Transition Plan—New Contractor Selected SAIC’s extensive history with the CTR Program instills a deep desire to ensure program success, regardless of the circumstances. Therefore, even in the event of another contractor’s selection for the follow-on A&AS contract, we will do everything we can to ensure a smooth and orderly transition. In this case, however, we are able to directly influence only a portion of the variables involved.

Since this situation involves two independent contractors, the government will have to assume overall management responsibility for the transition. TRSC recommends that CT charter a Transition IPT chaired by a senior CT manager. IPT membership should include major stakeholders from both the TRSC and the new contractor. Within the TRSC, the Deputy Director will lead a team to ensure all actions are taken to support transition to the new contractor.

TRSC will account for all GFE and transfer the records of GFE to the new contract as part of the transition. We also will physically transfer the equipment to the new contractor (or otherwise dispose of it as directed by DTRA.) Early in the transition period, we will ensure that all GFE is either physically aggregated in the TRSC facility or the responsible party knows when to return it. Some GFE is connected to the facility, and decisions must be made about when—or even whether—to remove it. All of these actions will be closely coordinated with CT, DTRA’s Property Manager, and the new A&AS contractor. Even seemingly small things, like who will transport the GFE to the new contractor’s facility, must be carefully planned and coordinated.

Facilitated by CT, TRSC will work directly with the new contractor to identify and arrange for transfer of CTR Program records. As part of this process, we will review all files, electronic and paper, to ensure all company private information (generally financial) and personal private information (like social security and credit card numbers) is identified and purged.

TRSC’s Director, Deputy Director, and Contract Manager will work closely with CT and BDCC to identify and resolve any contractual questions concerning the transition.

Due to the magnitude of the effort associated with transferring GFE and CTR Program records to the new contractor, it may be necessary to extend our period of performance to cover certain activities.

Facilitated by CT, TRSC will provide program support information and status to the new contractor.

TRSC will continue ongoing IT support throughout our period of performance, including routine maintenance and support of customer tools, network administration, database management, on-site TRSC, and CT support. Transitioning these activities to the new contractor will require extensive coordination. Some downtime is absolutely unavoidable, but we will work closely with CT and the new contractor to minimize it.

Figure 1 provides the transition schedule for Part Two of this plan. Absent other direction from CT, we will begin our transition activity as scheduled on June 1st. If the contract announcement has not been made by June 1st, we will proceed as if we will be continuing under the new contract. This schedule extends past our current period of performance, reflecting the reality of the time required to complete certain actions.
