The following have been modified:

SECTION M - EVALUATION FACTORS

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The basis of award is the determination of the best value proposal via an integrated assessment of each proposal by utilizing trade-off source selection evaluation procedures in accordance with FAR Part 15.

(b) The following factors shall be used to evaluate offers:

(i) Management Approach

(ii) Technical Capability

(iii) Past Performance (reference FAR 15.304)

Technical Capability is more important than Past Performance and Management Approach. Past Performance and Management Approach are equal in importance. Management Approach, Technical Capability and Past Performance, when combined, are significantly more important than price.

PROPOSAL EVALUATION

FACTOR 1 - Management Approach – This factor evaluates the Offeror’s basic qualification to perform this contract (possession of a valid business license), and also evaluates the offeror’s approach to manning to determine if contract requirements could be successfully accomplished by this offeror. Additionally, this factor evaluates the offeror’s proposed Project Manager to determine if the submitted resume demonstrates the proposed individual’s capability and ability to successfully manage this contract.

FACTOR 2 - Technical Capability – This factor evaluates the offeror’s technical experience and ability as an organization in providing same or similar requirements as set forth in the Performance Work Statement (PWS) herein. The offeror’s Overview QC Plan will be evaluated to determine if the offeror understands the criticality of PWS requirements.

FACTOR 3 - Past Performance – The Government will be evaluating past performance information on the offeror to determine if the offeror will be successful in performing the specified contract requirements. The Government will consider the relevancy, recency, substance and extent of the past performance information submitted, as well as the size and complexity of the past performance information relative to this solicitation’s requirements. In evaluating past performance, the Government shall consider information in the Offeror’s proposal and information from other sources, including references, past customers, Government agencies and activities, federal databases and other sources deemed necessary by the Government.

Price – The Government will evaluate the total price proposed for the contract and for each performance period. Price evaluation will not be based on absolute standards or given an adjectival rating. Price realism analysis may be used to determine if the proposed prices or rates reflect a clear understanding of the requirements and are realistic in relation to the PWS requirements set forth herein. The Government shall evaluate the price proposals to ensure a fair and reasonable price by using one or more of the following price analysis techniques:

a) Comparison of price proposals to solicitation requirements so that price reflects all the associated costs;

b) Comparison of prices to all other price proposals;

c) Analysis of price for unbalanced items or offers; price is acceptable in relation to market prices;

d) Identification of areas considered unreasonably high or low.

(c) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(d) Subjective judgment on the part of the Government is implicit in the evaluation procedures. This evaluation is intended to perform tradeoffs in strengths and weaknesses among price and non-priced factors. Under Best Value tradeoff source selection evaluation procedures, the Government may award a contract to other than the lowest priced offeror.

(e) Offerors found to be in consideration for award may be required to submit evidence of available financial resources required to ensure successful mobilization and initial performance as allowed in FAR 9.104.

(f) In accordance with FAR 15.306, the government reserves the right to award a contract without discussions with offerors. Therefore, each initial offer should contain the offeror’s best terms from a price and technical standpoint. The government reserves the right to conduct discussions if determined necessary by the Contracting Officer.
