FOR DODEA EAST DISTRICT
Vendors Questions and Government Answers
Q1. DELIVER TO: On Standard Form 1449 (hereinafter referred to as SF 1449) is mentioning Yokosuka. It seems to be a typographical error, doesn’t it? If so, will it be rectified?
A1. Yes, this will be corrected. Our Procurement system has this address for the Japan DSO.
Q2. A. Solicitation / Contract Form Addendum to SF 1449, which will give details of the contract be added?
A2. At contract award, an administrative addendum will be added providing contract details like the COR and Contract personnel administering the resultant contract.
Q3. Will a site visit for offerors be scheduled? If it is scheduled, will notice of if be publicized in Federal Business Opportunities site of by an e-Mail message from DoDEA procurement contract office?
A3. There will be a site visit for offerors. The date and information will be posted on the Federal Business Opportunities site.
Q4. I reviewed bus driver preparation and training requirement in Sections
3.0 and 4.0 of the Performance Work Statement (herein after referred to as PWS), and also 5.0 CONTRACTOR OPERATIONAL REQUIREMENTS in order to construe the meaning of CLIN 0002-4002 Driver Service – Contingency directly. As a consequence, however, I was not able to find anything about it. Please advise me what we can understand with this service and what you are planning with it.
A4. The intent of the service CLIN is to recognize daily commuting requirements above the norm may be required due to circumstances beyond the government’s control. See paragraph 5.1.7. “School Makeup days.
Q5. Will a contractor really be paid for CLIN 0007-4007 eCMRA, an administrative and reporting service?
A5. No, it is a Not Separately priced CLIN.
Q6. In Attachment A to PWS, Workload of School Bus Routes Schedule (SY-17/18) total route times and arrival times are shown. However, is it possible for the Government to provide us with departure times of buses/vans in relevant daily commuting routes on both morning and afternoon services basis?
A6. At Attachment A, the Route Time Column represents the total time estimated from the point of dispatch and return. Likewise, the time estimate represents the total time for each run. For example, Route #1 is estimated to require 210 minutes for the AM run and 210 minutes for the PM run.
Q7. Is it possible for the Government to provide the same sort of Workload chart as mentioned in the Item F. above, but those covering all the four (4) option years. Unless there is any change expected in the daily commuting routes even in or after the school year 2018-19, please make a note of the comment of the routes remaining the same during the whole of the contract period?
A7. See A6.
Q8. Comment on FAR 52.212-1, Instructions to Offerors – Commercial applies to this acquisition (from Page 89-91 of 95) hereinafter. VOLUME I: VENDOR INFORMATION (Page 90 of 95) Attachment 1: will the Vendor Information Sheet be provided?
A8. Yes, Attachment 1 will be provided.
Q9. VOLUME III PAST PERFORMANCE (Page 90 – 91 of 95) Attachment 2: Will the Past Performance Questionnaires be provided?
A9. Yes, Attachment 2 will be provided.
Q10. VOLUME IV: PRICE: Please clarify what it means “PDF will not be accepted, which does not make sense. Normally, the price quotations/list part, Section B in a Solicitation/Contract in PDF are submitted and evaluated, and a contract is consequently awarded together with SF1449 and PDF.
A10. Vendors typically provide us with an excel spreadsheet with prices which should not be in a PDF format. However, the Government will clarify this to be specific about submission of a spreadsheet with all pricing in additional to filing out Section B of the solicitation.
Q11. Submission of Phase-in Plan and Quality Control Plan of an offeror are not mentioned in this draft. Will we be required to establish and submit them in our offer?
A11. Please draw your attention to FACTOR 1 – Technical. The requirements you mention above are relative to a vendor being able to properly satisfy the requirements and technical capabilities of the Government’s requirement. Your proposal will be evaluated on how well you can substantiate this during the evaluation process.
Q12. In Attachment B to PWS, Workload of Curricular, Co-Curricula, FAR East Event, and Long Haul Transportation it is shown with times and hours of trips. Is it possible for the Government to provide some historical data of number of buses used in respective trips?
Because an offeror should have the information on how many buses were used in a trip. For instance, in such a trip as Far East Event, there may be fifty-four (54), fifty-three (53) is the largest passenger load of the largest Passenger-City Bus in its capacity according to PWS 3.5 School Buses – or more passengers (students, teachers, and so on) participating in an activity, who shall be accommodated in two (2) or more buses.
A12. Reference 2.0 Definitions. The definition of a “Trip” is provided as a single dispatch of one (1) school bus in support of a school’s curricular, co-curricular, Far East, and/or long-haul transportation requirements. Therefore, the anticipated workload in expected in month of September for Far East services is two (2) trips which means two (2) buses.
Q13. Para 5.1.2 states that the Prime Contractor must perform at 30% of the operational requirements and mentions "subcontractors". I just want to be clear that it is permissible to have more than one subcontractor.
A13. The Prime Contractor is required to perform at 30% of the operational requirements. The Contractor is responsible for all sub-contractors necessary to perform mission requirements and must maintain a good working relation relationship with sub-contractors. There is no limit to the number of sub-contractors that can be used in the execution of the potential contract but the prime contractor is responsible for the complete execution of the PWS.
Q14. Para 5.13.3 requires the contractor to clean the bus periodically. Para 5.13.2.2 gives the contractor use of the wash system and equipment on CFA Sasebo. Does that include cleaning detergents and solvents?
A14. The Contractor is required to provide its own clean material and products.
Q15. If there is increase/decrease on bus routes, can contractor request contract modification?
A15. This will be in conjunction with the COR.
Q16. Para 5.12.1.1. states the contractor shall provide/install CSRSs for specified students or as required under Host Nation law and ensure proper use. How the contractor could know how many to purchase? It could constantly change depending on the student population/ages.
A16. The Government will provide CSRS for student use. The Contractor will be required to install/remove as required to support student transportation requirements.
Q17. On Attachment B, there are Far East, Long-Haul and Activity Bus. It is not clear which ITEM NO (CLIN) has the price on these three workloads. Would you please specify where contractor can include the price for these three workloads?
A17. A Travel CLIN was created in the final solicitation.
Q18. Which “ITEM NO” has the price for Far East?
A18. See A17
Q19. Which “ITEM NO” has the price for Long-Haul?
A19. A18. See A17
Q20. Which “ITEM NO” has the price for Activity Bus?
A20. A18. See A17
Q21. Do bus drivers need to wear uniforms or an identification/name tag on their working clothes?
A21. No. The Government will provide a pictured ID badge identifying their status as a contractor.
Q22. Is contractor responsible for mandatory periodic inspection or any maintenance on buses?
A22. No. Although not written in the PWS drivers are the first to notice problems i.e.
mechanical, leaks, etc. The expectation is for the Contractor to report those issues to the COR.
In-turn the COR will contact the Lease Bus Contractor for action.
