Purpose of Industry Day Briefing
Purpose: To define DTRA Technical Reachback and illustrate the basis for a proposed new contract for this program by:
Describing goals and objectives of “DTRA Technical Reachback Support” program
Answer questions from industry
DTRA Technical Reachback Support Requirement
Provide dedicated and independent Chemical, Biological, Radiological, Nuclear and High Yield Explosive (CBRNE) technical and analytical operational support 24/7 as DTRA Technical Reachback
Strategic thinking that will streamline or change how DTRA performs Technical Reachback
Requirement to interface with other agencies and programs
DHHS Fusion Cell
ECBC
DTRA RD developments
Reachback daily duties
Directly answer the vast majority of Requests for Information (RFIs) through DTRA Operations Center
Most requests require modeling a variety of WMD real-world and exercise scenarios
Products include SME WMD technical expertise and analysis, i.e., analysis products consisting of answers formulated using CBRNE DTRA tools with interpreted outputs
Answers are provided formally via RFI (PowerPoint, Word, etc.) and informally via phone
Reachback contractors distribute DTRA software calculation tools (HPAC, IMEA,
VAPO and CATS) directly to customers
Targeting support – direct coordination with Intel community and COCOMs, SECRET through TS/SCI
Provide technical contributions in the form of scientific Verification and Validation
(V&V) for numerous DTRA R&D developmental efforts (e.g., DTRA CBRNE calculation tools)
Deploy and directly participate in numerous exercises providing on-site modeling
support (e.g., USFK, 5th Army, Civil Support Teams)
Answer 24/7 Help Desk for DTRA R&D/S&T modeling tool questions (JEM, HPAC, CATS, VAPO, IMEA, etc.)
Background
Past/Current Program Status:
Reachback support existed for 15 years providing “as needed” gov’t (little contractor support) real JS/COCOM 24/7 operational WMD technical analyses, that later evolved into 24/7 gov’t (equal and more contractor support) since Jan 2004 within DTRA
Reachback pulled technical synergies within DTRA, including CBRNE scenarios, answering warfighters’ WMD technical questions supporting Iraqi Freedom, Enduring Freedom, National Guard Exercises, etc.
Threats to United States have changed and DTRA Technical Reachback mission adjusted accordingly from contractor “advice and assistance” to a larger need for 24/7 direct WMD technical response through the contractor
Background (Cont.)
*as of July 16 2008 RFI Distribution* Chart indicates the current customer distribution for RFIs
Roughly 1/3 attributed to homeland defense (National Guard, DHS, NORTHCOM, etc.)
Roughly 1/3 attributed to COCOM support
Remaining 1/3 attributed to a wide variety of customers
