ENCLOSURE 1

ATTENTION PROSPECTIVE OFFERORS:

The following questions and answers, pertaining to the above-referenced solicitation, are provided for your information. Offerors are cautioned that these answers do not alter the solicitation. Only the amendment to the solicitation will change the requirements or any other content of the RFP. In the event of an inconsistency between statements contained in any amendment on the solicitation and this document, the amendment shall take precedence.

Question #1: Will offerors be able to change all provided formulas provided in the Agency provided excel software work sheet (see reference above, Attachment 4, Volume I Cost Breakout)?

a. Appears it is set up for an SCA Wage Determination; however the Government files provide a CBA agreement which has different Fringe and rates than found in the provided attachment, to include formula calculations within the provided spreadsheet?

Response: Please do not change any provided formulas reflected within Attachment 4, Volume I Cost Breakout. The formulas are provided to ensure we receive the correct proposed pricing from prospective offerors. As reflected at Attachment 1, DD Form 1707, Information to Offerors or Quoters, this requirement contains a Collective Bargaining Agreement (CBA). The CBA wage rates on the cost breakout for all areas of operations are correct, as they reflect the wages effective July 1, 2011, as shown on the CBA’s Schedule “A”. The health and welfare rate on the cost breakout is also calculated in accordance with the CBA’s Schedule “A”, Health Fund, whereby effective July 1, 2009, the health and welfare rate was $2.35 per hour; however, when factoring in an additional $0.25 for wages effective July 1, 2010; an additional $0.25 per hour for wages effective July 1, 2011; and $0.50 per hour per employee for Short Term Disability, Life and Optical Insurance, the total amount of the health and welfare rate is $3.35 ($2.35 + $0.25 +$0.25 + $0.50).

Question #2: In the Exhibit 4-3 FDS Distribution Delivery Schedule, do any of the delivery times fall outside of the 1000-1500 schedules shown in the PWS?

b. Is the contractor to deploy personnel if a truck delivery takes place at 1800, clearly three (3) hours after what would have been scheduled for staffing to account for handling FDS delivery offload?

Response: The delivery times reflected at Exhibit 4-3 is an estimated window of time that deliveries are anticipated to occur for the specified distributor. The RSHA tour of duty reflected at paragraph 1.2.1., Store Operational Hours/Contractor Working Schedule (page C1-1) is 9:30 a.m. to 6:00 p.m. Therefore, contractor employees will be required to perform RSHA tasks until 6:00 p.m. Typically, store management is apprised ahead of time, when late deliveries will occur. In the event store management has been so advised, the contractor will be notified and they will be asked to provide support, once the delivery occurs. The contractor will then be required to maintain sign-in/sign-out sheets to account for the time past the normal required work schedule for all affected RSHA employees, which shall be endorsed by store management or other designated individual, once the work has been completed. The contractor would then initiate a Request for Equitable Adjustment (REA) to be compensated for their effort.
