Questions and Answers 1 (HE125421Q4000)

Question 1: Are contractors required to use the SCA wage determination for this opportunity? If so, please clarify which job title contractors should use for services required?

1: The Service Contract Act does not apply because the services will be performed in a foreign country.

Question 2: Will the government provide SOFA or Logistical support for this role?

Response 2: This requirement does not offer Status of Forces Agreement status.

Question 3: In PWS 3.7.1. It states here:

The Contractor shall provide qualified personnel to ensure quality performance of the services required by this contract. All on‐site supervisors shall have the ability to read, write and speak the

English language at a level of fluency that allows for clear communication.

Under page 35 it states here:

Staffing Plan Subfactor. The Government estimates the workload will require two full-time employees to perform the tasks identified in the PWS.

Please confirm if this solicitation requires to have on‐site supervisors aside from the two full-time employees (Warehouse Support).

Response 3: The Government is not requiring vendors to have an on-site supervisor. The

Government requires the vendors to provide a person to be in charge of the project and be able to read, write, and speak English. That person in charge can be one of two workers assigned to the project, an additional full-time or part-time person, someone that works off-site, or some other option the vendor thinks would work. Remember, the two full-time employees mentioned in the solicitation is the Government’s estimate. Vendors will be evaluated on their individual staffing plans. Vendors need to also keep in mind that price is also being evaluated.

Question 4: Please confirm what qualification requirements are needed by the candidate (e.g.

education/degree, experience, certifications etc.)

Response 4: There aren’t any education/degree, experience, certification requirements for individuals working this requirement. However, past performance is being evaluated so the vendor’s past experience for providing services similar to those indicate in the Performance Work

Statement could help in the past performance rating.
