STATEMENT OF WORK
1.0 INTRODUCTION
1.1 The Department of Defense Education Activity (DoDEA) serves the educational needs of the dependents of military and civilian employees by providing PK-12 instruction to about
74,000 students in 171 brick-and-mortar schools. Student enrollment varies based primarily on the deployment of military troops worldwide. DoDEA’s curriculum, resources, and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems.
1.2 In North America DoDEA operates 57 schools located in seven states, Puerto Rico, and
Cuba. In Europe and the Middle East, DoDEA operates 66 schools located in Germany, England, Netherlands, Belgium, Italy, Spain, Turkey and Bahrain. In the Pacific, DoDEA operates 48 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA also operates a fully accredited Virtual High School with its main office in Virginia and teaching hubs in Germany and Okinawa.
2.0 BACKGROUND
2.1 DoDEA provides students science knowledge and skills based on current science education research and best practices. The DoDEA Science Content Standards establish the scientific inquiry skills and core content. The course focuses on the fundamental concepts and principles of marine biology with an emphasis on inquiry design process that calls for identifying and defining problems, gathering and analyzing information determining performance criteria for successful solutions, experimental investigations and evaluating outcomes. The DoDEA Marine Biology Content Standards are found at the following URL:
http://www.dodea.edu/Curriculum/Science/upload/stn_sci_marinebio_9_12.pdf.
2.2 DoDEA science courses include a developmentally appropriate science focus. DoDEA prefers materials that utilize differentiated instruction to address STEM (science, technology, engineering, mathematics) education, which is defined as an interdisciplinary approach to learning where academic concepts are attached to real-world applications enabling students to use science, technology, engineering, and mathematics in context. The goals of STEM education include improving student literacy in science, technology, the%20following%20URL:%20http:/www.dodea.edu/Curriculum/Science/upload/stn_sci_marinebio_9_12.pdf the%20following%20URL:%20http:/www.dodea.edu/Curriculum/Science/upload/stn_sci_marinebio_9_12.pdf engineering, and mathematics, while extending their creativity, innovativeness, critical thinking, and problem-solving abilities.
2.3 Laboratory work is an integral component of this course. Technology relevant to instruction is used in all schools.
2.4 The key priorities related to the DoDEA Community Strategic Plan goals are as follows:
Priority 1 addresses the adoption of the College and Career Ready Standards (CCRS), which are rigorous, research-based, and reflect the knowledge and skills our students need for success in college and careers.
Priority 2 requires the establishment of an organizational structure with the capacity to effectively manage, operate, and sustain a high-quality, worldwide, unified PK-12 school system to ensure our students achieve the CCRS.
3.0 SCOPE
3.1 DoDEA requires textbooks, supporting materials, including an initial 6-year subscription for digital resources, all of which integrate the CCRS for Mathematics and Literacy. In the base period, DoDEA’s systemwide requirement is estimated to be the following:
137 students
7 teachers
4 above-school level science specialists
3.2 The quantity of instructional materials required during the five option periods is expected to rise each year from two percent to four percent to six percent to eight percent to 12 percent.
DoDEA cannot guarantee or confirm actual order quantities for the base or option periods.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor 1:Technical Capability, Factor 2: Past Performance and Factor 3:
Price. Technical Capability is more important than Price and Past Performance. The
Government will use best value trade-off procedures.
Evaluation factors are technical capability statement, price, and past performance. However, the technical capability statement is weighted more than price and past performance combined.
Factor 1: Technical Capability Statement: The Technical Capability Statement shall demonstrate an understanding of the SOW, and shall include, but not be limited to:
Subfactor 1—Copyright Date: Vendor’s materials shall have a copyright date of no earlier than
2013. The copyright preference applies only to student and teacher materials (for example, the student textbook, teacher’s editions, etc.). The copyright preference does not apply to items included as part of the Contractor’s collection (that is, articles, assessments, pictures, problems included in a textbook or supplemental to the teacher or student text) but were created by others prior to 2013. Materials shall be available throughout the duration of the contract and their copyright dates shall remain unchanged for the entire contract period, per SOW 4.1.1 (c).
Subfactor 2—Digital Access: Vendor’s teacher and student resources are all available digitally, either through a web-based application or downloadable online. Digital access is also granted for all teachers who work with Marine Biology students, for example, special education, gifted, and English as a Second Language teachers, per SOW 4.1.1 (f).
Subfactor 3—Materials & Labs: To what extent do the submitted materials:
1. Support the DoDEA Marine Biology Content Standards, per SOW 4.1.2 (b).
2. Support differentiated instruction, per SOW 4.1.2 (d).
3. Promote conceptual understanding to include providing problems designed around real-life situations, per SOW 4.1.2 (e).
4. Provide opportunities for students to create questions, articulate ideas, formulate scientific understanding, and make relevant applications. Support discussion and self-reflection as a strategy for concept mastery, per SOW (f).
5. Include investigations that provide rigorous, hands-on experiences, per SOW 4.1.2 (g).
6. Incorporate current, safe work practices and procedures in the science laboratory and classroom based on the National Science Teachers Association (NSTA) position statement, per SOW 4.1.2.
Factor 2: Past Performance: Offerors shall be directed to submit relevant three past performance references with their offers. A Past Performance questionnaire will be used to verify and evaluate the references against the following factors:
Quality of product or service—compliance with contract requirements, accuracy of reports, appropriateness of personnel, technical expertise.
Customer Service—courteous interactions, satisfaction of end users with contractor’s service, initiative and proactive suggestions, approaches and improvements.
Scale—ability to perform professional development comparable to the scope of the current requirement
Overall—Satisfaction of overall performance/service, and training, if applicable.
Factor 3: Price: Vendor responses to DoDEA CLIN items will be evaluated.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the
Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(d) The terms and conditions/terms of use/end user license agreements for the digital resources will not be rated as part of the evaluation. Instead, the Government will review the apparent successful offeror’s terms and conditions/terms of use/end user license agreement for the digital resources and, to the extent that the contracting officer determines that any provisions of the terms and conditions/terms of use/end user license agreement for the digital resources are contrary to federal law and agency rules and regulations, the offeror will negotiate an amendment with the contracting officer to address such provisions prior to award. Failure to negotiate an amendment acceptable to the Government will make the offeror ineligible for award.
(End of provision)
