(a) Definitions. As used in this clause--
Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public Web sites) or simple transactional information, such as necessary to process payments.
Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).
Safeguarding means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures.
(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:

(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.
(iii) Verify and control/limit connections to and use of external information systems.
(iv) Control information posted or processed on publicly accessible information systems.
(v) Identify information system users, processes acting on behalf of users, or devices.
(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.
(vii) Sanitize or destroy information system media containing Federal Contract Information before disposal or release for reuse.
(viii) Limit physical access to organizational information systems, equipment, and the respective operating environments to authorized individuals.
(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.

(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.
(xii) Identify, report, and correct information and information system flaws in a timely manner.
(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.
(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.

This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial items, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.

STATEMENT OF WORK
DoDEA Paraeducator Professional Learning
1.0 INTRODUCTION
| 1.1 | The Department of Defense Education Activity (DoDEA) serves the dependents of military and civilian employees by providing PK-12 instruction to approximately 72,000 students. The number of students varies based on the deployment of military troops worldwide. DoDEA’s curriculum, resources, and student achievement scores on standardized tests compare favorably to those of high-performing US public schools. |
| 1.2 | DoDEA is divided into eight districts that administer 167 brick-and-mortar schools. The Americas’ Southeast and Mid-Atlantic districts have 54 schools in seven states, Puerto Rico, and for administrative purposes, Cuba. Europe’s South, East, and West districts have 65 schools in England, Germany, Italy, Belgium, Netherlands, Spain, Portugal, Turkey, and Bahrain. The Pacific’s West, East, and South districts have 48 schools in Korea, Japan, and for administrative purposes, Guam. In addition, DoDEA operates a fully accredited Virtual High School with its main office in Virginia and with teaching hubs in Germany and Okinawa. |
| 2.0 | BACKGROUND |
| 2.1 | DoDEA paraeducators have received professional learning from the district or regional levels; however, no systemic paraeducator professional learning has occurred in at least two decades. |
| 2.2 | The military does not allow service members with children who have extremely severe disabilities to be stationed overseas. Therefore, DoDEA schools in Europe and the Pacific have relatively lower numbers of paraeducators compared to our stateside schools. |
| 3.0 | SCOPE |
| 3.1 | DoDEA requires asynchronous, online professional learning to meet the needs of our novice and experienced paraeducators working with a wide variety special education students systemwide. Novice professional learning to cover topics in such areas as student behavior, classroom instruction, and understanding of disabilities is required. Each paraeducator is required to complete a basic course of professional learning equivalent to two undergraduate semester credits (30 seat-hours) and to complete additional professional learning equivalent to one undergraduate semester credits (15 seat-hours) every other year of employment. Paraeducators must be able to do their coursework at their own pace. |
| 3.2 | DoDEA currently employs 1,296 educators worldwide—US, 561; Europe, 415; and Pacific, 320, of whom 196 were novices. Based on student enrollment trends, those numbers may decline slightly during the life of the contract. |
| 4.0 | REQUIREMENTS |

4.1.1 Provide vendor-hosted, asynchronous, individually-paced online courses for paraeducators (each not to exceed 90 minutes in length).
4.1.2 Provide online courses that are organized into units that address the needs of novice and experience paraeducators. Brief course description shall be included so paraeducators or their supervisors can better select what courses would benefit them the most. The level of the course should be included in the description, i.e., whether it is novice level, experienced level or both levels.
4.1.3 Regarding the levels, novice educators require a minimum of 30 seat-hours of professional learning that should include such topics as the following:
· Introduction to autism

· Overview of legal issues such as FERPA, HIPPA, and IDEA
· Common parental concerns regarding their children with disabilities
· Providing personal & physical support for students with special physical needs, Experienced educators require a minimum of 70 seat-hours of professional learning from which to select. These courses will either cover the same topics in greater depth than the novice level courses or cover additional topics such as the following:
· Brain-based learning
· Understanding ADHD
· Monitoring student progress
· Overview of mental disorders
· Professionalism for paraeducators

The form focuses primarily on the kind of required information in the system and the protections in place for data, especially privacy data. This form shall not be signed by the Contractor. Note: Prior to award, it will be completed and signed by DoDEA officials.
