SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been modified:
INFORMATION
1. FAR 52.212-1, Instructions to Offerors – Commercial applies to this acquisition.
Addendum to FAR 52.212-1
Offerors are cautioned to follow the detailed instructions carefully and provide technical information to clearly demonstrate that the services provided meet the specifications listed in this solicitation and the attached Performance Work Statement (PWS). To be eligible for award, the offeror shall meet all technical requirements; conform to all required terms and conditions of this solicitation; include all information required, and be determined responsible in accordance with the standards found in FAR 9.104. Failure to comply with the terms and conditions of this solicitation as follows may result in the offeror being ineligible for award.
A. Submission of quotes. As a minimum, quotes must include:
1) Signed copy of the SF1449 and any amendments;
2) Attachment 1: Offeror Information;
3) A technical description of the services being quoted in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
4) Sub-contract Agreements
5) Past performance:
a. The Offeror shall prepare a quote that includes Past Performance information that is no older than 3-years prior to the date the solicitation is issued.
b. Offerors shall complete sections I & II of the included Past Performance Questionnaire. The Offer shall then forward the questionnaire to the appropriate point of contact listed in section II of the form for the completion of section III.
The point of contact list is responsible for submitting it on the behalf of the offeror. It is important that the information provided is complete and accurate as the Government will not search for missing contact information outside of the proposal.
c. The Offeror may also separately describe any quality awards or certifications that indicate the Offeror possesses a high-quality process for providing the services required. Identify what segment of the company (one division or the entire company) received the award or certification. Describe when the award or certification was bestowed. If the award or certification is over three (3) years old, present evidence that the qualifications still apply.
6) Price and any discount terms clearly identified.
B. Period for acceptance of quotes. The offeror agrees to hold the prices in its price quote firm for ninety (90) calendar days from the date specified for receipt of quotes.
C. Late submissions, modifications, revisions, and withdrawals of quotes.
1) Offerors are required to submit SF1449 and acknowledge any amendments, so as to reach the Government office designated in the solicitation by the time specified in the solicitation.
2) Any quote, modification, revision, or withdrawal of a quote received at the Government office designated in the solicitation after the exact time specified for receipt of quotes is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late quotes would not unduly delay the acquisition.
3) Quotes may be withdrawn by written notice received at any time before the exact time set for receipt of quotes.
D. Contract award. The Government intends to evaluate quotes and award a contract without discussions. Therefore, the offeror’s initial quote should contain the offeror’s best terms from a technical and price standpoint. However, the Government reserves the right to open discussions with offerors if later determined by the Contracting Officer to be necessary. The Government may: reject any or all quotes if such action is in the public interest; accept other than the lowest proposal; and waive informalities and minor irregularities in quotes received.
E. System for Award Management. Submission of a quote, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through www.sam.gov.

2. FAR 52.212-2, Evaluation – Commercial Items, does not apply to this acquisition.
Award shall be made to the offeror with the lowest evaluated price meeting technical and past performance requirements in accordance with FAR 15.101-2. The following factors shall be used to evaluate a proposal: Technical, Past Performance, and Price.
All quotes will be evaluated first on price. Section B of the solicitation will be used as the basis for price evaluation. The lowest priced proposal’s technical and past performance will be evaluated for acceptability on an “Acceptable” or “Unacceptable” basis. If the lowest priced proposal’s technical and past performance is found to be acceptable, then no further evaluations will be conducted and award will be made. If the lowest priced proposal’s technical and past performance is not acceptable, the next lowest priced quote will be evaluated, and so on until a quote meeting technical and past performance requirements is found.
The quote with the lowest evaluated price meeting technical and past performance requirements will be awarded the Indefinite-Delivery, Requirements contract and the task order for School Year 2017-2018. Issuance of a task order is at the sole discretion of the Government. The Government reserves the right to order less and/or more than the estimated quantities identified in Section B of the solicitation.
FACTOR 1 – TECHNICAL
The offeror’s technical capabilities shall be evaluated to assess whether the offeror’s quote will satisfy the Government’s requirements on an “Acceptable” or “Unacceptable” basis.
1) Thorough explanation of the offeror’s technical experience and ability in providing same or similar requirements as set forth in the Performance Work Statement (PWS).
2) Detailed narrative of the offeror’s ability to manage and perform the requirements of the solicitation, to include the offeror’s approach to supervision, staffing, recruitment, substitution, and replacement of qualified and properly licensed school bus drivers and administrative personnel to perform the requirements of the PWS.
3) Current and valid business license issued by a local, state, or federal government agency or organization within Japan. Business license submitted in Japanese shall also have an English translation.
Rating Description Acceptable Quote meets the requirements of the solicitation.
Unacceptable Quote does not meet the requirements of the solicitation.
FACTOR 2 - PAST PERFORMANCE
The offeror’s past performance shall be evaluated to assess the offeror’s probability of meeting the minimum past performance solicitation requirements. This assessment is based on the offeror’s record of relevant and recent past performance information that pertains to the services outlined in the solicitation requirements. Past performance will be rated on an “Acceptable” or “Unacceptable” basis.
Rating Description
Acceptable
Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below)
Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
The Government may consider data available in the statistical reporting module of the Past Performance Information Retrieval System (PPIRS-SR) regarding the offeror’s past performance history for the services being purchased. Information regarding past performance may also be obtained from the offeror’s quote, information obtained from questionnaires tailored to the circumstances of the acquisition, or any other sources available to the Government, to include but not be limited to: Federal Awardee Performance and Integrity Information System (FAPIIS); Electronic Subcontract Reporting System (eSRS);
other federal databases; references from Program Managers and Contracting Officers; past customers; Government agencies and activities and other sources deemed necessary.
Note: The offeror shall be determined to have “Unknown” past performance. In the context of acceptability/unacceptability, an “Unknown” past performance shall be considered “Acceptable.”
FACTOR 3 – PRICE
1) Price will be evaluated to determine fair and reasonableness. The analysis will be conducted on the total price to include the base period and all option periods.
2) Price evaluation will not be given an adjectival rating.
3) Price will be analyzed for errors, omissions, and mistakes, and evaluated to determine whether it is fair and reasonable and indicates the offeror understands the work to be performed.
4) All referenced Contract Line Items (CLINS) 0001-0007, 1001-1007, 2001-2007, 3001-3007 and 4001-4007 will be evaluated to determine if prices are unbalanced. If analysis indicates pricing is unbalanced, the price quote may be rejected if it is determined to pose an unacceptable risk to the Government.
5) The Government will evaluate prices for award purposes by adding the total price for all options to the total price for the basic requirement in Section B. To account for the option period(s) possible under Clause 52.217-8 (maximum six months), Option to Extend Services, the Government will take the price for all CLINs of the final option period, prorate it to a six-month value, and add it to the sum of all CLINs (base plus all option periods). This amount will be the total evaluated price. Evaluation of options shall not obligate the Government to exercise the options.
3. Quotes must be received no later than 3:00 PM Japan Standard Time on 10 July 2017.
