Instructions for DISA DC Columbus Bldg. 23 Switchgear Repair Project Bidder’s Walk

A site visit has been scheduled for 9 June 2020 at 0700 and is expected to last until 1200. Offerors are urged to attend the site where services are to be performed to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. All questions entertained at the site visit must be submitted in writing to the Contracting Specialist, Mr. Gabriel Zuccarelli, gabriel.f.zuccarelli.civ@mail.mil. Site DISA personnel cannot provide direct answers to prospective offerors. All questions should be forwarded to the Contracting Specialist. Contractors are cautioned that, notwithstanding any remarks or clarifications given at the site visit and in provided Q&A, all terms and conditions of the contract apply unless changed in writing by the Contracting Officer.

Due to the current COVID-19 pandemic, several measures are in place to comply with current guidelines and mitigate risks:

· Not more than two representatives for each offeror’s team.

· All personnel shall wear face coverings while inside any building.

· Social distancing (6 feet minimum) will be practiced at all times.

For all attendees needing access/temporary passes onto Defense Supply Center Columbus (DSCC) and DISA Bldg. 23. A Visit Access Request (VAR) must be provided and received no later than 1300 Central Daylight Time, 27 May 2020. Early submissions of VARs is requested. Provide the following information for each attendee on company letterhead:

· Project Name: DISA Data Center Columbus Switchgear Repair Project

· Date of Visit: 9 June 2020

· Company POC/Phone Number: (company FSO or officer with contracting authority)

· Local DISA POC/Sponsors:

· Letter must be signed by the FSO or company officer with contracting authority.

Contractors are reminded to protect Personally Identifiable Information (PII) in accordance with applicable laws and regulations. Please provide the VAR via email to ALL the following individuals at the email addresses indicated:

All addressees MUST be included in the VAR email; coordination is required across multiple agencies and geographic locations gain access to the DSCC and DISA Bldg. 23. The individual’s mobile phone number is important for the Government to contact Contractor personnel with any last minute updates or changes the day of the site visit. Please provide cancellation information as soon as it is known to avoid confusion the day of the visit. Please put, “Site Visit 9 Jun 2020, DC COL Bldg. 23 Switchgear Repair Project Bidder’s Walk” in the subject line of the email.

On 9 Jun 2020, proceed to DSCC via the main entrance off of Yearling Road. Report to the visitor’s center (the first building on the right) at 0700. Bring your State-Issued, RealID-Compliant Driver’s License or US Passport into the Visitor’s center to obtain a DSCC visitor’s pass. Additionally bring in the vehicle registration and insurance papers (or rental agreement) for a vehicle pass. Once on DSCC, proceed to Bldg. 23 and park in the parking lot on the south side of the building. Parking is limited and carpooling is encouraged. Parking in other areas may result in a citation issued by federal police. Proceed to the main entrance of Bldg. 23 on the west side of the building. All visitors to Bldg. 23 shall sign in and be escorted 100% of the time during the site visit. The Government will provide a sufficient number of escorts to accommodate interested offerors. Once inside you will be directed to the conference room where you will receive an in-brief and orientation prior to commencing the site walk.

Attendees should arrive at Bldg. 23 between 0700 and 0800. On site activities will continue until approximately 1200. Please take note of the following restrictions during the site visit:

1. All items are subject to inspection. You can expect briefcases, purses, etc. to be searched upon entry and exit.

2. Firearms, knives, weapons of any kind are NOT ALLOWED in Bldg. 23 at any time.

3. Personal Electronic Devices (PED) of any kind are NOT ALLOWED inside Bldg. 23 at any time. PEDs include, but are not limited to, cell phones, laptops, notebook/tablet computers, USB devices, smart watches, cameras or any device with cameras, any device with wireless capability, and pagers; if in doubt, ask first.

4. Cameras and photography are PROHIBITED. A Government representative will be equipped with a camera to accommodate requests. However, all photos will be screened by security and may not be available for distribution. Photos cleared by facility security shall be disseminated with Q&As.

5. The Department of Defense grants access to its bases and facilities to contractors in order to conduct routine business. Situations, including, but not limited to threats to national security or heightened states of operational readiness may change the parameters of the site visit. The Government shall inform potential offerors of any agenda or schedule changes as soon as the information becomes available. Offerors are encouraged to send their VAR information as soon as practical to facilitate early notification of a change in site visit parameters.
