Question Response May we submit our own Past Performance Questionnaires outside of the PPIRS system?

No, Contractors should not submit Past Performance Questionnaires.

Do you have a particular method in mind to evaluate the NIH CUP operations workforce?

The Contractor shall propose a method for assessment.

In Section 4 Schedule, the text says an estimated 7 months, but Table 1 shows 116 days. Which is the correct estimated schedule?

Deliverables have to follow the schedule listed in the table. The CO will decide the task order period of performance to include final invoicing and administrative closeout etc.

Yes.

How many employees are in each of the six positions?

One of each position per shift with 4 shifts.

4 Shift Supervisors 4 Shift Leaders 4 Chiller Operators 4 Boiler Operators 4 Pump Room Operators 4 Shift Electricians Maintenance consists of maintenance mechanics, maintenance electricians and controls technicians who do not stand shift. These total 20 personnel

Could you confirm that the effort for all of the following activities is to be applied to all six positions?

Review of training and procedures

Determine workforce competency level

Determine knowledge requirements

Identification of training required to meet any identified gaps

Identification of the documentation available to support training, qualification and job related activities

Yes.

Is this same set of people included in the training needs analysis, the gap analysis, and the knowledge assessment?

Yes

Step 4 says Contractor completes a detailed review of the plant’s systems and equipment. Does this refer to the review of the operations procedures or are you looking for a full condition assessment of the equipment? The condition assessment is usually a separate process from a training needs assessment. Please clarify the Step 4 requirements.

Step 4 refers to review of operations procedure

Would you like resumes of key personnel included? If yes, will the resumes count towards the page total?

Yes, Contractors should submit resumes of key personnel. Resumes will NOT count towards the page limit.

The stated Period of Performance is 7 months.

Does NIH CUP anticipate that the work required will take 7 months or does NIH CUP anticipate that staff availability will be limited driving the project up to 7 months?

The staff availability will be over a longer period due to shift operations.

What is anticipated to be the availability (hours per day; hours per week) of CUP leadership and operations staff to support the Training Needs Assessment?

5 hours per week depending on CUP operations.

There may weeks when they cannot spare any time for meetings.

Should the contractor expect resistance from the workforce or PEPCO Energy to this Training Needs Assessment, requiring change management initiatives in parallel with the Training Needs Assessment?

No. Pepco energy does not operate or maintain the central utility plant

Is the Contractor needed to support any of the NIH On‐Going Initiatives or only consider them as “FYI” input as an awareness during the Training Needs Assessment?

Consider them as “FYI” input

Shift Supervisor – X ( y ‐1, y – 2, y – 3, y – 4) Shift Leader ‐ X Chiller Operator ‐ X Boiler Operator ‐ X Pump Room Operator ‐ X Shift Electrician ‐ X Maintenance ‐ X

Does the NIH CUP have a skill or experience based competency progression in place based on NIH CUP or PEPCO Energy or Maryland’s Stationery Engineer licensure program (Chief Engineer, 1st Class Engineer, 2nd Class License, 3rd Class License, etc.) If so, what percentage of the affected group holds the Maryland Stationery Engineer License?

We do not. Some are licensed some not but it is not required to be licensed

How many of the operational personnel (or percentage) are you expecting to transition out of the position within the next 2‐ 5 years (retirement, job transfer, etc)

May be 10%

What are the pipelines for entry into the positions (rotate in from other positions, direct hire from outside, agency/community college, etc.)

All listed avenues

Does the CUP Operations Staff have a formalized training program or has training been on‐the‐job, one‐to‐one?

CUP staff have gone through varied levels of training. There are formalized safety training programs but no formalized program in place
