DESCRIPTIONS AND SPECIFICATION
DTRA TECHNICAL REACHBACK SUPPORT
INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) CONTRACT
STATEMENT OF OBJECTIVES (SOO)
17 December 2008
1. BACKGROUND
The mission of DTRA Technical Reachback is to provide round-the-clock dedicated and independent Chemical, Biological, Radiological, Nuclear and high yield Explosive (CBRNE) technical and analytical operational support. Technical Reachback support has existed since 1993 providing “as needed” government (little contractor support) real-time Joint Staff (JS)/COCOM 24/7 operational Weapons of Mass Destruction (WMD) technical analyses, that later evolved into a 24/7 government function since January 2004 within DTRA. Threats to the United States have changed and DTRA Technical Reachback mission has adjusted accordingly from contractor “advice and assistance” to a larger need for contractor 24/7 direct WMD technical response. The assembled team of subject matter expert (SME) personnel are expected to represent proficiency in multiple CBRNE subject areas, preferably the areas of meteorology, epidemiology, chemical engineering, mechanical engineering, nuclear physics, biology, microbiology, clinical nursing, veterinary science, computational fluid dynamics, and medicine, although this list may expand as operations dictate. The preference is for SME personnel to have master’s or doctoral degrees in these subject areas.
2. SCOPE
The scope of this contract is to support all Technical Reachback activities for, at a minimum, the next five years. These activities include supporting other DTRA enterprises and providing operational support to the Combatant Commanders and their staffs. Additionally, the scope also includes supporting other federal, state, and local government activities.
3. OBJECTIVES
The contractor shall provide expertise and other assets to conduct, implement and sustain capabilities in the following broad functional areas. Task orders will be used to further define the technical, schedule, and deliverable requirements to include compliance with appropriate policies, standards, and commercial processes. The broad functional areas are:
a. Directly answer technical Requests for Information (RFIs) through the DTRA
Operations Center. The majority of RFIs require modeling a variety of WMD real-world and exercise scenarios. RFI responses utilize WMD SME technical proficiency and analysis and typically consist of SMEs constructing answers using CBRNE DTRA tools and interpreting the outputs provided formally via RFI and informally via phone.
b. Software Distribution. Reachback contractors will distribute DTRA software calculation tools, such as, not inclusive, Hazard Prediction and Assessment Capability (HPAC), Integrated Munitions Effects Assessment (IMEA), Vulnerability Assessment and Protection Option (VAPO) and Consequence Assessment Tool Set (CATS), directly to customers.
c. Targeting support. Reachback personnel will conduct coordination with Intel Community and COCOMs, using information at the SECRET through TS/SCI classification levels, in order to support COCOM WMD targeting requests. Because of the classification level of targeting support requests and the use of direct coordination with Intel community and COCOMs, the performer must have and be able to maintain active SECRET through TS/SCI level clearances for all proposed personnel. The performer is expected to maintain at least 10% of their workforce at the TS-SCI level of active clearances during the period of performance.
d. Verification and Validation efforts. Provide technical contributions in the form of scientific
Verification and Validation (V&V) for numerous DTRA R&D developmental efforts, e.g., DTRA CBRNE calculation tools.
e. Deployment for exercise and real-world operational support. Deploy and directly participate in numerous exercises (e.g., USFK, 5th Army, Civil Support Teams) and real world operations (Inaugurations, conventions, sporting events) providing on-site modeling support.
f. 24/7 Technical Help Desk. Directly respond to questions regarding DTRA R&D/S&T modeling tools (Joint Effects Model (JEM), HPAC, CATS, VAPO, IMEA, etc.) through phone call or electronic mail.
g. Scientific modeling. The ability for SME personnel to become skilled at and employ approximately 40 scientific modeling tools and capabilities. Of these tools and capabilities, personnel will be expected to acquire proficiency with the following:

CLIN 0401 Provide a Training Facility (O&M Funding). Provide a training facility, cleared up to the SECRET classification level, for instruction of DTRA CBRNE decision support analysis programs. This facility should be able to seat a minimum of twenty students. The facility should be available for use for training purposes during typical weekday working hours, as courses can be taught for several weeks at a time. The facility should be located within 15-20 minutes driving distance from the Defense Threat Reduction Center due to the fact that CW-TSD IT personnel are required to frequently assist the trainers by securing classified hard drives, performing hard drive imaging, and providing routine maintenance of computers, equipment, and furniture. The facility should also be equipped to have internet connectivity with DTRA’s IT infrastructure, as courses routinely demonstrate how analysis programs utilize the IT infrastructure for data processing.
