CUP Shift and CUP Trade skill personnel be cross-trained so they may assist in operations and maintenance with in the CUP on an as-needed basis.
1.1.3 NIH CUP On-Going Initiatives
In efforts to upgrade the reliability and performance of the NIH CUP, management is working on both upgrading the plant systems and establishing a number of programs to enhance the operational readiness of the CUP staff. Key among these initiatives is:
• Design and rollout of a new lockout tagout (LOTO) System;
• Implementation of electronic logs;
• Upgrading of Maintenance Management Activities, including implementation of a new maintenance management system;
• Development of Standard Operating Procedures (SOPs). This work is in progress and about 30 to 40% complete;
• Implementation of Personal Qualification System (PQS)
• Implementation of the Engineering Operation Casualty Controls.
• Implementation of an update Isometric drawing

3. SCOPE OF WORK
3.1 Project Goal
The goal of this project is for NIH CUP to develop a plan or roadmap that will guide the NIH Utilities Generation Branch (UGB) management in procuring a training and qualification program that will enable its personnel to operate the steam and chilled water generation facilities safely, reliably, and in an environmentally acceptable manner. The Contractor shall evaluate the existing workforce and identify a training and qualification program, as well as associated procedures and training materials that will ensure the following objectives can be met:
• Ensure the NIH CUP operations personnel have knowledge of steam and chilled water generation fundamentals to confirm they have the necessary knowledge to perform their job duties efficiently and effectively during normal and abnormal operations.
• Ensure the NIH CUP operations personnel have the information necessary for them to operate the steam and chilled water systems and equipment safely and reliably.
• Ensure the NIH CUP operations personnel have adequate knowledge of how the plant systems work in an integrated manner to carry out safe, efficient, and environmentally acceptable operations.
• Ensure NIH CUP maintenance person have adequate knowledge to assist in plant operations as determined by UGB management.
• Ensure a method exists at NIH CUP for qualifying its personnel prior to their assignment to each operating job.
3.2 Project Scope
The scope of work requested includes the following tasks:
• Establish a set of criteria for evaluating the NIH CUP operations workforce and job aids (operating procedures, alarm responses, LOTO, drawings, system descriptions, training materials, etc) available to support their jobs
• Conduct a detailed assessment of the NIH steam and chilled water generation facilities, including:
o Comprehensive review of current NIH CUP steam and chilled water generation operations work practices, training and procedures o Determination of the operation workforce’s competency level o Determine knowledge requirements for maintenance personnel to be capable of assisting in plant operations.
o Identification of the training required to meet any identified gaps in employee competency o Identification of the documentation available to support training, qualification and job-related activities
• Create a detailed plan that defines the needs, makes recommendations for meeting the needs, and provides a roadmap to ensure all needs are met (Training Plan)
To ensure that the assessment is acceptable and complete, UGB management will require the Contractor to fulfill the following steps:
Step 1: Contractor establishes a set of criteria for performing the assessment. A draft of these criteria should be included in the proposal.
Step 2: Contractor participates in a project kickoff meeting, held at the plant site, to discuss the scope of the assessment and to get a clear understanding of management objectives.
Step 3: Contractor identifies, researches, and reviews all relevant reference material associated with NIH CUP.
Step 4: Contractor completes a detailed review of the plant’s systems and equipment.
Step 5: Contractor interviews management, supervisors, operators and maintenance personnel to determine their level of operations competency and get insight on the need for training and job aids.
Step 6: Contractor prepares a report that will identify the findings, make recommendations, and propose a plan for addressing any identified needs.
3.3 Schedule of Performance
