SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
Solicitation HDEC08-10-R-0016 for Shelf Stocking, Receiving/Storage/Holding Area, and Custodial Operations at Fallon NAS Commissary, located in Fallon, Nevada is hereby amended as follows:
A. List of Attendees from the Pre-Proposal Conference, conducted on May 19, 2010, is provided:

B. Questions and answers from prospective offerors, regarding this requirement, are provided as follows:
1. No CLIN in schedule B for overwrites, nor is there an approximate case count identified in paragraph 4.3.1, though overwrite management and handling is addressed in the PWS?
Answer: There will be no compensation to the contractor for this requirement for excess overwrites, because this requirement requires the contractor to perform the shelf stock replenishment function (4.3.3.16). As such, it will be the contractor's responsibility to ensure that overwrites are kept to a minimum. The overwrites definition located at 4.3.3.2.1.2 is the definition used when the contractor performs shelf stock replenishment.
2. Though covered in para. 14 of the PWS and by CLIN 0001AF on schedule B, paragraph 4.6.1.1 specifically states that the Meat Department processing, preparation, and wrapping areas are EXCLUDED from the custodial part of the PWS.
Answer: The PWS has been revised as follows: The first sentence “Meat Department processing, preparation, and wrapping areas" has been removed from paragraph 4.6.1.1. The contractor will be required to clean and maintain these areas to specified quality standards.
3. Exhibit 4-3 of the PWS identifies all shipments received as multi-day intermingled. Paragraph 4.4.2.6.1 of the PWS identifies the requirement for the contractor to segregate semi-perishable cases. According to paragraph 4.4.2.2 and paragraph 4.4.2.3, this is approximately 20,000 cases per month. The Direct Labor Summary under RSHA excludes segregate as a category requiring us to provide a productivity level, thus depriving us computing the hours associated with this task, approximately 80 hours per month or 960 annually.
Answer: The purpose of the segregation paragraph is to separate contractor-responsible merchandise from non-contractor responsible merchandise. Given the contractor will stock all merchandise at the Fallon facility (inclusive of merchandise normally classified as vendor stocked); there is no need for the segregation process to occur. Therefore, paragraph 4.4.2.5 is reserved.
C. Attachment 2, revised Performance Work Statement, dated June 7, 2010, is provided as an attachment to Amendment 0001. Revisions are highlighted in yellow.
D. The closing date of June 25, 2010, no later than 3:00 PM (EST), remains unchanged
E. No further questions pertaining to Solicitation HDEC08-10-R-0016, for Shelf Stocking, Receiving/Storage/Holding Area, and Custodial Operations at the Fallon NAS Commissary will be considered.
